Book excerpt: This study takes a socio-ecological conflict in Petorca (Chile) as a reasonable example with which to discuss the facilitators and pitfalls of the transition towards sustainable water governance. It uncovers the mechanisms behind a market-based institutional structure that weakens trust between actors and impedes cooperation, and it analyses the ways in which social innovations overcome these mechanisms. Based on case study research with extensive qualitative interview analysis, this work contributes not only to the theoretical discourse on institutionalism and social innovations, but also to a broader discussion on sustainable water governance. The author holds a PhD in political science, which focuses on sustainable (spatial) development, and has long-standing international working experience in particular with regard to Chile.

However, water availability varies enormously in space, as less than 1,000 m3/person are available for more than 50% of the population. The temporal and spatial distribution of water resources is driven by processes highly variables across a country with different climates explained not only by a large range of latitudes (from 17° to 56° south), but also the presence of the Pacific Ocean and the Andes with peaks up to 7000 m. This geography makes of Chile a true natural laboratory in which water is essential for the society and the economy of the country. The relevance of water resources for the country has become even more significant in the context of a mega-drought that has affected practically the entire territory in recent years, although large floods such as those in Atacama 2015 and 2017 also take place periodically. This unique book brings together the state-of-art knowledge about the hydrology of Chile and its water resources, with a particular focus on quantitative aspects. Yet a significant share of service provision and water resources development remains the responsibility of public authorities. The chapters in this book – with case evidence from Argentina, Chile, France, the USA, and other countries – address critical questions that dominate the international agenda on public versus private utilities, service provision, regulations, and resource development. This book presents varied perspectives – largely complementary but at times contrasting – on public and private governance of water. Public authority in general is being reasserted over service provision, while resource development and investments in infrastructure continue as a mix of public and private initiatives. But more important, increased oversight and regulation of market-based initiatives that until recently were touted as panaceas for water supply and sanitation are increasingly being reconsidered on the basis of social equity, environmental, and public health concerns. The book begins with a section of introductory chapters describing water systems, institutions, constraints, and similarities in the following regions: Israel and the Middle East, Turkey, California, Florida, and Australia. Four of these regions face similar climates with wet winters and dry summers. Florida has a more even seasonal distribution of rainfall, yet it uses similar management strategies in controlling groundwater demand and water quality.
