SOC is a continuation of the Longitudinal Research on Officer Careers (LROC) survey research program. The LROC program called for similar surveys to be mailed to a longitudinal sample of company grade officers each year over a number of years. Surveys were administered in 1988, 1989,1990, and 1992. The SOC was first administered in May of 1996. Samples for SOC included all officers who had responded to any of the LROC surveys and who were still on active duty, as well as a new randomly-drawn cross-sectional sample of officers at all ranks. This report summarizes findings for the new 1996 cross-sectional sample of officers. The SOC continues to provide data on the values, altitudes, family situations, and career experiences of Army officers who are serving in Army Competitive Category branches. SOC results will be used to test models of work, career, family, and personal factors that influence officers' career decisions. The SOC also provides a rich longitudinal database for examining the Army experience from a long-term perspective."--DTIC.

An Officer Transition Survey (OTS) was developed to identify and examine the factors that influence junior officers to continue serving beyond their ADSO or separate from the Active Army. Career continuance factors and separation motives were identified and documented for 169 Active Army junior officers (O1-O3) who were actively out-processing at Army Transition Centers. Data were also collected from proxy samples that were comprised of 485 junior officers who were in the process of deciding whether to serve beyond their service obligation (officer proxy sample) and 68 experts who work closely with junior officers (expert proxy sample). Results indicated the OTS provides valid, empirical information regarding junior officers' career continuance influences and separation motives. Results also show that officer and expert proxy samples can be used to understand and quantify the motives of officers who are separating from the Active Army. These findings have important implications for collecting valid information using a more efficient, streamlined application of survey methodology that expends fewer resources."--P. i.

This effort applied the analog approach for empirically deriving and validating measures in order to expand the value of the archive for longitudinal research on organizational commitment. Accordingly, an expert panel selected 13 questionnaire items that fit with the content domains of Meyer and Allen's (1991) affective commitment (AC) and continuance commitment (CC). It was expected that the average of responses to the items selected for a construct could serve as an analog scale for measuring the construct. To test this, the original Meyer and Allen items and the candidate analog items were administered to 404 Army officers. Confirmatory factor analyses showed that responses to the analog and original items defined dimensions representing AC and CC. Correlations of analog scale scores with rank and career intent were also similar to those obtained for the original scales. Use of the validated analog scales links findings from the Army archive to the wider research on organizational commitment and increases the certainty and applicability of these findings."--DTIC.

It explores remedies in the wider context of compliance with, and enforcement of, employment law through criminal law and other regulatory techniques. The book argues that some of the remedies set out in statute or at common law for working people are a poor 'fit' for the employment rights they are supposed to protect. Employment rights are often undervalued in the legal system, because remedies for their infringement are subject to limitations not applicable to rights in other settings. This limits their ability both to uphold the dignity of working people and to deter breaches. Moreover, the remedies on offer do not always suggest a sensible ranking of employment rights in which fundamental rights attract stronger remedies than other kinds of rights and interests. The book suggests why some of these problems might have arisen and makes proposals for reform. It also considers the wider implications for a system of employment law that depends so heavily for its enforcement on working people litigating to enforce their rights.
