Book excerpt: In 1998,"the flood of the century" covered more than two-thirds of Bangladesh, causing crop losses of 2.04 million tons of rice, an amount equal to 10.45 percent of target production in 1998/99. This flood threatened the health and lives of millions through food shortages caused by crop failure, loss of purchasing power, and the spread of water-borne disease. Yet very few flood-related deaths occurred, and reportedly none was due to food shortages. This report, based on data from a survey of 757 rural households in seven flood-affected regions (thanas) conducted in November and December 1998 and on analysis of secondary data on food grain markets, describes how Government of Bangladesh policy, well-functioning private markets, household coping strategies, and donor and NGO interventions combined to avert a major food crisis. To further enhance its food security, Bangladesh needs continued investments in agricultural research, extension, roads, electricity and other rural infrastructure, policies promoting efficient markets, and programs to provide targeted transfers and credit to poor households.

Book excerpt: Is it really true that deforestation and land use practices of the Himalayan farmers are to blame for the recurring and devastating monsoon floods in the plains of the Ganga and Brahmaputra? The validity of this paradigm has been increasingly questioned. This book presents new evidence resulting from a research project on floods in Bangladesh in the context of highland-lowland linkages. Massive floods have occurred regularly before man's impact on the large river basins began. There is no statistical evidence that the frequency of flooding in Bangladesh has increased during the 20th century. There is indication however, that the inter-annual variation of floods and the areal extent of big events have increased since 1950. This trend can be related to similar trends in rainfall and discharge patterns. The hydro-meteorological processes in the Himalayas are not the main causes for floods in Bangladesh. The combination of simultaneous discharge peaks of the big rivers, high runoff from the Meghalaya Hills, heavy rainfall in Bangladesh, high groundwater tables and spring tides creates particularly favourable conditions for large-scale flooding. Lateral river embankments and the disappearance of natural water storage areas in the lowlands seem to have a significant impact on the flooding processes. Accordingly, the myth about deforestation creating big floods and the habit of blaming mountain dwellers for the flood catastrophes must be abandoned. However, this does not relieve the mountain inhabitants of their responsibility to use and manage the environment sustainably. Whereas politicians and engineers perceive monsoon floods as the main problem for Bangladesh, the flood affected people are more concerned - besides the devastating tropical cyclones - with lateral river erosion, landlessness and economic survival problems

Tackling this problem requires a sound evaluation of disaster mitigation policies and tools. As a contribution to the International Decade for Natural Disasters Reduction (IDNDR), the fifth international symposium HAZARDS-93 was held in Qingdao, P.R. China on 29 August - 3 September, 1993. China is a country frequently hit by almost all kinds of disasters. Its history is one of combating natural disasters and working towards their reduction. More than 250 scientists, engineers and government officials from 20 countries met for the purpose of engaging in a free exchange of knowledge, experience and ideas regarding the scientific and socio-economic aspects of mitigating losses from natural and man- made disasters. A total of 180 papers were presented at 28 sessions covering a very broad range of topics related to disaster management. The twenty-one articles included in this book deal with the scientific and management issues of land-based and marine hazards which cause the most severe economic losses, deaths and environmental degradation in many parts of the world. The book also includes specific recommendations addressed to the IDNDR Secretariat, national governments and scientific experts to increase the effectiveness and efficiency of disaster management. Climate change will pose additional risks to ongoing efforts to reduce poverty. This book examines the implications of climate change on food security in Bangladesh and identifies adaptation measures in the agriculture sector using a comprehensive integrated framework. First, the most recent science available is used to characterize current climate and hydrology and its potential changes. Second, country-specific survey and biophysical data is used to derive more realistic and accurate agricultural impact functions and simulations. A range of climate risks (i.e. warmer temperatures, higher carbon dioxide concentrations, changing characteristics of floods, droughts and potential sea level rise) is considered to gain a more complete picture of potential agriculture impacts. Third, while estimating changes in production is important, economic responses may to some degree buffer against the physical losses predicted, and an assessment is made of these. Food security is dependent not only on production, but also future food requirements, income levels and commodity prices. Finally, adaptation possibilities are identified for the sector. This book is the first to combine these multiple disciplines and analytical procedures to comprehensively address these impacts. The framework will serve as a useful guide to design policy intervention strategies and investments in adaptation measures.
