By examining a suite of over 90 indicators (including socioeconomic, governance, environmental forcing, major pressures, systems ecology, and fisheries criteria) for 9 major US fishery ecosystem jurisdictions, the authors systematically track the progress the country has made towards advancing EBFM and making it an operational reality. The assessment covers a wide range of data in both time (multiple decades) and space (from the tropics to the poles, representing over 10% of the world's ocean surface area). The authors view progress towards the implementation of EBFM as synonymous with improved management of living marine resources in general, and highlight the findings from a national perspective. Most commercial salmon fishing effort on the North Alaska Peninsula targeted sockeye salmon Oncorhynchus nerka. The 2015 commercial salmon harvest on the North Alaska Peninsula was 2,843 Chinook O. tshawytscha, 2,728,318 sockeye, 57,133 coho O. kisutch, 12,392 pink O. gorbuscha, and 191,676 chum O. keta salmon. The North Peninsula Chinook Salmon harvest was well below the 10 year average of 3,710 fish. The sockeye salmon harvest in the Northern District of 2,696,613 fish was well above the 2005-2014 average harvest of 1,936,339 fish. Of the Northern District harvest, 87% (2,349,004 fish) were harvested in the sections between Port Moller and Outer Port Heiden. The North Alaska Peninsula chum salmon harvest of 191,676 fish was above the 10-year average of 173,429 chum salmon, with about 81% (155,102 fish) of the harvest occurring in the Northwestern District. Approximately 45% of chum salmon harvested in the Northern District were caught in the Black Hills Section; nearly all North Peninsula chum salmon harvest was incidental as the result of targeted sockeye salmon fisheries.

The total harvest included 900 Chinook, 83,000 sockeye, 130,000 coho, 69,000 pink, and 700 chum salmon. The salmon harvest had an approximate exvessel value of $1.4 million which was 67% of the 2014 exvessel value. The Yakutat set gillnet fishery was comprised of 112 acitve permit holders, slightly below the recent 10-year average. The 2015 sockeye salmon harvest of nearly 83,000 fish was 36% below the 10-year average. Sockeye salmon harvests in almost all Yakutat District fisheries were below average in 2015. Biological Escapement Goals (BEG) for sockeye salmon were met in all sockeye salmon producing systems, with the exception of the Lost River. The total coho salmon harvest of 130,000 was slightly above the recent 10-year average. The Situk-Ahrnklin River produced 86% of the total Yakutat Area coho salmon harvest, with the Tsiu River as the second-largest producer. The Chinook salmon harvest of 900 was 26% below the 10-year average. The top Chinook salmon producers were Yakutat Bay and the Alsek River. The 2015 preseason projection was for a total run of approximately 600 large Chinook salmon returning to the Situk River. Given recent fishery and harvest trends, a run of that size is not expected to achieve the escapement goal without fishery restrictions; subsistence, sport, and commercial fisheries were closed for Situk River Chinook salmon. The pink salmon harvest of nearly 69,000 fish was 20% below the recent 10-year average. The chum salmon harvest of 700 was half the 10-year average. The Situk-Ahrnklin Inlet and Yakutat Bay fisheries produced most of the pink salmon which were incidental to the sockeye salmon harvest.

The total commercial salmon harvest in the South Alaska Peninsula was 51,077 Chinook salmon Oncorhynchus tshawytscha, 3,207,360 sockeye salmon O. nerka, 265,652 coho salmon O. kisutch, 16,683,602 pink salmon O. gorbuscha, and 675,603 chum salmon O. keta. Harvest of Chinook, sockeye, coho, and pink salmon were above recent 10-year averages (2005-2014). Harvest of chum salmon was below recent 10-year averages (2005-2014). The number of permit holders participating in the fishery was 244. The June commercial salmon harvest included 44,389 Chinook, 1,115,504 sockeye, 20,193 coho, 573,104 pink, and 178,715 chum salmon. Harvest in the South Unimak fishery was 6,643 Chinook, 618,485 sockeye, 740 coho, 67,604 pink, and 42,306 chum salmon, while the Shumagin Islands accounted for 37,746 Chinook, 497,019 sockeye, 19,453 coho, 505,500 pink, and 136,409 chum salmon. There was one 48-hour commercial salmon fishery in the Southeastern District Mainland (SEDM) during the allocation period, June 1 through July 25. The total commercial harvest in the SEDM in 2015 was 231 Chinook, 233,618 sockeye, 7,813 coho, 78,212 pink, and 12,244 chum salmon. The total commercial harvest for the Northwest Stepovak Section, from July 1 through July 25, was 44 Chinook, 110,527 sockeye, 1,306 coho, 18,223 pink, and 4,448 chum salmon. The South Alaska Peninsula Post-June salmon harvest from July 1 through October 31 (minus the SEDM fishery July 1-25) was 6,457 Chinook, 1,858,238 sockeye, 237,646 coho, 16,032,286 pink, and 484,644 chum salmon. In 2015, the sockeye salmon sustainable escapement goal (SEG) for Orzinski Lake (26,934) was met. Total escapement of pink salmon (7,820,800) was above the South Alaska Peninsula SEG range of 1,637,800-3,275,700 fish. The chum salmon escapement in the Southeastern (250,370 fish), Southwestern (351,150 fish), and South Central (298,900 fish) districts was above the SEGs of 106,400-212,800, 133,400-266,800, and 89,800-179,600, respectively. Limited coho salmon surveys were conducted due to their late season run timing.

The report emphasizes a descriptive account of the information, decisions, and rationale used to manage the annual Bristol Bay commercial salmon (sockeye Oncorhynchus nerka, Chinook O. tshawytscha, chum O. keta, pink O. gorbuscha, and coho O. kisutch) and Pacific herring (Clupea pallasii) fisheries. The 2015 inshore sockeye salmon run of 59.1 million fish was 14% above the preseason forecast of 52.0 million fish. Sockeye salmon dominated the inshore commercial harvest, totaling 36.7 million fish of the 37.9 million total commercial salmon harvest. Sockeye salmon escapement goals were met or exceeded in all systems where spawning requirements have been defined with a baywide escapement of 22.4 million fish. There was a total harvest of 57,000 Chinook; 1.1 million chum; 2,000 pink; and 38,000 coho salmon. The 2015 Togiak District herring preseason biomass forecast was 163,480 short tons. The purse seine harvest was 20,240 tons and the gillnet harvest was 1,156 tons. The combined harvest was 21,396 tons with an average weight of 406 grams and an average roe percentage of 11.3%. The Dutch Harbor food and bait fishery harvest was 1,972, bringing the total harvest for 2015 to 23,368 tons. All 2015 harvest data are considered final and are based on fish tickets.

The KMA 2015 total commercial salmon harvest included 8,254 Chinook, 56,260 sockeye, 148,349 coho, and 21,068 chum salmon. Harvests of all species were below their recent 10-year averages. Within the subsistence fishery, amounts reasonably necessary for subsistence (ANS) have been consistently achieved through out the Kuskokwim Area, with the exception of Chinook salmon in recent years. There are 24 escapement goals for salmon within the KMA, 17 of which were met or exceeded in 2015. Historically, Pacific herring (Clupea pallasii) have been harvested for commercial and subsistence purposes in the KMA. In recent years the market for commercial herring has declined and little to no harvest has occurred.
