Book excerpt: In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

Book excerpt: Inclusive growth has been the catch word for most of the developing countries of the world to attain equity, justice. One of the more impressive aspects of India's growth story relates to the expansion of the banking infrastructure. Since 1969, India's banking network has grown tenfold from 8,000 branches to 80,000. However, it is a sad reality that for all the impressive growth, nearly 40% of the households in India - many of them rural - do not have a bank account. The exclusion of vast segment of the population - comprising mostly marginal farmers, agricultural workers, and casual laborers - is perceived as an impediment to inclusive growth. Additionally, financial apartheid is still haunting vast segments of the global community, especially in developing economies. This book highlights how financial inclusion culminates in inclusive growth. It portrays the scope and dimension of different financial inclusion strategies, and it looks at the role and potential of different agencies involved in financial inclusion, tackling the issues of financial exclusion in order to attain a target of inclusive growth.

Book excerpt: The term "financial inclusion" means a comprehensive and holistic process of ensuring access to financial services and credit by vulnerable and marginalised groups in the society. Inclusive growth means broad-based benefits to all sections of people. The Eleventh Five Year Plan (2007-12) envisioned inclusive growth as a key objective. Indias Twelfth Five Year Plan (2012-17) with its focus on Faster, More Inclusive and Sustainable Growth, has put the growth debate in the right perspective. Growth is inclusive when it creates economic opportunities, along with ensuring equal access to them. The concept inclusion should be seen as a process of including the excluded as agents whose participation is essential in the very design of the development process and not simply as welfare targets of development programmes. Indian economy has made rapid strides in the recent past. However, a sizeable section of the population continues to remain excluded from even the most basic opportunities and services provided by the financial sector. The present volume contains 12 scholarly papers -- authored by experts in the field of finance and development policy -- which provide deep insights into various aspects of financial inclusion and inclusive growth efforts in India.

Book excerpt: Financial inclusion has been one of the key pillars of Colombia’s development strategy for a number of years. Financial inclusion policies have aimed at channeling microcredit to poor, spreading formal banking system usage, fostering electronic payment acceptance, and making financial services more affordable. Using simulations from a general equilibrium model it is possible to identify the most binding financial sector frictions that preclude financial inclusion of enterprises, and study the effects on growth and inequality of efforts to remove these frictions. The study finds that lowering contraints on collateral promises higher growth while inequality is better tackled through measures that lower the financial participation cost.

It finds significant benefits to economic growth from financial inclusion, but the benefits diminish as financial inclusion and depth become large. Broadening access to credit can compromise economic and bank stability in countries with weak bank supervision. Other forms of financial inclusion—such as access to and use of bank accounts, branches, and ATMs—do not hurt stability, and can be promoted extensively. The note finds that gaps in financial inclusion are associated with economic inequality, but the association appears relatively weak.

Book excerpt: India has the second largest number of financially excluded people in the world. Both the Government and the Reserve Bank have taken initiatives continuously to address the issue of inclusive growth. The entire argument on financial inclusion is whether the financially excluded community can be accommodated in the mainstream banking sector or not. Till the last decade, the commercial banks manifested their unwillingness to incorporate the marginalized in the mainstream banking community. This was chiefly because the functional costs were high and the profit of margin was low. Even today, 100 million house-holds have informal savings which are outside the fold of the formal financial system. Tapping the informal savings of the poor and using these resources for development is necessary. In this backdrop, an attempt is being made in this paper to discuss the specific measures needed to be looked into by each stakeholder for the success of the financial inclusion.

However, while the region is broadly at par with its peers on financial inclusion of firms, household inclusion lags behind. Nonetheless, there is substantial heterogeneity across LAC countries. Reducing borrowing costs and strengthening further the regulatory environment, while taking steps to protect efficiency and stability of the financial system, could help close financial inclusion gaps. Reducing financial participation and monitoring costs and relaxing collateral constraints will help spur growth and reduce inequality though trade-offs are likely, as illustrated in the case of Guatemala, El Salvador, and Peru.

Book excerpt: This text is concerned with the increasingly important and problematic area of financial exclusion, broadly defined as the inability and/or reluctance of particular societal groups to access mainstream financial services. This has emerged as a major international policy issue. There is growing evidence that deregulation in developed financial sectors improves financial inclusion for some societal groups (more products become available to a bigger customer base), but may at the same time exacerbate it for others (for example, by emphasizing greater customer segmentation and more emphasis on risk-based pricing and 'value added'). In developing countries access to financial services is typically limited and therefore providing wider access to such services can aid financial and economic development. This is the first text to analyze financial exclusion issues in different parts of the world and it covers the various public and private sector mechanisms that have been advanced to help eradicate this problem.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores the relationships between financial inclusion, poverty and inclusive development from Islamic perspectives. Financial inclusion has become an important global agenda and priority for policymakers and regulators in many Muslim countries for sustainable long-term economic growth. It has also become an integral part of many development institutions and multilateral development banks in efforts to promote inclusive growth. Many studies in economic development and poverty reduction suggest that financial inclusion matters. Financial inclusion, within the broader context of inclusive development, is viewed as an important means to tackle poverty and inequality and to address the sustainable development goals (SDGs). This book contributes to the literature on these topics and will be of interest to researchers and academics interested in Islamic finance and financial inclusion.
