As organisations continue increasing their investment in IS, the process of evaluating potential Information Technology (IT) investments becomes an important activity for an organisation"s management. This study attempts to establish whether the choice of IT investment appraisal approaches is associated with the size of a firm using evidence from commercial banking institutions in Kenya. Results of the survey show that there is a correlation between choice of approach and firm size. Among the banking institutions in Kenya, medium-sized banks focus the most on both the strategic and analytical approaches to IT investment appraisal. Majority of small banks have adopted relatively simple economic techniques such as payback period and cost-benefit analysis, and they do not focus on the more sophisticated analytical and integrated approaches as much as the medium-sized and large banks. Finally, large banks have adopted all of the appraisal approaches explored in this study. The results of this study help to establish banking industry-wide benchmarks and best practices in IT investment evaluation, thereby assisting IT executives to make more informed decisions for future investments.

Small firms have significantly higher investment rates than large firms, even after controlling for standard empirical proxies of firm real investment opportunities and financial status, including Tobin's Q and cash flow. Firm size is at least as important as Tobin's Q and cash flow, both economically and statistically, in explaining variation in corporate investments. Unlike the cash flow effect, however, the size effect is robust to measurement error in Tobin's Q. Contrary to common wisdom, the empirical evidence suggests that firm size improves the measurement of firms' real investment opportunities rather than reflecting differences in firms' financing frictions. Using simulated method of moments, we estimate a neoclassical model of investment and show that technological decreasing returns to scale, along with measurement error in Tobin's Q, replicates successfully the empirical evidence on size effects.

IT investment projects are categorized into development and acquisition projects depending upon the time it takes to start benefiting from the IT asset once the decision to invest has been taken. A couple of models that account for uncertainty both in the costs and benefits associated with the investment opportunity are proposed for each of these project types: a) The first model is suited for the evaluation of IT projects in which a firm invests an uncertain amount of money over an uncertain period of time to develop an IT asset that can be sold to third parties or used for its own purposes.In this model, the stochastic cost function incorporates the technical and input cost uncertainties of Pindyck's formulation for investments of uncertain cost, the uncertainty in the time required for developing the IT asset and the possibility that a catastrophic event causes the permanent abandonment of the development effort. Benefits are summarized in the value of an underlying asset that also evolves stochastically over time. b) The second model is suited for the valuation of investments in which a firm acquires an IT asset for its own use. In this model, investment is assumed to be instantaneous and the benefits associated with the investment are represented as a stream of differential cash flows over a period of time in which the technology is considered to be useful. This type of project is similar to an exchange option in which the exercise price (the cost) and the asset received are both uncertain.In contrast with previous work, both models take into consideration the particular decay in costs experienced by some IT assets (e.g., hardware) over time even if no investment takes place. The paper also illustrates the application of the IT acquisition model for the valuation of a real world example involving the deployment of point-of-sale debit services by a banking network in New England.
