These projects cover a mix of basic and applied research, and demonstration activities.

The general and specific objectives of the JU as established in the founding regulation were very ambitious but have served as an adequate guideline to steer the activities. The three principal external constraints to the full success of the JU were the limitations imposed by the character of the institution, the lack of a clear policy for the future interactions of the transport and energy sectors with consequent technical needs, and the lack of any deployment support framework. The technical scope of the JU contributed to the ambitions of EU policy in the transport and energy sector, although the process of utilising the R & I results stemming from the JU towards EU policy making was not very efficient and could be improved.

Book excerpt: This Information Report provides interim background information and an interim specification of hydrogen fuel quality for commercial proton exchange membrane (PEM) fuel cell vehicles. This Report also provides background information on how this interim specification was developed by the Hydrogen Quality Task Force (HQTF) of the Interface Working Group (IWG) of the SAE Fuel Cell Standards Committee.The constituents and thresholds listed in Table 1 are based on a survey of the industry, the published literature and reflects current and draft analytical test methods. Some of the allowable constituent levels are higher than desired because a published detection method is not available for the desired threshold. Some of the allowable constituent levels may be lower than desired due to incomplete evaluations and/or an attempt to minimize testing costs (such as including methane in total hydrocarbons).Additional testing of the effects of impurities on fuel cells, fuel systems, and storage media is required. Furthermore, development is required on suitable, cost effective test methods, sampling methodologies and equipment for laboratory, in-line and field evaluation. The American Society of Testing and Materials (ASTM) D03 (Gaseous Fuels) Committee has been charged to address some of these issues.This document is being revised to encompass changes indicative of industry progress in the determination of acceptable levels of contaminants and advances in the methodologies used to verify those levels.Since the initial publication of this TIR, proposals have been introduced to the Interface Working Group (IWG) by members of the energy and specialty gas industries seeking to modify the values of contaminants initially contained in Table 1. These proposals were intended to bring the TIR into conformance with presently established norms for hydrogen production and delivery. These proposals have been discussed at length within the IWG and, by consensus, have been accepted. Acceptance of these proposals also dictated that the values of the Hydrogen Fuel Index and the Total allowable non-hydrogen, non-particulate constituents contained in Table 1 be updated.This revision also contains clarifications of current works in progress pursuant to the enhanced test methodologies being developed by the ASTM D03 (Gaseous Fuels) Committee.Additionally, there are numerous editorial corrections to the wording of the document to provide a) clarifications meant to enhance the understanding of the allowable levels of contaminant components (Table 1, Note e), b) correction of innacurate statements (wording of the definition of inert gases), c) correction of spelling errors, and d) basic information (contained in Appendix B) that provides a more generally accurate picture of the commonly agreed upon impact of hydrogen fuel contaminants to the PEM fuel cell stack, Balance of Plant of the fuel cell system, and hydrogen storage systems in use today.

This is supported with a ring-fenced budget of nearly €1 billion between 2008 and 2013 contributed jointly and on a 50/50 basis by private and public actors. Annual research agendas are designed to deliver the strategic direction and the multi-annual plan across five applications areas (AA): Transportation and refuelling infrastructure, Hydrogen production, storage and distribution, Stationary power generation & CHP (combined heat and power), Early markets and Cross cutting activities. A periodic independent assessment of the portfolio of projects is a valuable instrument to steer the management of the programme and identify relevant adjustments where needed, while preparing for the next phase of the programme under Horizon 2020. Initiated in 2011, the 2012 programme review edition covered 71 'live' projects from the 2008, 2009 and 2010 calls for proposals, together with some projects from the 2011 call. Total funding for these projects stands at close to €450 million, 50% of which comes from FCH JU financial contributions and 50% of which comes from industry and research in-kind contributions.

Book excerpt: This report is the public version of the deliverable B.3.7 "Life cycle assessment of Hydrogen and Fuel Cell Technologies - Inventory of work performed by projects funded under FCH JU"; it provides an overview of the progress achieved so far and a comprehensive analysis on Life Cycle Assessment (LCA) for various hydrogen technologies and processes. The review considers 73 Fuel Cells and Hydrogen 2 Joint Undertaking (FCH 2 JU) funded projects: for some of those the LCA study was requested in the call topic, while other projects decided to perform the LCA study on a voluntary basis. The LCAs have been assessed regarding the adherence to guideline recommendations (e.g. reported properties, system boundary definitions, goal and scope definitions), methodology and overall quality of the work. Methodology is a critical issue for the comparability of results, as this is only possible if all LCAs follow the same guidelines; in addition, LCAs were often only partially fulfilling the selected guideline requirements. It is recommended that future FCH 2 JU call topics asking for environmental analysis to be performed are setting out some minimum requirements, such as the guidelines to be used and the impacts to be assessed. Based on the outcome of this analysis, a harmonisation effort in the approach to LCA for the FCH JU funded projects is proposed; in particular a Life Cycle Inventory (LCI) database useful for the projects is required togheter with the identification of a reference cases to be used as benchmark for future LCAs.
