Available in PDF, EPUB and Kindle. Book excerpt: Science Policy Perspectives: USA-Japan is a collection of papers from the "Second Seminar on Science Policy" under the U.S.-Japan Cooperative Science Program held in Hawaii in August 1981. This collection presents an exchange of ideas between the Japan and the United States on each other's science policies. One paper confers the belief that basic and applied scientific research in America are fundamentally distinct. Political and administrative considerations influence perceptions of basic and applied research. Those responsible for framing and implementing science policies should have an alternative, two-dimensional view where basic and applied science does not exclude each other. In Japan, basic research is done in universities, applied research is made in national research institutes, while research and development is carried out by the private sector. Other papers address the policies of resource allocation in basic and applied research in the two countries, the practices of their respective governments, the cooperation of universities and industry, as well as patent policies for government supported research. This collection can prove useful for engineers, inventors, investigators in both government and privately funded research, and policy makers in government dealing with scientific research and development.

Book excerpt: The physical proximity of the academic scientificcommunity and the industrial sector is important for the exchange of knowledgeand development and the fostering of innovation. Hence, the relationshipbetween scientific community and industrial sector may be more productive wherethe scientific potential is more relevant. This article examines the effects of a favorable scientific environment onscientific-technology relationships. Itconsiderswhetherregional expenditures directed toward building strong universityscientific research produces economic results for industry, in the form ofgreater utilization of scientific research and better innovations in processand products. The university-industry relation is measured by patents granted -- thesample consisted of 163 patents granted to79 Spanish companies, whichcontained 969 non-patent citations in high-quality scientific journals.Analysis showed that companies of those regions that invest more in scientificresources make greater use of scientific knowledge, generate more researchresults, and make greater use of science in their patented technology asindicated by research journal citations. Conclusions indicate that in Spain there is a strong polarization ofscience-technology flows. Most of the total science-technology flows areconcentrated in only three (Catalonia, Madrid, and Navarre) of seventeenSpanish regions. It can be summarized that efforts by regional governments tostrengthen university research have beenproductive.(TNM).

Available in PDF, EPUB and Kindle. Book excerpt: Science and the University investigates the tremendous changes that have taken place in university research over the past several decades, gauging the current state of research in higher education and examining issues and challenges crucial to its future. Scientific research increasingly dominates the aims and agendas of many American universities, and this proliferation—and changes in the way research is conducted—has given rise to important questions about the interrelations of higher education, funding for scientific research, and government policy. The cost of doing science, the commercialization of university research, the changing composition and number of Ph.D. students, the effect of scientific research on other university programs—these are just a few of the many issues explored in this volume from the vantage points of scholars in such diverse fields as economics, biochemistry, genetics, and labor studies.
