Book excerpt: The objectives of this study are to assess the factors that are important in determining countervailing duty actions on farm commodities by the United States, and to assess what these factors mean for the design of a new safety net program (such as the Net Income Stabilization Account or NISA type) in Saskatchewan. The first part describes US countervail law and the US countervail process with emphasis on the question of specificity. Some past countervail cases in which specificity has figured are discussed. The second part uses statistical analysis to assess what roles, if any, are played by the specificity criteria and US political lobbying in countervail actions. The third phase of the study assesses what the results of the analysis mean for the design of future farm income safety nets in Canada by focusing on the parameters of a new Saskatchewan safety net program. Three features are identified that may conflict with US specificity criteria.

Book excerpt: Once one of the world's largest staple food producers, Angola is now known as a major oil exporter - the second largest producer in sub-Saharan Africa. Angola is also the world's fourth largest producer of rough diamonds in terms of value, with the potential to become one of the leading global diamond producers. In addition to oil and diamonds, the country is well endowed with agricultural resources which remain mostly untapped. However, despite the country's significant natural wealth, a prolonged civil war, the rapid development of the oil sector, and the policies pursued after Independence in 1975 have left the Angolan economy in a unique situation, characterized by very uneven indicators of development. The Angolan economy is now experiencing massive oil windfall gains that are expected to last throughout the next decade. Since oil rents are to a large part concentrated in the public sector, the question of how the oil revenue should be spent and distributed across present and future generations becomes key to any economic development strategy. This study identifies six core areas where a strategic approach for the development of a broad-based growth strategy is required: (i) the incomplete transition to a market economy; (ii) macroeconomic management; (iii) governance and transparency in the management of the mineral wealth; (iv) the business environment; (v) agriculture; and (vi) public service delivery to the poor.

Book excerpt: This book is a historical study of the Tajiks in Central Asia from the ancient times to the post-Soviet period. For millennia, these descendants of the original Aryan settlers were part of many different empires set up by Greek, Arab, Turkic and Russian invaders, as well as their own, most notably during the Middle Ages. The emergence of the modern state of Tajikistan began after 1917 under Soviet rule, and culminated in the promulgation of independence from the moribund USSR in 1991. In the subsequent civil war that raged between 1992 and 1997, Tajikistan came close to becoming a failed state. The legacy of that internal conflict remains critical to understanding politics in Tajikistan a generation later. Exploring the patterns of ethnic identity and the exigencies of state formation, the book argues that despite a strong sense of belonging underpinned by shared history, mythology and cultural traits, the Tajiks have not succeeded in forming a consolidated nation. The politics of the Russian colonial administration, the national-territorial delimitation under Stalin, and the Soviet strategy of socio-economic modernisation contributed to the preservation and reification of sub-ethnic cleavages and regional identities. The book demonstrates the impact of region-based elite clans on Tajikistan’s political trajectory in the twilight years of the Soviet era, and identifies objective and subjective factors that led to the civil war. It concludes with a survey of the process of national reconciliation after 1997, and the formal and informal political actors, including Islamist groups, who compete for influence in Tajik society. “Tajikistan: A Political and Social History is the best source of information on this important country in the English language. Book excerpt: The International Conference on the State of the Art on Biogas Technology, Transfer and Diffusion was held in Cairo, Egypt, from 17 to 24 November 1984. The Conference was organized by the Egyptian Academy of Scientific Research and Technology (ASR T), the Egyptian National Research Centre (NRC), the Bioenergy Systems and Technology project (BST) of the US Agency for International Development (US/AID) Office of Energy, and the National Academy of Sciences (NAS). A number of international organizations and agencies co-sponsored the Conference. More than 100 participants from 40 countries attended. The purpose of the Conference was to assess the viability of biogas technology (BGT) and propose future courses of action for exploiting BGT prospects to the fullest extent. The Conference emphasized a balanced coverage of technical, environ mental, social, economic and organizational aspects relevant to biogas systems design, operation and diffusion. It was organized to incorporate experiences that are pertinent, for the most part, to developing countries. In addition to the wide spectrum of presentations and country programs, structured and non-structured discussions among the participants were strongly encouraged in thematic sessions at round-table discussions, and through personal contacts during poster sessions and field trips. It was clear from the enthusiastic response of most participants that the Conference, in large measure, succeeded in fulfilling its mission. Although draft papers were distributed to all participants, it was felt that the results obtained were worthy of organized and refined documentation. And this is precisely what this book intends to do.
