Book excerpt: Abstract: A conference on "Fisheries Management and Climate Change in the Northeast Atlantic Ocean and the Baltic Sea" was convened in Bergen, Norway, 17-18 April 2008. The themes covered included climate change-related physical and biological changes in the oceans and the implications for fisheries and aquaculture activities and their sustainable management. It was concluded that there is a need to design monitoring strategies to detect critical changes in species and ecosystems, implement responsive management that can adjust quickly, identify species and ecosystems that are sensitive to changes in climate, anticipate changes in distribution and prepare responses that avoid management conflicts, maintain (or rebuild) resilience of marine ecosystems and fish stocks, and understand the socio-economic consequences of climate change on fisheries. The research that is required to underpin the preceding must be interdisciplinary and ecosystem based. However, the fisheries and marine science sectors in the Nordic countries are currently underfinanced and, therefore, are unable to expand their activities to accomplish this.

The material presented in the workshops is collected in this report, which hopefully then may serve as a stepping stone for further explorations of this important issue. Book excerpt: It presents a new approach to set fish quota based on holistic ecosystem modeling (the CoastWeb-model) and also a plan to optimize a sustainable management of the Baltic Sea including a cost-benefit analysis. This plan accounts for the production of prey and predatory fish under different environmental conditions, professional fishing, recreational fishing and fish cage farm production plus an analysis of associated economic values. Several scenarios and remedial strategies for Baltic Sea management are discussed and an "optimal" strategy motivated and presented, which challenges the HELCOM strategy that was accepted by the Baltic States in November 2007. The strategy advocated in this book would create more than 7000 new jobs, the total value of the fish production would be about 1600 million euro per year plus 1000 million euro per year related to the willingness-to-pay to combat the present conditions in the Baltic Sea. Our strategy would cost about 370 million euro whereas the HELCOM strategy would cost about 3100 million euro per year. The "optimal" strategy is based on a defined goal - that the water clarity in the Gulf of Finland should return to what it was 100 years ago.

Book excerpt: This publication presents the outcome of a meeting between the FAO/UNEP ABNJ Deep-seas and Biodiversity project and the Deep Ocean Stewardship Initiative. It focuses on the impacts of climatic changes on demersal fisheries, and the interactions of these fisheries with other species and vulnerable marine ecosystems. Regional fisheries management organizations rely on scientific information to develop advice to managers. In recent decades, climate change has been a focus largely as a unidirectional forcing over decadal timescales. However, changes can occur abruptly when critical thresholds are crossed. Moreover, distribution changes are expected as populations shift from existing to new areas. Hence, there is a need for new monitoring programmes to help scientists understand how these changes affect productivity and biodiversity. The principal cause of climate change is rising greenhouse gases and other compounds in the atmosphere that trap heat causing global warming, leading to deoxygenation and acidification in the oceans. Three-dimensional fully coupled earth system models are used to predict the extent of these changes in the deep oceans at 200–2500 m depth. Trends in changes are identified in many variables, including temperature, pH, oxygen and supply of particulate organic carbon (POC). Regional differences are identified, indicating the complexity of the predictions. The response of various fish and invertebrate species to these changes in the physical environment are analysed using hazard and suitability modelling. Predictions are made to changes in distributions of commercial species, though in practice the processes governing population abundance are poorly understood in the deep-sea environment, and predicted distributional changes are not always as expected and may be manifested as simple disappearance of species or ecosystems. The publication underscores the fact adaptive monitoring and management mechanisms must be in place to ensure that fisheries are sustainable and the environment remains healthy and productive. Suggestions are provided as to the actions necessary.

Book excerpt: The ‘Year’ That Changed How We View the North This book is about a new theoretical approach that transformed the field of Arctic social studies and about a program called International Polar Year 2007–2008 (IPY) that altered the position of social research within the broader polar science. The concept for IPY was developed in 2003–2005; its vision was for researchers from many nations to work together to gain cro- disciplinary insight into planetary processes, to explore and increase our understanding of the polar regions, the Arctic and Antarctica, and of their roles in the global system. IPY 2007–2008, the fourth program of its kind, followed in the footsteps of its predecessors, the first IPY in 1882–1883, the second IPY in 1932–1933, and the third IPY (later renamed to ‘International Geophysical Year’ or IGY) in 1957–1958. All earlier IPY/IGY have been primarily geophysical initiatives, with their focus on meteorology, atmospheric and geomagnetic observations, and with additional emphasis on glaciology and sea ice circulation. As such, they excluded socio-economic disciplines and polar indigenous people, often deliberately, except for limited ethnographic and natural history collection work conducted by some expeditions of the first IPY. That once dominant vision biased heavily towards geophysics, oceanography, and ice-sheets, left little if any place for people, that is, the social sciences and the humanities, in what has been commonly viewed as the ‘hard-core’ polar research.
