Book excerpt: This study evaluates the effectiveness of IFC's strategic priority of private sector development in frontier countries (high-risk and/or low-income) by supporting micro, small, and medium enterprises (MSMEs) during fiscal years (FY)1994-2006. IFC has channeled its support to MSME's by: i) indirect financing through financial intermediaries, and ii) by indirect institution-building support via specialized regional small and medium enterprise (SME) development facilities. This evaluation analyzes IFC's development results and provides recommendations on how IFC's performance can be improved in this area going forward.

Book excerpt: Small and medium enterprise (SME) support programs are a common feature of industrial policy in developing countries, but one whose effectiveness is not well known. Governments are motivated to support SMEs both because they make up the majority of industrial enterprises and contribute substantially to GDP, employment and earnings, and because SMEs are thought to be weaker than their larger counterparts. Few governments, however, have evaluated their SME programs rigorously so there is little empirical basis for rational allocation of resources to the well performing programs. The paucity of empirical evidence from rigorous impact evaluations also presents problems for multi-lateral and bilateral donors in deciding whether or not to provide lending or aid for such policy interventions to promote SME development. This study rigorously evaluate SME programs in four Latin American countries to gain insights into which programs perform better than others, and just as important, why. These countries Mexico, Chile, Colombia and Peru cover a wide range of enterprise support programs, including training, innovation and technology upgrading, quality control, market development, export promotion and network formation. Broadly comparable panel data on enterprises is used to investigate the net impacts of these SME interventions.

Book excerpt: The Dominican Republic has posted impressive economic growth rates over the past thirty years. Despite this, the generation of new, good jobs has been remarkably weak. How have ordinary and poor Dominicans worked and lived in the shadow of the country's conspicuous growth rates? This book considers this question through an ethnographic exploration of the popular economy in the Dominican capital. Focusing on the city's precarious small businesses, including furniture manufacturers, food stalls, street-corner stores, and savings and credit cooperatives, Krohn-Hansen shows how people make a living, tackle market shifts, and the factors that characterize their relationship to the state and pervasive corruption. Empirically grounded, this book examines the condition of the urban masses in Santo Domingo, offering an original and captivating contribution to the scholarship on popular economic practices, urban changes, and today's Latin America and the Caribbean. This will be essential reading for scholars and policy makers.

Book excerpt: The predominant view in economic theory until the crisis of the '70s, argued the great enterprise was the key player in the innovation process, this was conceived as an activity that unfolded in specific areas, with clear responsibilities and predetermined objectives. This operating structure of the innovative process was functional demand model that favored the standardization of production. The innovative process was developed predominantly by firms that had a domain oligopolistic market from which they made windfall with which financed the research and development activities. In this context, the role of SMEs in the innovation process is limited to covering the portion of the market that big companies left.

Available in PDF, EPUB and Kindle. Book excerpt: Microcredit programmes, long considered efficient development tools, now face unprecedented crises in a number of countries. Is this the end of microcredit or rather an essential step in its expansion? Should we stop microcredit altogether or rethink the way it is implemented? Drawing on extensive empirical research conducted in various parts of the world - from Morocco to Senegal to India - this important volume examines the whole chain of microcredit to provide the answers to these questions. In doing so, the authors highlight the diversity of crises, both in intensity and in nature, while also shedding light on a diversity of causes, be it microcredit organizations unprepared for massive growth, saturated local economies or greedy investors and shareholders attracted by profits. Crucially, the authors demonstrate that microcredit is not a monolithic project, and the crises should also be analysed in the light of national histories and policies. An original and necessary intervention in what has become one of the most contentious topics within the development world.

Book excerpt: During the 1980s and 1990s, financial sectors were the Achilles heel of economic development in Latin America and the Caribbean (LAC). Since then, these sectors have grown and deepened, becoming more integrated and competitive, with new actors, markets, and instruments springing up and financial inclusion broadening. To crown these achievements, the region s financial systems were left largely unscathed by the global financial crisis of 2008 09. Now that the successes of LAC s macrofinancial stability are widely recognized and tested, it is high time for an in-depth stocktaking of what remains to be done. Financial Development in Latin America and the Caribbean: The Road Ahead provides both a stocktaking and a forward-looking assessment of the region s financial development. Rather than going into detail about sector-specific issues, the report focuses on the main architectural issues, overall perspectives, and interconnections. The report s value added thus hinges on its holistic view of the development process, its broad coverage of the financial services industry beyond banking, its emphasis on benchmarking, its systemic perspective, and its explicit effort to incorporate the lessons from the recent global financial crisis. Financial Development in Latin America and the Caribbean: The Road Ahead builds on and complements several overview studies on financial development in both LAC countries and the developing world that were published in the past decade. It will be of interest to policy makers and financial analysts interested in improving the financial sector in the LAC region.

Available in PDF, EPUB and Kindle. Book excerpt: Many of today's new democracies are constrained by institutional forms designed by previous authoritarian rulers. In this timely and provocative study, Delia M. Boylan traces the emergence of these vestigial governance structures to strategic behavior by outgoing elites seeking to protect their interests from the vicissitudes of democratic rule. One important outgrowth of this political insulation strategy--and the empirical centerpiece of Boylan's analysis--is the existence of new, highly independent central banks in countries throughout the developing world. This represents a striking transformation, for not only does central bank autonomy remove a key aspect of economic decision making from democratic control; in practice it has also kept many of the would-be expansionist governments that hold power today from overturning the neoliberal policies favored by authoritarian predecessors. To illustrate these points, Defusing Democracy takes a fresh look at two transitional polities in Latin America--Chile and Mexico--where variation in the proximity of the democratic "threat" correspondingly yielded different levels of central bank autonomy. Boylan concludes by extending her analysis to institutional contexts beyond Latin America and to insulation strategies other than central bank autonomy. Defusing Democracy will be of interest to anyone--political scientists, economists, and policymakers alike--concerned about the genesis and consolidation of democracy around the globe. Delia M. Boylan is Assistant Professor, Harris Graduate School of Public Policy Studies, University of Chicago.

Book excerpt: Expanding Access to Financial Services in Latin America examines how macroeconomic conditions and adjustment processes have affected efforts to incorporate small businesses into national financial systems. Constraints include restrictive monetary policies, inflation and high interest rates, as well as the informal and under-capitalized nature of a sector traditionally excluded from access to banking services. Policy recommendations from case studies on Argentina, Chile, Guatemala, Peru and Uruguay point to the importance of market-based allocation tools and a growing role of nongovernmental organizations at different levels of the credit management process.

The end of the civil war in 1992 marked the establishment of a liberal democracy and an open export-led development model, which led to a reduction in poverty and inequality. However, with economic growth averaging a modest 2.4% in the years before the COVID-19 pandemic, and productivity growth of 0.1% over the past decade, the post-war model has not generated the economic momentum or the jobs that the country needs.
