Book excerpt: While pronounced cycles in house prices have been a major cause of macroeconomic instability in the past, current house price developments do not yet suggest an overheating of the housing market. However, several important concerns are related to both direct effects of housing markets on overall activity and to more structural and regional issues. A factor making housing markets and the macro economy vulnerable to interestrate shocks is the high share of mortgage loans linked to variable interest rates. Tax subsidies to housing may largely be capitalised in higher land prices rather than increasing housing availability to the extent that slow planning procedures and municipalities' unwillingness to provide building land have limited the growth of the housing stock in growth regions. This would argue for improving municipalities' incentives to provide building land, speeding up planning procedures and a phased removal of the tax advantage associated with housing. Furthermore, the provision of social housing and the housing allowance system should be better targeted on those most in need of affordable housing.

After1he selective barriers of language and culture are overcome, differences in programs and outcomes are far more subtle than those that can be revealed by highly aggregated national data. Rela tively "soft" comparisons are the norm in international comparative research. This is particularly true in comparative analyses of housing and the operation of housing markets. Housing markets are local or regional in character, and the effects of government programs on market outcomes depend upon important economic characteristics of the local environment. Moreover, the institutions that influence the production, distribution, and consumption of housing differ enormously across nations. The distribution of housing and the role of the market in provision depend upon historical and social factors as well. Aggregate national data are unlikely to allow for much depth in comparisons across societies. Yet in the absence of such comparisons, the very visibility of housing may lead to inadequate or erroneous generalizations. Photographs emphasing the aesthetics of ''well planned" housing agglomorations or urban slums are compelling. Documen tation that middle-class households must wait in a queue for a decade to be housed is notably less graphic.

Book excerpt: Finnish house prices have been on the rise for almost two decades, leading to a cumulative inflation-adjusted growth of 84% from the 1993 trough. The upturn has led to a progressive increase in valuation ratios that measure house prices against disposable income and rentals, although this has been more moderate compared to other Nordic countries. Rising house prices were mirrored by the increase in household debt, starting at relatively low levels and currently at the euro-area level. Overvaluation of the housing market, if it leads to a sharp adjustment, could represent a risk for financial stability and for the overall economy. Our analysis suggests, however, that the housing market has merely been responsive to structural changes in underlying supply and demand factors. The decreasing affordability and rising price-to-rental ratios were mostly driven by changes in financing costs, demographic developments, as well as by limitations to land supply and moderate construction activity. Although the level of Finnish household debt is a concern, especially given its rapid increase during the 2000s, risks appear relatively moderate at present. Even with substantial spikes in interest rates and unemployment, the deterioration in the quality of bank loan portfolios should be contained. Notwithstanding the moderate current risks, continued phasing-out of incentives encouraging debt-financed house purchases could help to avoid an unsustainable build-up in household indebtedness and to mitigate risks for future overheating of the housing market. -- EU Bookshop.

Book excerpt: Information gaps and asymmetries are common in the housing market and this is frequently the case with the risks of natural processes, especially in coastal areas where the amenity dimension may dominate the risk aspect. Flood risk disclosure through maps is a policy instrument aimed at addressing this situation. We assess its effectiveness by identifying whether such maps induce a price differential for single family coastal dwellings in three Finnish cities, and by estimating the discount per square meter for various flooding probabilities (return times). The estimations indicate a significant price drop after the information disclosure for properties located in flood-prone areas as indicated by the maps. In the case of sea flooding information in Helsinki, the price effect is sensitive to the communicated probability of flooding. Overall, the discussed policy instrument appears to have functioned as intended, correcting information gaps and asymmetries related to flood risk. The identified effect is spatially selective; it caused a short-term localized shock in market prices in conjunction with some reorientation of demand from risky coastal properties towards ones that represent a similar level of coastal amenity, but are less risky in terms of flooding. This hints at the potential for incorporating the shocks associated with flood events or risk information into broader-scoped urban modelling and simulation. Similarly, the reasonable accuracy with which the housing market processes the additional information shows a potential for wider use of the disclosure of non-obvious risks in real estate markets. In the case of adapting to climate change risks, additional uncertainties may make the disclosure instrument less effective, if used as a single tool.
