Road Weather Information Systems (RWIS) play a significant role in providing weather and surface conditions to transportation agencies to monitor weather events. Fixed installations of RWIS are used for weather and pavement surface monitoring. However, permanent fixture installations may not be feasible due to reasons such as cost, accessibility to the site, siting concerns, and terrain. Portable RWIS provide a cost-effective solution in areas where permanent weather station installation is not possible. This study discusses use and benefits of the portable RWIS and outlines the issues involved in building them. This thesis presents the system design for building prototypes of two portable RWIS systems to be used by Massachusetts Department of Transportation (MassDOT). Portable RWIS consist of weather sensors and pavement sensors installed on a trailer-based platform and operate on solar power. The RWIS equipment mounted on trailers consists of non-invasive pavement sensors, wind sensor, precipitation sensor, atmospheric pressure sensor, humidity and dew point sensor and data logger to transmit data from the sensors to a central server. RWIS equipment from two different manufacturers have been selected. The two systems have been evaluated for their cost, operability, ease- of-use and deployability. A field study of two portable RWIS has been conducted to test accuracy of the data collected by these systems and the results have been evaluated. Characterizing the issues involved in developing such portable systems provide insights into situations where these systems may be most applicable.

Book excerpt: The Minnesota Department of Transportation uses the Road Weather Information System (RWIS) for monitoring the current weather and surface conditions of its highways. The real-time data received from these sensors reduce the need for road patrolling in specific locations by providing information to those responsible for directing winter maintenance operations. Since most road maintenance decisions and weather forecasts are explicitly dependent on the reliability and accuracy of the RWIS sensor data, it is important for one to be able to determine the reliability of the sensor data, that is, to determine whether a sensor is malfunctioning. In a previous project we investigated the use of machine learning techniques to predict sensor malfunctions and thereby improve accuracy in forecasting weather-related conditions. In this project, we used our findings to automate the process of identifying malfunctioning weather sensors in real time. We analyze the weather data reported by various sensors to detect possible anomalies. Our interface system allows users to define decisionmaking rules based on their real-world experience in identifying malfunctions. Since decision rule parameters set by the user may result in a false indication of a sensor malfunction, the system analyzes all proposed rules based on historical data and recommends optimal rule parameters. If the user follows these automated suggestions, the accuracy of the software to detect a malfunctioning sensor increases significantly. This report provides an overview of the software tool developed to support detection of sensor malfunctions.

Book excerpt: Recommendations for a statewide expansion of Ohio's RWIS network were made based on an extensive literature review, product review, cumulative cost comparison, survey of users and administrators, and site visits in Ohio, other states, and Switzerland. Factors used to determine optimal RWIS station deployment included distance between existing RWIS stations in Ohio and surrounding states, declared snow days, and annual snowfall amounts in Ohio. Also recommended is the use of File Transfer Protocol (FTP) to work around proprietary system constraints, and having data from all vendors put into a common database format. Although cost savings and benefits attributed to RWIS and anti-icing in the literature vary widely, there is a consensus that these systems do repay their costs in reduced maintenance costs and reduced accident rates. At a minimum, in addition to the RWIS stations already deployed in the Toledo, Columbus, and Cleveland areas, placement of 14 RWIS stations around the state should be sufficient to meet basic statewide weather prediction and monitoring needs. It may be advantageous for ODOT to deploy more RWIS stations to achieve a denser coverage encompassing all 88 counties in the state. Certain trouble spots, such as bridges, may warrant additional RWIS stations on a case-by-case basis, a concern not addressed in this report. At a minimum, each district should have at least one RWIS station, or two in northern districts. Exact sites should be chosen by district managers or personnel in consultation with meteorology and RWIS experts, subject to approval higher up, to give the district personnel that will use the information an additional incentive to use the RWIS. Installations should be at locations with typical rather than extreme conditions. It is further recommended that each county garage be equipped with a small weather station and simple pavement sensor near the station for the purpose of creating a weather conscious culture at the county garage level. The characteristics of an ideal RWIS station are described; these include pavement temperature sensors, atmospheric weather sensors, accurate forecasting, and traffic volume and speed information. Since the performance of pavement sensors under controlled conditions was not known, a bench test was proposed; results are reported separately in Part II. The benefit of the RWIS network will come only if anti-icing methods are diligently applied using RWIS information. Performance measures for winter operations should be built into the maintenance system.
