Book excerpt: The International Conference on Financing for Development was held from 18-22 March 2002 in Monterrey, N.L., Mexico.The Post Conference Daily Calendar provides links to all information from the plenaries, roundtables, side events and press conferences. The General Assembly will convene on Thursday, 27 June 2002 to discuss the report of the conference (A/Conf.198/11). This first United Nations-hosted conference to address key financial and development issues attracted 50 Heads of State or Government, over 200 ministers as well as leaders from the private sector and civil society, and senior officials of all the major intergovernmental financial, trade, economic, and monetary organizations. Their statements to the plenaries (in text and in video) and the Monterrey Consensus provide a picture of the new global approach to financing development. The Monterrey Conference also marked the first quadripartite exchange of views between governments, civil society, the business community, and the institutional stakeholders on global economic issues. These global discussions involved over 800 participants in twelve separate roundtables. The Co-Chairs of the roundtables -- heads of governments, the heads of the World Bank, International Monetary Fund, the World Trade Organization and the regional development banks, as well as ministers of finance, trade, and foreign affairs -- prepared summaries of the major ideas raised in the discussions.

The Monterrey Consensus requires effective follow-up on the part of donors, developing countries and international financial institutions. This publication is based on the Special Theme of the Commonwealth Finance Ministers’ Meeting “Delivering the Millennium Development Goals” held in London, September 2002. Prof. Sen raises some “uncomfortable issues” regarding the soundness of the Monterrey consensus and the need for more inclusive and “interactive encounters” on the basic approach chosen. Ministers are warned that delivering the consensus “will demand from them more than simple midwifery”. This paper includes the report of Civil Society Consultations as an appendix.

Economic growth in 2014/15 was buoyant, supported by booming manufacturing and construction sectors. However, inflation has been on the rise, with domestic food prices pushing it above 10 percent. External vulnerabilities have also increased as exports of goods and services slowed significantly, while imports continued growing fast. In the medium term, the IMF staff forecast strong growth at 7.5–8 percent. Public investment is expected to moderate, while private investment is projected to increase only gradually.

The special theme of this year's report examines the complex interaction between demographic change and development. With the number of children approaching a global ceiling of two billion, the world's population is growing slower. It is also aging faster, with the share of people of working age starting a decline in 2013. But the direction and pace of these trends vary starkly across countries, with sizeable demographic disparities between centers of global poverty (marked by high fertility) and drivers of global growth (marked by rapid aging). These demographic disparities are expected to deeply affect the pursuit of the post-2015 agenda, accentuating existing challenges and creating new opportunities.
