Far rather is it to the utter anoes of statesmen, to critical acts of public policy, to the conduct Of Parliamentary majorities, and to the assumptions of the Executive Government. Excerpt: ... not subject, as are the Ministers of the Crown, to the control of Parliament. So far as these acts of interference implied an extension of the functions of Royalty, the subject belongs properly to the consideration of the general topic of the Royal prerogative and of the recent controversies relating to it, which will be discussed in the next section. So far as these acts point to a novel claim generally to interpose in administrative action, put forward, whether in theory or practice, by the Prince Consort, as occupying a position distinct from that of the mere agent or confidential representative of the Crown, it needs only to recall some of the circumstances of these acts of intervention to demonstrate how far they are incompatible with the structure and working of the English Constitution in its historic and legal form. ' The political inconvenience resulting from any appearance of concern on the part of a Prince Consort in the result of a party conflict in the Houses of Parliament, as well as the harassing position in which he may be placed by any exhibition of such sympathy, may be understood from what took place when the Prince Consort appeared in the House of Commons on the 27th of January, 1846, while Sir Robert Peel was developing, in a series of resolutions, his scheme of financial policy, which included a total abolition of the Corn Laws at the end of three years. The time was one of no ordinary political excitement, inasmuch as the indignation of the Tories against Sir Robert Peel for what was regarded by them as his treachery had just reached feverpoint. Mr. Disraeli, in his life of Lord George Bentinck, recalled with manifest approval the strong language of Lord George Bentinck in deprecation of the Prince's...

Available in PDF, EPUB and Kindle. Book excerpt: There is a great difficulty in the way of a writer who attempts to sketch a living Constitution-a Constitution that is in actual work and power. The difficulty is that the object is in constant change. An historical writer does not feel this difficulty: he deals only with the past; he can say definitely, the Constitution worked in such and such a manner in the year at which he begins, and in a manner in such and such respects different in the year at which he ends; he begins with a definite point of time and ends with one also. But a contemporary writer who tries to paint what is before him is puzzled and a perplexed: what he sees is changing daily. He must paint it as it stood at some one time, or else he will be putting side by side in his representations things which never were contemporaneous in reality.

Book excerpt: Classic Books Library presents this brand new edition of “The Federalist Papers”, a collection of separate essays and articles compiled in 1788 by Alexander Hamilton. Following the United States Declaration of Independence in 1776, the governing doctrines and policies of the States lacked cohesion. “The Federalist”, as it was previously known, was constructed by American statesman Alexander Hamilton, and was intended to catalyse the ratification of the United States Constitution. Hamilton recruited fellow statesmen James Madison Jr., and John Jay to write papers for the compendium, and the three are known as some of the Founding Fathers of the United States. Alexander Hamilton (c. 1755–1804) was an American lawyer, journalist and highly influential government official. He also served as a Senior Officer in the Army between 1799-1800 and founded the Federalist Party, the system that governed the nation’s finances. His contributions to the Constitution and leadership made a significant and lasting impact on the early development of the nation of the United States.

Book excerpt: Under the Constitution of the United States, those with political ambitions who aspire to serve in the federal government must be at least twenty-five to qualify for membership in the House of Representatives, thirty to run for the Senate, and thirty-five to become president. What is the justification for these age thresholds, and is it time to consider changing them? In this provocative and lively book, John Seery presents the case for a constitutional amendment to lower the age barrier to eighteen, the same age at which citizens become eligible to vote. He divides his argument into three sections. In a historical chapter, he traces the way in which the age qualifications became incorporated in the Constitution in the first place. In a theoretical chapter, he analyzes the normative arguments for office eligibility as a democratic right and liberty. And in a political chapter, he ruminates about the real-world consequences of passing such an amendment and the prospects for its passage. Finally, in a postscript, he argues that younger citizens in particular ought to be exposed to this fundamental issue in civics.
