It looks at the extent to which such information and analysis can be of assistance to money lenders or managers, looks at factors which delimit their usefulness and derives insights as well as lessons for the benefit of policy makers, national and international money lenders and managers and general readers interested in the viability and prosperity of financing business and economic activities in these economies.

Book excerpt: Microfinance contracts have proven able to secure high rates of loan repayment in the face of limited liability and information asymmetries, but high repayment rates have not translated easily into profits for most microbanks. Profitability, though, is at the heart of the promise that microfinance can deliver poverty reduction while not relying on ongoing subsidy. The authors examine why this promise remains unmet for most institutions. Using a data set with unusually high quality financial information on 124 institutions in 49 countries, they explore the patterns of profitability, loan repayment, and cost reduction. The authors find that institutional design and orientation matter substantially. Lenders that do not use group-based methods to overcome incentive problems experience weaker portfolio quality and lower profit rates when interest rates are raised substantially. For these individual-based lenders, one key to achieving profitability is investing more heavily in staff costs-a finding consistent with the economics of information but contrary to the conventional wisdom that profitability is largely a function of minimizing cost.

If the promise of successful adjustment and policy reform is to be sustained over the longer run, current efforts to institutionalize improved policy capacities in a wide range of developing countries should be extended and strengthened.

The facts on other financial institutions are directed to the integration of the unorganized with the organized sector. It was possible to integrate the two sectors in banking institutions specializing in the requirements of the rural areas. Such institutions combine the provision of credits with marketing and provide ancillary services so as to ensure that credits made available, increase the productive capacity of the recipients. Government financial management in Sierra Leone provides collective goods and services that correspond to the performance of its traditional functions and at the same time promote growth and development, stability, equitable distribution of income and wealth. Its objectives are often interwoven with other economic sectors in the country. These are subject to further studies and interpretation. They become meaningful only when specific contents are translated into policies. Though the repercussions of the decade long rebel war on the financial structure have not been specifically mentioned in the book, the toll was devastating. However, the government has established a unique track record for a post-conflict country.
