The first is theoretical portraying the progres s of studies in literature linking financial development to economic growth, the d ifferent channels, empirical methods used, financial crises and other emerging issues. Th e second is empirical producing a detailed mapping of trends in financial flows in the MENA region in addition to a comparison with other areas and countries of the wo rld. The research also includes a case study on SMEs in Lebanon, their importance, an d their financing difficulties. Our analysis provides partial evidence that the MENA region experienced increases in the financial flows since 9/ 11 and that some of these flows have r esulted in higher levels of liquidity and higher levels of private sector investments. This result was expected after the literature review on the subject. In the Lebanese case, when we studied the missing link between finance and growth, we concluded that problems faced by SMEs spring from the effect of the Lebanese debt situation and the particular ities of financial intermediation.

Book excerpt: In this paper we assess the relationship between the financial development and growth in some countries in the Middle East and North Africa (MENA) region. We try to check the specific effect of Islamic sector on the economic growth using the amount of credit issued to the private sector by Islamic banks as measures of Islamic financial development. There are three main findings. First, empirical results show an insignificant relationship between banking and growth which reinforce the idea that banks don't spur economic growth. Besides, we find that credit to private sectors affect negatively with economic growth. Second, Islamic banks don't make the exception in the financial markets and show a weak relation with growth but it tends to act positively as theoretically demonstrated. Third, there is evidence that this relationship is quite heterogeneous across MENA countries where financial development does not cause economic growth in MENA countries without oil windfall and the relationship is negative for Petroleum Exporting MENA Countries.

Book excerpt: This paper aims to test jointly two economic puzzles: the effect of financial development and Information and Communication Technology (ICT) on economic growth. Theories predict a positive effect of financial development and ICT on growth but empirical studies on these relationships produced mixed results. Further, we investigate the interaction between financial development and ICT Diffusion to test whether the impact of financial development on growth is strengthened by better ICT infrastructure. In this paper we assess empirically these relationships in some MENA countries. The empirical study is based on estimation of a dynamic panel model with system GMM estimators. There are three main findings. First, our empirical results join empirical literature that find a negative direct effect of financial development on economic growth. This ambiguous relationship may be linked to many phenomenons but there aren't yet clear explanations of this puzzle. Second, the estimates reveal a positive and significant direct effect of ICT proxies on economic growth. This implies that MENA countries need to reinforce their ICT policies and improve using of new Information and Communication Technology. Finally, the interaction between ICT penetration and financial development is found positive and significant in the growth regression. This implies that economies in Mena region can benefit from financial development only once a threshold of ICT development is reached.

Despite undertaking economic reforms in many countries, and having considerable success in avoiding crises and achieving macroeconomic stability, the region’s economic performance in the past 30 years has been below potential. This paper takes stock of the region’s relatively weak performance, explores the reasons for this out come, and proposes an agenda for urgent reforms.

Book excerpt: This paper examines the causal relationship between financial development and economic growth for six Middle Eastern and North African countries (Algeria, Egypt, Israel, Morocco, Syria, and Tunisia), within a quadvariate vector autoregressive framework. We employ four different measures of financial development and apply the augmented vector autoregression vector (VAR) methodology of Toda and Yamamoto to test for Granger causality. Our empirical results strongly support the hypothesis that finance leads to growth in five out of the six countries. Only in Israel could weak support be found for causality running from economic growth to financial development but no causality in the other direction. These findings suggest the need to accelerate the financial reforms that have been launched since the mid 1980s and to improve the efficiency of these countries financial systems to stimulate saving/investment and, consequently, long-term economic growth.

Book excerpt: Offering a comprehensive analysis of the development of economies in the Middle East and North Africa over the past half century, this book charts the progress of these countries through an examination of an Islamic model of economic development, reform processes, and economic integration. Far from being a simple process, economic development in the Middle East and North Africa is dependent on the interaction of a set of changing systems including; international relations, the political regime, economy, and society. By analysing these interdependent factors, The Economic Development Process in MENA seeks to provide answers to the most pressing issues facing the economies in this area. Providing an interpretation of regional development in light of dialectics between state and society, this book will be of value to students and scholars with an interest in the Middle East, Economics, and International Relations.

Book excerpt: In this paper we contribute to the empirical literature on growth in the MENA region by attempting to quantify the impact of the various constraints faced by local businesses highlighted by the World Bank’s Business Enterprise surveys. To the best of our knowledge this dataset has not been used in any empirical analysis looking at the main constraints on growth in the MENA region. Our empirical results suggest that the key direct constraints to growth in the MENA region are difficulties in access to finance, labor skill mismatches and shortages, and electricity constraints.

Book excerpt: The countries of the Middle East and North Africa (MENA) have been recovering from the global financial crisis, but the recent political turmoil has interrupted the pace of credit and output recovery in many countries. The political turmoil in the MENA region reveals deep-seated frustrations and a sense of political, social, and economic exclusion, especially among the youth. The relatively weak growth performance reflects a combination of insufficient reforms and weak reform implementation, including financial sector reforms. The structural weaknesses of financial sectors imply that access to finance may remain restricted even with a full recovery of credit activity. Therefore, the region s countries face an ambitious reform agenda to revert two decades of relatively poor performance of output and employment growth. Financial development should be a central component of the region s growth agenda. This study reviews the region s financial systems, the severity of the limitations on access to finance, and the main factors behind such limitations. It goes on to provide a road map for expanding access and preserving financial stability.

Book excerpt: This paper examines the empirical relationship between long–run growth and the degree of financial development, proxied by the ratio of bank credit to the private sector as a fraction of GDP. We find that this proxy enters significantly and with a positive sign in growth regressions on a large cross–country sample, but with a negative sign using panel data for Latin America. Our findings suggest that the main channel of transmission from financial development to growth is the efficiency of investment, rather than its volume. We also present a model where the negative correlation between financial intermediation and growth results from financial liberalization in a poor regulatory environment.

Book excerpt: Since few decades, a wide theoretical debate is concerned with the fundamental relationship between financial development and economic growth as well as the separate impact of banks on growth and financial markets on growth. Recent studies shed some light on the simultaneous effect of banks and financial development on growth. The empirical study is conducted using an unbalanced panel data from ten MENA region countries. Econometric issues will be based on estimation of a dynamic panel model with GMM estimators. Thus, peculiarities of MENA region countries will be detected. The empirical results reinforce the idea of no significant relationship between banking and stock market development, and growth. The association between stock markets and growth is even negative after controlling for bank development. This lack of relationship must be linked either to underdeveloped financial systems in the MENA region that hamper economic growth or to unstable growth rates in the region that affect the quality of the association between finance and growth. Moreover, in most transition economies the stock markets are very thin. This may lead to excessively volatile share prices. According to Singh (1997), stock price volatility may seriously hamper economic development.
