Book excerpt: In contemporary world, Local Government Institutions are considered, by global intelligentsia and leaders, as a key to development, minority rights and strengthening of democracy. The efforts to chalk out a Global Charter for Local Self Government and the enforced European Charter of Local Self Government of 1985 are the glaring examples of global commitment to transfer the state authority to LGIs. Bangladesh, has the experience of LGIs since centuries but in a very raw form. Since independence, a number of efforts have been made to decentralize the central government's authority, but all efforts have been limited to the tier-structures rather than strengthening the LGIs. This research has tried to find out the link between Fiscal Decentralization and Local Economic Development by conducting some case studies about the LGIs in Bangladesh. Primary as well as Secondary data has been collected and analyzed and a positive relationship has been found between Fiscal Decentralization and Local Economic Development. Finally, the paper has given some suggestions on how effective decentralization process can be implemented in Bangladesh.

Similar to previous studies, the analysis uses an econometric growth model that tests the relationship between fiscal decentralization and local economic growth in the Romanian counties between 2000-2015. Results suggest that the current fiscal decentralization system is not growth-enhancing as there seems to be a wrong assignment of expenditures and revenues between the central and the local governments. Nonetheless, an increase of the local fiscal autonomy might reverse the negative relationship and lead to significant local economic growth.

Book excerpt: This paper explores the impact of fiscal decentralization on fiscal policy performance in a large sample of advanced and developing economies. The findings suggest that a larger share of decentralized expenditure is associated with a stronger fiscal balance; however, fiscal decentralization can lead to more pro-cyclical fiscal policy. Thus, the design and pace of fiscal decentralization need to be tailored to the specificities of the economy. Countries that have already established strong accountablity and budget management capacity at the local level can benefit from fiscal decentralization. In contrast, in economies prone to large volatility from internal and external shocks, the central government may need to retain a sufficient share of expenditure and revenue to conduct counter-cyclical policies. Finally, the pace of expenditure and revenue decentralization should be aligned.

Book excerpt: Decentralization of fiscal responsibilities has emerged as a primary objective on the agendas of national governments, and international organizations alike. Yet there is little empirical evidence on the potential benefits of this intervention. The authors fill in some quantitative evidence. Using panel data on infant mortality rates, GDP per capita, and the share of public expenditures managed by local governments, they find greater fiscal decentralization is consistently associated with lower mortality rates. The results suggest that the benefits of fiscal decentralization are particularly important for poor countries. They suggest also that the positive effects of fiscal decentralization on infant mortality, are greater in institutional environments that promote political rights. Fiscal decentralization also appears to be a mechanism for improving health outcomes in environments with a high level of ethno-linguistic fractionalization, however, the benefits from fiscal decentralization tend to be smaller.
