In his paper on stock exchange governance in the European Union Guido Ferrarini discusses the relative merits of member and investor ownership and compares stock exchange regulation in a number of EU countries. Faced with increasing competition amongst themselves and against other enterprises that offer transaction services, such as proprietary trading systems, it is essential for European stock exchanges to improve their efficiency and to generate volume. Large investments in new information technology are necessary in order to preserve competitiveness in agIobaI financial market. The implementation of the ISD has accelerated cross-border transaction activity of member firms and investors and strengthened the pressure for convergence of national stock exchange laws in the EU. In their paper, Francesco Giavazzi and Marco Battaglini look at the role played by banks in privatization processes. Banks can be involved in such processes in several ways. They may themselves be the objects of privatization since in many countries a significant fraction of the banking industry is publicly owned. This is the case in France, Spain and Italy. But banks can also be important buyers of the equity of industrial firms sold by the government if they are allowed to do so. The authors characterize privatizations as a very good opportunity to set up the right environment for the development of new financial intermediaries and in general for asound corporate governance system.

In this post-cold war era marked by pressing domestic social concerns and fiscal deficits, Robert L. Paarlberg says that the U.S. government should take an inward-first approach to global economic policy. Unless the domestic front is secured, he believes that international initiatives cannot succeed for lack of domestic support. It's a contrary view. The outward-first approach has dominated U.S. policy in the post-war and cold war eras. Paarlberg holds that the period was exceptional in the longer history of the nation and its relations with other nations. In the future, this sort of policymaking will be increasingly difficult to sustain. The U.S. economy is not as strong as it once was in relation to other economies. The security imperatives of the cold war have largely evaporated. And Congress is certainly no longer deferential to the executive branch. Under these new circumstances, outward-first international conferences, international negotiations, and international agreements may not work as a starting point for international economic cooperation. In this highly readable book, part of the Brookings Integrating National Economies Series, Paarlberg offers an in-dept examination of the merits of an inward-first approach to economic policy leadership. He contends that this approach should not be equated with protectionism, because it refers only to policy sequence, not to content. Since 1979 the country has changed it's policies to promote increased foreign trade and investment, thereby attracting more direct investment to China than to any other developing country in recent years. What brought about this change? How, after thirty years of being walled off form the world economy, did China open its door? This book part of the Integrating National Economies series, tells the story of how China ended it long-held policies of economic isolationism and rejoined the world economy in the decade and a half between 1979 and 1994. It shows how China's transformation into a world trading power was achieved remarkably without any major alteration in the country's communist political system. Susan L. Shirk describes the reform strategy and explains why such a turn-around was possible in China but not in the Soviet Union. Shirk's analysis details the political logic behind the economic reform, illustrating how China's leaders were able to win support for reform politics among Communist Party and government officials. Despite strong vested interest in the status quo, the communist government successfully adopted reforms through gradualism, administrative decentralization, and ad hoc particularistic negotiating with individual subordinates.
