Nadia Schadlow argues that the steps needed to consolidate a new political order are not separate from war. They are instead an essential component of war and victory. The challenge of governance operations did not start with the wars in Iraq and Afghanistan. The US Army’s involvement in the political and economic reconstruction of states has been central to all its armed conflicts from large-scale conventional wars to so-called irregular or counterinsurgency wars. Pershing and Counterinsurgency Warfare in the Muslim Philippines, 1899–1913 provides a play-by-play account of a crucial but often overlooked period in the development of American counterinsurgency strategy. Tracing Pershing's military campaigns in the Philippines, Ronald K. Edgerton examines how Progressive counterinsurgency doctrine evolved in direct response to the first sustained military encounter between the United States and Muslim militants. Pershing de-emphasized so-called civilizing efforts and stressed the practicality of building relationships with local Moro leaders and immersing himself in Moro cultural practices. In turn, Moros elected him as a fellow datu, or chief, and Pershing came to realize a fundamental principle of counterinsurgency warfare: one size does not fit all, and tactics must be molded to fit the specific environment. In light of Pershing's military success, this study calls for a reevaluation of the more invasive counterinsurgency methods used by US officers against Muslim militants today, and it addresses the important role the Philippine–American War played in developing modern US military strategy.

Exporting Freedom charts the rise of religious freedom as an ideal firmly enshrined in international law and shows how America’s promotion of the cause of individuals worldwide to freely practice their faith advanced its ascent as a global power. Anna Su traces America’s exportation of religious freedom in various laws and policies enacted over the course of the twentieth century, in diverse locations and under a variety of historical circumstances. Influenced by growing religious tolerance at home and inspired by a belief in the United States’ obligation to protect the persecuted beyond its borders, American officials drafted constitutions as part of military occupations—in the Philippines after the Spanish-American War, in Japan following World War II, and in Iraq after 2003. They also spearheaded efforts to reform the international legal order by pursuing Wilsonian principles in the League of Nations, drafting the United Nations Charter, and signing the Helsinki Accords during the Cold War. The fruits of these labors are evident in the religious freedom provisions in international legal instruments, regional human rights conventions, and national constitutions. In examining the evolution of religious freedom from an expression of the civilizing impulse to the democratization of states and, finally, through the promotion of human rights, Su offers a new understanding of the significance of religion in international relations.
