Book excerpt: The St. Paul District, US Army Corps of Engineers and the US Geological Survey Upper Midwest Environmental Sciences Center examined the effects of locks and dams (Figure 1) on longitudinal fish movement in the Upper Mississippi River (UMR). The objective of this Long Term Resource Monitoring Program study was to estimate the opportunity for upriver passage through dams by adult migratory fishes. I identified UMR migratory fish species, estimated current velocities through gate openings on UMR dams, compiled information on migration behavior, and estimated the swimming for north performance of UMR migratory fishes. I used this information in combination with river discharge and dam operation records to estimate opportunity for upriver fish passage through the dams. Another objective was to examine the records of fish movements through UMR dams and to determine the head (difference between tailwater and pool water levels) when the fish passed through the dams. These results, reported in an earlier Project Status Report (PSR96 O4), summarized the findings of 126 UMR fish mark-recapture and telemetry studies.

Economic feasibility studies for small-scale hydropower development were performed for sites on the Upper Mississippi River (UMR). The U.S. Fish and Wildlife Service has been asked to provide input into the final feasibility report and draft Environmental Impact Statements for hydropower development at Locks and Dams 5 and 8. This report as the following objective: to compile, review, and analyze existing information on movements of adult fish through dams on the UMR from St. Anthony Falls to Lock and Dam 14. Secondary objectives include (1) identification of information gaps about adult fish movements and UMR fisheries in general that would prevent an accurate assessment of the impacts of small-scale hydropower development on UMR fisheries; and (2) identification of impact assessment techniques, approaches, and means of obtaining the necessary data for an assessment of the impacts of small-scale hydropower development on ichthyoplankton and UMR fisheries.

Book excerpt: For the past few years, the Corps has been working on what is known as the Restructured Upper Mississippi River-Illinois Waterway Feasibility Study, the heart of which is a multibillion-dollar proposal to double the length of up to a dozen locks on the river. The Research Council first reviewed the feasibility study in 2001 during controversies over the accuracy of models being used by the Corps to justify lock expansion based on increased demand for barge transportation. More than 100 million tons of cargo-half of it grain destined for international markets, the other half goods such as construction materials, coal, and chemicals-are shipped along the navigation system each year. The locks, which along with dams allow barges to traverse uneven river depths, were originally designed for "tows" of barges up to 600 feet long, but the length of a typical tow has increased, forcing the Corps to look for ways to relieve congestion. The book finds the U.S. Army Corps of Engineers has made good progress in broadening its proposed plan for navigation improvements on the Upper Mississippi River-Illinois Waterway system to give greater consideration to ecological restoration. However, the plan still does not provide sufficient economic justification for expanding locks on the rivers because of flaws in the models the Corps used to predict demand for barge transportation. Little attention is paid to inexpensive, nonstructural navigation improvements that could help better manage existing levels of barge traffic. The revised plan has been usefully expanded to include many creative and potentially useful ecosystem restoration measures. These measures, however, should be more firmly grounded in river science principles and more broadly consider ways the river's ecology might affect or be affected by navigation, recreation and other uses.
