This new environment presents challenges that are quite different from those the service faced when it came of age during the Cold War. In that struggle, the adversary was well known, and the theaters of operation were identified and defended with permanently stationed forces. Today's challenges are more diverse, and in many respects more unpredictable. There are both "pop-up" contingencies in places where the Air Force has rarely before operated and continuing "steady-state" regional security commitments far from any Air Force main operating base (MOB). This has forced a new mode of operation on the Air Force, one that has required frequent deployments of personnel and aircraft to austere forward operating locations. Not being structured to operate continuously in this way, the Air Force has had to pay a price for supporting these forward operations, a price that has been reflected in lower personnel retention rates and lower overall readiness. The service is responding to these challenges by reorganizing itself into an Expeditionary Aerospace Force (EAF). This reorganization represents an historic transition for the Air Force from a military service that has chiefly performed its mission by operating from MOBs to one that can quickly and easily project sizable forces overseas to austere and unanticipated locations, and sustain them there indefinitely. The research described in this report was conducted within the Aerospace Force Development Program of Project AIR FORCE, as part of a project entitled "Implementing an Effective Air Expeditionary Force." It was cosponsored by the Air Force Deputy Chief of Staff for Air and Space Operations (AF/XO) and the Deputy Chief of Staff for Installations and Logistics (AF/IL).

'Hap' Arnold's vision of a global mission to the Global Strike Task Force and expeditionary air forces of the year 2001. It examines global power from its origins as Strategic Air Command built a fleet of bombers and tankers to meet the needs of the global nuclear-deterrent policy of the Cold War. With the end of the Cold War and the changes in force structure that followed, USAF soon lost its historical roots in global power. This evolution is traced through the studies and commissions of the 1990's established to determine the force structure for the twenty-first century. The assumptions that were made to develop a force focused on expeditionary short-range airpower to project global power are established and then examined with four case studies in the application of airpower over long range. Operation Nickel Grass, the U.S. airlift to Israel during the 1973 Yom Kippur War; the British airpower experience in the Falkland Islands War with its Vulcan Black Buck missions; Operation Eldorado Canyon; and Operation Desert Strike are used to provide evidence to support and refute the assumptions made during the 1990's to structure the USAF force structure around short-range expeditionary forces with the intention of forward deploying them in a crisis. These case studies are evaluated and recommendations are offered for the force structure of the twenty-first century to ensure an adequate global power force capable of executing a global power strategy. The conclusions of this study do not make recommendations for long- or short-range airpower but rather offer recommendations for methods to enable those forces in the future with a sturdy in-flight refueling force capable of supporting long-range missions free from the entanglements of foreign support and reliance on forward basing.

Book excerpt: During the period 1995-97, the deployment of four Aerospace Expeditionary Forces (AEFs) to Bahrain, Jordan, and Qatar (x2) served as useful tests of the AEF concept first broached in its latter-day incarnation soon after "Operation Vigilant Warrior" in the Persian Gulf in 1994. Responding to a manifest need to be able to rapidly deploy aerospace power to deter or to halt aggression against U.S. interests abroad, USAF leadership has designed and implemented a new organizing concept for service culture and operations - the Expeditionary Aerospace Force (EAF). The deployments of AEFs I - IV to the Middle East provided experience, data, and "lessons learned" that have since been incorporated into the EAF design. Based on available unclassified information, this study first comparatively considers the strengths and weaknesses of the aerospace expeditionary force concept evinced in the four deployments of 1995-97. Then, factoring in additional accounts of participants and the views of other writers, the author mines the accumulated evidence for analytical insights around six issue categories: planning, diplomatic preparation, force protection, logistics, command and control, and training and education. The study concludes that force protection and logistics are the most vexing challenges confronting architects and implementers of the EAF concept. Force protection may indeed prove to be too hard and too expensive in some cases.
