Continuing the work of its predecessor, the current Government of India is also placing considerable importance on driving policy initiatives for financial inclusion. However, financial exclusion in urban areas, especially of the lower strata of the society has not received the attention it deserves from researchers and policymakers, even though urban poverty and deprivations are of considerable importance in the present Indian context. The challenges of financial inclusion and accessibility in the urban areas differ substantially from those found in the rural regions given the fact that the possibility of physical access to financial services is much higher in urban areas. In order to provide a macro perspective, the book begins with an analysis of the unit record data on nature and extent of financial inclusion and access to credit in urban India, based on Debt and Investment survey data (59th and 70th rounds) provided by the National Sample Survey Office (NSSO). In subsequent steps, the book discusses findings from a primary survey carried out in the state of Karnataka of self-employed persons engaged in informal services sector. This exercise has helped to comprehend the ways in which they currently meet their financial needs for different income generating purposes, the terms and conditions under which they do so, and the challenges that remained for possible interventions. Experiences of other developing nations in their attempts to ensure financial inclusion and the lesson learnt thereby are the other highlights of the book.

Empirical findings of the survey include the socioeconomic characteristics and banking behaviour of households Furthermore, the paper identifies the major determinants of the level of financial inclusion using a multiple regression model using socioeconomic characteristics of the households. Finally the paper suggests appropriate policies and strategies for enhancing financial inclusion in urban areas through building low cost personalized distribution network, creating asset linked and collateral free credit schemes, leveraging Aadhar (biometric identity card) platform, creating targeted product and service offering, strengthening business correspondent cells, and setting up urban financial inclusion centers.

Marshalling evidence from multiple sources of survey data and drawing on new methods, the book asks how India s structural transformation - from rural to urban, and from agriculture to nonfarm sectors - is impacting poverty. Our analysis suggests that since the early 1990s, urban growth has emerged as a much more important driver of poverty reduction than in the past. We focus in particular on the role of small and medium size conurbations in India, both as the urban sub-sector in which urban poverty is overwhelmingly concentrated, and as a sub-sector that could potentially stimulate rural-based poverty reduction. Second, in rural areas, we focus on the nature of intersectoral transformation out of agriculture into the nonfarm economy. Stagnation in agriculture has been accompanied by dynamism in the nonfarm sector, but there is much debate about whether the growth seen has been a symptom of agrarian distress or a source of poverty reduction. Finally, alongside the accelerating economic growth and the highly visible transformation that is occurring in India s major cities, inequality is on the rise. This is raising concern that economic growth in India has by-passed significant segments of the population. The third theme on social exclusion asks if, despite the dramatic growth, historically grounded inequalities along lines of caste, tribe and gender have persisted. This book would be of interest for policymakers, researchers, non-governmental organizations, and international agencies from India and abroad--who wish to know more about India s experience of the last two decades in reducing poverty.

Poverty alleviation programmes are traditionally implemented by the State governments with or without external/ donor assistance and are aimed at providing either income or employment or both to the poor. The 74th Constitutional Amendment has made urban poverty alleviation as an item on Urban Local Government (ULG) list, thereby making them to be responsible for undertaking some steps towards it (but also adding to the burden by not providing corresponding funding mandate). Cities continue to approach poverty alleviation in different ways. An important approach to be taken towards addressing urban poverty is to deploy financial intermediation approaches by establishing special Fund to address it efficiently and in a targeted manner. The experiences of some existing models suggest that it is possible to use finance flows wisely through constitution of specialized Funds for this purpose. This paper argues the need for taking this approach after discussing some existing Fund-based models; the relevance of these approaches to provide Basic Services to the Urban Poor (BSUP) in India is also discussed. The paper also provides a broad framework for setting up an exclusive BSUP Fund to finance the provision of basic services to the urban poor through various channels.
