Book excerpt: " Fostering a transatlantic renaissance to salvage the Western alliance Is the Western alliance, which brought together the United States and Europe after World War II, in an inevitable state of decline, and if so, can anything be done to repair it? There seems little doubt that fragmentation of the Western alliance was under way even before Donald Trump's unorthodox policymaking broadened the schism. Opinions differ as to the next step, however, with some taking the current divisions as a given and advocating the creation of a new group of like-minded democracies that would exclude the United States, while others seek to exploit the rift in hopes of furthering their own nationalistic ambitions for a postliberal world. The authors outline a “transatlantic renaissance,” in which U.S. and European leaders would work together to craft a new Atlantic Charter that would restore the liberal objectives that animated the Western alliance for more than seven decades. Modernizing institutional relationships across the Atlantic should help both the United States and Europe address common challenges jointly and improve burdensharing. The world needs a vibrant and energetic West to protect fundamental values from illiberal forces, both internal and external. "

Available in PDF, EPUB and Kindle. Book excerpt: We undertake the first quantitative and broadly comparative study of the structure and performance of partnership communities to our knowledge. Our study addresses several important research questions. How connected are the members of partnership communities? How can we understand the quality of the projects a community undertakes? How do political institutions shape their structure and performance? After defining partnership communities as networked communities of private firms which form the consortia that enter into long-term contractual arrangements with governments, we show how they are affected by government demand for partners. We then provide an overview of those factors predicting success in financing projects. Finally, we focus on the political economy of partnership communities. We develop and test theoretical predictions about how national institutions shape partnership communities and the quality of projects. We also investigate voters' preferences over alternative arrangements of infrastructure delivery before drawing out implications for research and practice.

Book excerpt: Finally, a partnership tax study guide with questions and answers. Written by an acclaimed teacher at Northwestern University, the Exam Pro on Partnership Taxation is designed to help JD and LLM students from the first day of class through the final exam. It begins with over 50 short lectures on topics in partnership tax ranging from basic to advanced, illustrated by over 250 study problems, each with a complete explanation of the right (and wrong) answers. Several of these lectures focus on the basic accounting concepts that are essential to understanding partnership tax, to give students with no prior accounting background the tools they need to succeed in this subject. The book includes nine sample exams that, like the lectures, increase in difficulty from basic to advanced, labeled so that students can pick the exams that are right for them and the course they are taking. Full answers to each of the exam questions are provided, with cross-references to the lectures and the study questions. Robert R. Wootton is a Professor of Practice at Northwestern Pritzker School of Law who practiced in big law for 25 years and was the Tax Legislative Counsel of the U.S. Treasury Department. The students in Northwestern Pritzker's LLM Tax Program have named him its outstanding tax professor seven times.

Partner to the Poor recounts his relentless efforts to eradicate disease, humanize health care, alleviate poverty, and increase opportunity and empowerment in the developing world. It will inspire us all to do our parts."--William J. Clinton "If the world is curious about Paul Farmer, there is a reason for that. No one has done more than he has in bringing modern medicine to the poor across the globe and no one has exceeded him in making us appreciate the diverse barriers that prevent proper medicine from reaching the underdogs of the world. In this wonderful collection of essays, putting together Paul Farmer's writings over more than two decades, we can see how his far-reaching ideas have developed and radically enhanced the understanding of the challenges faced by healthcare in the uneven world in which we live. This is an altogether outstanding book."--Amartya Sen, Nobel Laureate, Economics "To delve into these pages is to join one of the world's great explorers on an epic life journey--to grapple with culture, poverty, disease, health care, ethics, and ultimately our common humanity in the Age of AIDS. Paul Farmer is a pioneer, guide, and inspiration at a time of unprecedented contrasts: between wealth and poverty, power and powerlessness, health and disease, compassion and neglect. His medical expertise, anthropological vision, and unflinching decency have helped to recharge our world with moral purpose."--Jeffrey D. Sachs, Columbia University "Wow! Perfect for teaching. This is more than vintage Farmer. Editor Haun Saussy knows Farmer's work inside out and has assembled and organized 25 classic articles that project the heart of Farmer's brilliant, radical, inspiring, eminently practical and (dare I say) genuinely subversive work."--Philippe Bourgois, author of Righteous Dopefiend "If they gave Nobel Prizes for raising moral awareness, Paul Farmer would have won his a long time ago. For several decades now, his work has posed a challenge to anyone who dares say that radically improving the health of the world's poor can't be done. This splendid compilation of the best of his work allows us to follow a restless, creative, compassionate mind in action, in and out of prisons and barrios and mud huts and hospital wards, from Haiti to Rwanda to Moscow, never taking 'no' for an answer."--Adam Hochschild, author of Bury the Chains "Paul Farmer is a deep scholar of Haitian society, a formidable medical anthropologist, an implacable theorist of structural violence and health as a human right, and an ethicist for whom the place of social justice in medicine and in the world is an existential need. This book is the platform of interconnected intellectual, academic, and practical engagements upon which the amazing, world-transforming life of Farmer stands."--Arthur Kleinman, author of What Really Matters: Living a Moral Life amidst Uncertainty and Danger "This collection shows the impressive catalytic effects of original scholarship when combined with action, activism, and a commitment to social justice in health. Paul Farmer and his PIH colleagues have twice changed World Health Organization policies; they continue to have a lasting impact on the global health movement and on the lives of the poor.--Peter Brown, Emory University

Available in PDF, EPUB and Kindle. Book excerpt: A gripping account of U.S.-Russian relations since the end of the Soviet Union The Limits of Partnership is a riveting narrative about U.S.-Russian relations from the Soviet collapse through the Ukraine crisis and the difficult challenges ahead. It reflects the unique perspective of an insider who is also recognized as a leading expert on this troubled relationship. American presidents have repeatedly attempted to forge a strong and productive partnership only to be held hostage to the deep mistrust born of the Cold War. For the United States, Russia remains a priority because of its nuclear weapons arsenal, its strategic location bordering Europe and Asia, and its ability to support—or thwart—American interests. Why has it been so difficult to move the relationship forward? What are the prospects for doing so in the future? Is the effort doomed to fail again and again? What are the risks of a new Cold War? Angela Stent served as an adviser on Russia under Bill Clinton and George W. Bush, and maintains dialogues with key policymakers in both countries. Here, she argues that the same contentious issues—terrorism, missile defense, Iran, nuclear proliferation, Afghanistan, the former Soviet space, the greater Middle East—have been in every president's inbox, Democrat and Republican alike, since the collapse of the USSR. Stent vividly describes how Clinton and Bush sought inroads with Russia and staked much on their personal ties to Boris Yeltsin and Vladimir Putin—only to leave office with relations at a low point—and how Barack Obama managed to restore ties only to see them undermined by a Putin regime resentful of American dominance and determined to restore Russia's great power status. The Limits of Partnership calls for a fundamental reassessment of the principles and practices that drive U.S.-Russian relations, and offers a path forward to meet the urgent challenges facing both countries. This edition includes a new chapter in which Stent provides her insights about dramatic recent developments in U.S.-Russian relations, particularly the annexation of Crimea, war in Ukraine, and the end of the Obama Reset.

Available in PDF, EPUB and Kindle. Book excerpt: The Trans-Pacific Partnership (TPP) talks attempt to link together at least nine countries in three continents to create a 'high-quality, twenty-first century agreement'. Such an agreement is intended to open markets to competition between the partners more than ever before in sectors ranging from goods and services to investment, and includes rigorous rules in the fields of intellectual property, labour protection and environmental conservation. The TPP also aims to improve regulatory coherence, enhance production supply chains and help boost small and medium-sized enterprises. It could transform relations with regions such as Latin America, paving the way to an eventual Free Trade Area of the Asia Pacific, or see innovations translated into the global trade regulatory system operating under the WTO. However, given the tensions between strategic and economic concerns, the final deal could still collapse into something closer to a standard, 'twentieth-century' trade agreement.
