This Programmatic EIS provides an analysis of the potential environmental impacts over the life cycle (research, development and testing; production; basing NOT DEPLOYMENT; and eventual decommissioning) of the proposed TMD program and its Alternatives, including the No- Action Alternative. It is intended to be a first tier document and to serve as a basis from which future, more detailed environmental documentation could be prepared to assess the site and program specific environmental impacts. TMD is designed to provide regional wide area defenses to counter missile threats from improved conventional, chemical, biological, or nuclear ballistic, cruise, or air-to-surface guided missiles, and air-breathing threats, that endanger deployed United States forces, as well as our friends and allies throughout the world. The Proposed Action is to conduct research and development activities that would give the United States the capability to produce and deploy an integrated, comprehensive TMD system which would include some mix of three components: Active Defense, Counterforce, and Passive Defense. The component mix will be based on not only environmental factors, but also such criteria as mission needs, feasibility, lethality, mobility, technical maturity, and costs. This Programmatic EIS also contains an analysis of four Alternatives to the Proposed Action: Improve Active Defense Only (Alternative 1), Improve Counterforce Only (Alternative 2), Improve Passive Defense Only (Alternative 3), and No-Action.

Book excerpt: This Programmatic Environmental Impact Statement (PEIS) analyzes the potential environmental effects associated with research and development of a Ballistic Missile Defense (BMD) system capability by the Department of Defense (DoD). The BMD Program seeks to develop systems and capabilities to protect the United States and areas of vital interest to the United States against the accidental or unauthorized launch of ballistic missiles. The BMD Program includes TMD and NMD initiatives under the direction of the BMDO. The TMD segment includes transportable systems to defend expeditionary elements of the Armed Forces of the United States deployed abroad, and to defend its friends and allies against short- and medium-range missiles. The BMD PEIS focuses on the research, development, and testing of NMD elements. It covers the potential cumulative impacts from the entire BMD Program, including TMD, because the technologies, testing, and development have potentially similar environmental effects. Ongoing NMD activities are currently part of a Technology Readiness Program to facilitate development of an effective NMD system on short notice. These activities are described as the Preferred Action. Several other alternatives are proposed for carrying the NMD system into the engineering and manufacturing development (EMD) phase of the DoD system acquisition process. They are described as the System Acquisition Alternatives in this PEIS. TMD research, development, and testing activities would continue independent of the decision reached upon review of this PEIS. Potential environmental impacts beyond development and testing activities for the Alternatives to the Preferred Action are discussed to provide DoD decision makers with information on potential environmental impacts related to the life-cycle of full-system acquisition. Its purpose is to provide threat representative target missiles to support the development and test requirements needed to validate system design and operational effectiveness of TMD missile and sensor systems. The targets are used to validate the capabilities of individual TMD interceptors. The targets must simulate the expected threat and be realistic in size and performance. The Air Drop Target System would provide an air launch target delivery system using standard C-130 cargo aircraft, rather than a fixed land based site. The Air Drop program would provide a highly flexible, short range target system allowing multi-shot engagements with high azimuth variability. The maximum range of the Air Drop target is 580 kilometers (km) (360 miles).
