Book excerpt: Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

The book is divided into five parts: - setting the scene: The evolving landscape for citizen engagement - drivers for change: Innovations in citizen-centric governance - case studies in land management and Indigenous empowerment - case studies in fostering community engagement and connectedness - case studies engaging with information technology and new media. While some chapters question how far governments can go in engaging with citizens, many point to successful examples of actual engagement that enhanced policy experiences and improved service delivery. The various authors make clear that citizen engagement is not restricted to the domain of service delivery, but if taken seriously affects the ways governments conduct their activities across all agencies. The implications are enormous, but the benefits to public policy may be enormous too.

The ACP addressed the question “How can the Australian political system be strengthened to serve us better?” The ACP’s Canberra assembly is the first large-scale, face-to-face deliberative project to be completely audio-recorded and transcribed, enabling an unprecedented level of qualitative and quantitative assessment of participants’ actual spoken discourse. Combined, they exhibit how diverse modes of research focused on a single event can enhance both theoretical and practical knowledge about deliberative democracy.

Using the phrase “rhetorical citizenship” as a unifying perspective, Rhetorical Citizenship and Public Deliberation aims to develop an understanding of citizenship as a discursive phenomenon, arguing that discourse is not prefatory to real action but in many ways constitutive of civic engagement. To accomplish this, the book brings together, in a cross-disciplinary effort, contributions by scholars in fields that rarely intersect. For the most part, discussions of citizenship have focused on aspects that are central to the “liberal” tradition of social thought—that is, questions of the freedoms and rights of citizens and groups. This collection gives voice to a “republican” conception of citizenship. Seeing participation and debate as central to being a citizen, this tradition looks back to the Greek city-states and republican Rome. Citizenship, in this sense of the word, is rhetorical citizenship. Rhetoric is thus at the core of being a citizen. The first, a workshop on “The Pursuit of Interest in China,” was held in August 1977 at the University of Michigan, and was organized by Michel Oksenberg and Richard Baum. It was supported by a grant from the Joint Committee on Contemporary China of the Social Science Research Council and the American Council of Learned Societies, using funds provided by the Andrew Mellon Foundation. Its principal goal was to use detailed case studies to explore the relevance of interest group approaches to the study of Chinese politics. The second, a panel organized by the editor for the 1978 Chicago meeting of the Association of Asian Studies, sought to apply participatory approaches to the role of social groups in the Chinese political process. The striking degree of overlap in the focus, methodology, and participants in both meetings suggested to a number of the paper writers that there was a need for a more eclectic approach which would focus simultaneously on individual and group actors. The recognition that a volume based on such an approach might serve the needs of students and scholars seeking to examine the dynamics of informal influence and power in China was the stimulus for publishing the studies presented here in book form.
