SIGIR's lessons learned capping report characterizes this effort in four phases (pre-war to ORHA, CPA, post-CPA/Negroponte era, and Khalilzad, Crocker, and the Surge). From this history, SIGIR forwards a series of conclusions and recommendations for Congress to consider when organizing for the next post-conflict reconstruction situation. Over the past five years, the United States has provided nearly fifty billion dollars for the relief and reconstruction of Iraq. This unprecedented rebuilding program, implemented after the March 2003 invasion, was developed to restore Iraq's essential services, build Iraq's security forces, create a market-based economy, and establish a democratic government--all in pursuit of U.S. interests in a stable and free Iraq. Did the U.S. rebuilding program achieve its objectives? Was the money provided well-spent or wasted? What lessons have we learned from the experience? Hard Lessons: The Iraq Reconstruction Experience, a report from the Special Inspector General for Iraq Reconstruction (SIGIR), answers these and other important questions by presenting a comprehensive history of the U.S. program, chiefly derived from SIGIR's body of extensive oversight work in Iraq, hundreds of interviews with key figures involved with the reconstruction program, and thousands of documents evidencing the reconstruction work that was - or was not - done. Book excerpt: The United States (U.S.) and other international donors have identified the need for host country participation as a central factor in effective developmental programs. Such participation takes many forms, including host country financial and/or in-kind contributions. The "Paris Declaration on Aid Effectiveness," which was endorsed by the United States and other donor and recipient nations, identifies the need, and steps to take, to make aid more effective. It requires donors and recipient nations to work together more collaboratively and requires that host countries exercise leadership over their development policies and strategies. The U.S. Agency for International Development's (USAID) Global Development Alliance encourages partnering with entities such as host-country governments and indigenous nongovernmental organizations to mobilize the strengths and participation of the host country and enhance the developmental impact of the assistance. When such relationships are forged, USAID expects the partner to make financial and/or in-kind contributions to increase the impact and sustainability of development efforts. The Congress has appropriated more than $50 billion for Iraq reconstruction including the Iraq Relief and Reconstruction Fund, the Economic Support Fund (ESF), the Commander's Emergency Response Program (CERP), and the Iraq Security Forces Fund (ISFF) to support Iraq reconstruction. The Congress has increased requests for the Government of Iraq (GOI) to assume a greater share of reconstruction costs.

After the CPA was dissolved in 6/04, the U.S. gov¿t. was authorized to administer DFI funds made available for reconstruction projects. The DoD managed DFI funds on behalf of the U.S. gov¿t.; that authority was withdrawn effective 12/31/07. This report determines whether DoD adequately accounted for the funds they received from the DFI. The report concludes that weaknesses in DoD¿s financial and management controls left it unable to properly account for $8.7 billion of the $9.1 billion in DFI funds it received for reconstruction activities in Iraq.
