Book excerpt: The World Bank is providing assistance to the Government of China to help develop recommendations for changes to China's present system of financial incentives for commercial renewable energy development. This book reports on a Bank workshop that examined international experience with financial incentives for grid-connected wind power systems and off-grid photovoltaic systems in the United Kingdom, Germany, the Netherlands, Denmark, the United States (California), India, and China. The collective experiences of the countries were further examined to indicate other directions for developing financial incentives for market-based renewable energy development, as well as the underlying reasons for these tendencies.

Available in PDF, EPUB and Kindle. Book excerpt: The majority of energy produced in the United States is derived from fossil fuels. In recent years, however, revenue losses associated with tax incentives that benefit renewables have exceeded revenue losses associated with tax incentives benefitting fossil fuels. As Congress evaluates the tax code and various energy tax incentives, there has been interest in understanding how energy tax benefits under the current tax system are distributed across different domestic energy resources. In 2010, fossil fuels accounted for 78.0% of U.S. primary energy production. The remaining primary energy production is attributable to nuclear electric and renewable energy resources, with shares of 11.2% and 10.7%, respectively. Primary energy production using renewable energy resources includes both electricity generated using renewable resources, including hydropower, as well as renewable fuels (e.g., biofuels). The value of federal tax support for the energy sector was estimated to be $19.1 billion in 2010. Of this, roughly one-third ($6.3 billion) was for tax incentives that support renewable fuels. Another $6.7 billion can be attributed to tax-related incentives supporting various renewable energy technologies (e.g., wind and solar). Targeted tax incentives supporting fossil energy resources totaled $2.4 billion. This report provides an analysis of the value of energy tax incentives relative to primary energy production levels. Relative to their share in overall energy production, renewables receive more federal financial support through the tax code than energy produced using fossil energy resources. Within the renewable energy sector, relative to the level of energy produced, biofuels receive the most tax-related financial support. The report also summarizes the results of recently published studies by the Energy Information Administration (EIA) evaluating energy subsidies across various technologies. According to data presented in the EIA reports, the share of direct federal financial support for electricity produced using coal, natural gas and petroleum, and nuclear energy resources was similar in 2007 and 2010. Between 2007 and 2010, however, the share of federal financial support for electricity produced by renewables increased substantially, and federal financial support for refined coal disappeared. Projections of the annual cost of energy-related tax provisions through 2015 show that, under current law, tax-related support for renewable fuels will effectively disappear after 2012. The amount of tax-related support for renewable electricity is also scheduled to decline over time given the recent expiration of the Section 1603 grants in lieu of tax credits program and the scheduled expiration of other tax incentives for renewable electricity, such as the production tax credit (PTC). The value of energy-related tax provisions that benefit fossil fuels is projected to remain relatively constant over time, under current law, as most provisions that benefit fossil fuels are permanent Internal Revenue Code (IRC) provisions.
Book Synopsis The Power of Renewables by : Chinese Academy of Engineering
Download or read book The Power of Renewables written by Chinese Academy of Engineering and published by National Academies Press. This book was released on 2011-01-29 with total page 256 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States and China are the world's top two energy consumers and, as of 2010, the two largest economies. Consequently, they have a decisive role to play in the world's clean energy future. Both countries are also motivated by related goals, namely diversified energy portfolios, job creation, energy security, and pollution reduction, making renewable energy development an important strategy with wide-ranging implications. Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.

Book Synopsis The Politics of Renewable Energy by :
Download or read book The Politics of Renewable Energy written by and published by . This book was released on 2019 with total page 82 pages. Available in PDF, EPUB and Kindle. Book excerpt: Scientist and policy makers alike have identified renewable energy technologies as a means to reduce global greenhouse gas admissions and remediate some of the negative effects of climate change. The global campaign to promote renewables is particularly strong among European countries, where policymakers have acknowledged global environmental changes at the national level, and responded by creating comprehensive national renewable energy policies to meet this challenge. However, in the United States, climate change appears to be a lower priority to the general electorate and to political leaders. This low level of public concern, paired with the fragmented design of US political structures and engrained political culture, provides a unique set of challenges to the development of more effective national renewable energy policies. The lack of a defined national policy also creates a variety of individual incentive-based policies administrated at the state and local jurisdictional levels with varying results in terms of policy effectiveness towards renewable energy. To address this problem, the existing literature argues that policies promoting financial incentives and subsidies have a direct causal relationship with the growth in the renewable energy sector. This literature points to the growth in solar photovoltaic permitting activity in California (from 2009 – 2015) as evidence of the effectiveness of incentives and subsidies in shaping citizen behavior towards renewable energy. Through area statewide analysis, the existing literature infers that rational actors are generally likely to respond to financial incentives in a clear and direct way. This thesis examines the effectiveness and efficiency of financial incentive- and subsidy-based public policy in the promotion of the renewable energy sector. This thesis maps existing environmental philosophies and examines domestic renewable energy policies, focusing particularly at the state and local jurisdictional level. I use four intentional match comparisons to compare similar local jurisdiction policies promoting incentives against those local jurisdictions without incentive policies to isolate and determine whether local level financial incentive programs have a direct causal relationship with the growth of renewable energy markets.

This book was released on 2012-07-13 with total page 85 pages. Available in PDF, EPUB and Kindle. Book excerpt: Renewable energy plays an important role in contributing to the transition toward low-carbon development growth, in enhancing technology diversification and hedging against fuel price volatility, in strengthening economic growth, and in facilitating access to electricity. The global trends indicate a growing commitment to renewable energy development from developed and developing countries in both the introduction of specific policy levers and investment flows. Developing countries have now a long history of designing and implementing specific policy and regulatory instruments to promote renewable energy. Today, feed-in tariff policies are being implemented in about 25 developing countries and quantity based instruments, most notably auction mechanisms, are increasingly being adopted by upper middle income countries. This paper summarizes the results of a recent review of the emerging experience with the design and implementation of price and quota based instruments to promote renewable energy in a sample of six representative developing countries and transition economies. The paper discusses the importance of a tailor-made approach to policy design and identifies the basic elements that have proven instrumental to policy effectiveness, including adequate tariff levels, long term policy or contractual commitments, mandatory access to the grid and incremental cost pass-through. Ultimately, a low carbon development growth in the developing world depends on the availability of resources to finance the solutions that exhibit incremental costs. Policies introduced to support renewable energy development should be designed and introduced in combination with strategies that clearly identify sources of finance and establish a sustainable incremental cost recovery mechanism (for example, using concessional financial flows from developed countries to leverage private financing, strengthening the performance of utilities and distribution companies, or allowing the partial pass-through of incremental costs to consumer tariffs with a differentiated burden sharing that protects the poor). Without question, policy makers will have to ensure that the design of different policy mechanisms and the policy mix per se deliver renewable energy targets with the lowest possible incremental costs and volume of subsidies.
Book Synopsis Renewable Energy Tariffs and Incentives in Indonesia by : Asian Development Bank
Download or read book Renewable Energy Tariffs and Incentives in Indonesia written by Asian Development Bank and published by Asian Development Bank. This book was released on 2020-09-01 with total page 141 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report proposes a renewable energy subsidy mechanism for Indonesia to close the gap between the costs of renewable and conventional power generation. It takes into account the additional economic benefits of renewable power and considers how the government can support its rapid deployment in the power sector. The report emphasizes the need for Indonesia to adopt international best practice for planning, procurement, contracting, and risk mitigation to reduce the financial costs of renewable energy development. To achieve this, implementation of the subsidy should be part of a broader inter-ministerial electricity policy reform program.

Available in PDF, EPUB and Kindle. Book excerpt: Scientific Study from the year 2003 in the subject Politics - Region: USA, grade: 1,0 (A), University of Leipzig (Institute for Politcal Science), language: English, abstract: INTRODUCTION "America must have an energy policy that plans for the future, but meets the needs of today. I believe we can develop our natural resources and protect our environment." President George W. Bush (National Energy Policy, 2001) When in 2000 the negotiations over the Kyoto Protocol were proceeding, the Clinton administration showed severe reluctance to commit to another multilateral environmental regime. George W. Bush eventually pulled completely out of the Protocol - much to the disappointment and frustration of many countries which had supported the process despite their own hesitations. As a result, more attention has been paid to U.S. environmental policies that were announced in the aftermath of the U.S. withdrawal. The Bush administration announced the need for further research on climate change and aslo supported, in general, the promotion of renewable energy, particularly of hydrogen technology. As a contribution to the International Renewable Energy Conference to be hosted by Germany in Bonn from June 2 to 6, 2004, this paper seeks to examine domestic policies implemented in the United States to promote renewable energy. With respect to the constitutional division of power and differences in political strategies and programs, the paper makes a distinction between federal and state policies regarding renewable energy. The following discussion will show that, despite a reluctance on the federal level, much progress in promoting renewables on the state level has been made and is likely to continue. While the development on the state level is very promising, a comprehensive federal approach, crucial for a sustainable change in energy supply, is still missing. Chapter One briefly outlines what definition of ‚renewable energy′ is relevant for the paper, and which renewable energy sources are included in the discussion. After a short description of pertinent alternative energy sources, a discussion of federal attempts to further the development of renewables will follow in Chapter Two. The paper identifies federal mandates, incentives, research and development and federal programs as the four major fields of federal activity and discusses them accordingly. Chapter Three gives a comprehensive overview of the state activities regarding alternative energy sources. The paper makes a distinction between financial incentives; rules, regulations and policies; and outreach and voluntary programs to describe activities on the state level. ...
