Book excerpt: "Field screening" indicates field analytical tools, and (quick) methods and strategies for on-site or in-situ environmental analysis and assessment of contamination. "Field screening" includes not only field analytical methods, such as mobile laboratories, portable analyses, detectors, sensors, or noninvasive techniques, but also reconnaissance strategies and problems of measurement in heterogeneous media, using, among others, new geotechnical and geophysical instruments. This volume contains both oral and poster contributions to the Second International Conference on Strategies and Techniques for the Investigation and Monitoring of Contaminated Sites, "Field Screening Europe 2001", held in Karlsruhe, May 14 - May 16, 2001. As an integrated study of environmental contamination, "field screening" has become a more and more important part of environmental monitoring and the assessment of chemical contaminations. Recent developments are presented in these proceedings. Audience: Environmental engineers, geo-scientists, chemists, biologists, soil scientists, hydrologists and geophysicists.

Book excerpt: These Proceedings contain both oral and poster contributions to the first interna tional conference" Field Screening Europe - Strategies and Techniques for On-Site Investigation and Monitoring of Contaminated Soil, Water and Air", held in Karls ruhe September 29 - October 1, 1997. Environmental monitoring and the assessment of chemical contaminations are be coming more and more important. The integrated study of environmental con tamination in the field is a rather recent approach. "Field screening" indicates such field analytical tools, (quick) methods and strategies for on-site or in-situ environmental analysis and assessment of contamination. The classical strategy for investigating contaminants consists of the following steps: site studies, sampling, sample transport to the laboratory, sample preparation, and analysis. This strategy is rather expensive and time consuming. Some investiga tions, including sample preparation, may last several days. In many cases, the results must be available immediately and are of importance for further decisions. Field screening is an alternative or complement to this strategy that attempts to be cheaper and faster and may achieve the same quality of results. The most important argument for field analytical methods is that the superior accuracy and high costs of laboratory methods are disproportional to the possibility of arti facts from sampling and errors originating from spatial variations of contaminants.

Available in PDF, EPUB and Kindle. Book excerpt: Screening programmes involve the systematic offer of testing for populations or groups of apparently healthy people to identify individuals who may be at future risk of a particular medical condition or disease, with the aim of offering intervention to reduce their risk. For many years, screening was practised without debate, and without evidence, but in the 1960s serious challenges were raised about many of the screening procedures then being practised. Benefits and harms of screening must be measured in high quality trials, and the benefits of screening must be weighed alongside the negative side-effects. Concerns were raised about potential and actual harm arising when people without a health problem received dangerous and unnecessary investigations and treatments as a result of routine screening tests. Controversy raged, and it took some 50 years to achieve widespread recognition that evidence-based and quality assured programme delivery was essential, coupled with provision of balanced informed to enable informed choice for potential participants. Commercially motivated provision of poor quality and non-evidence based screening tests is increasing and screening remains a highly contested topic that has relevance in all health systems including for the general public and media. This book serves as a practical and comprehensive guide to all aspects of screening. Following the international success of the first edition, this second edition brings extensive updates and new case study material. The first section deals with concepts, methods, and evidence, charts the story of screening back to 1861, and covers all aspects of a screening programme and how to research the full consequences. The second section is a practical guide to sound policy-making and to high quality delivery of best value screening. The controversies, paradoxes, uncertainties, and ethical dilemmas of screening are explained, and each chapter is packed with examples, real-life case histories, helpful summary points, and self-test questions. Reference is made to the NHS, a leader in screening, but the primary focus is on universal principles, making the book highly relevant across the globe.

Available in PDF, EPUB and Kindle. Book excerpt: This book presents the very first, interdisciplinarily grounded, comprehensive appraisal of a future “Common European Law on Investment Screening”. Thereby, it provides a foundation for a European administrative law framework for investment screening by setting out viable solutions and evaluating their pros and cons. Daimler, the harbour terminal in Zeebrugge, or Saxo Bank are only three recent examples of controversially discussed company takeovers in Europe. The “elephant in the room” is China and its “Belt and Road Initiative”. The political will in Europe is growing to more actively control investments flowing into the EU. The current regulatory initiatives raise several fundamental, constitutional and regulatory issues. Surprisingly, they have not been addressed in any depth so far. The book takes stock of the current rather fragmented regulatory approaches and combines contributions from leading international academics, practitioners, and policy makers in their respective fields. Due to the volume’s comprehensive approach, it is expected to influence the broader debate on the EU’s upcoming regulation of this matter. The book is addressed to participants from academia as well as to representatives from government, business, and civil society.

Book excerpt: The EUROHIS project has focused on the comparability of health surveys and has uncovered some problems that arise when aiming to compare data from different countries. Similar problems of cross-cultural comparability also arise when comparing data from other sources, such as health registers, and are just as complex and difficult to tackle. One of the main advantages of health surveys, however, is the relatively low cost and time involved in adapting them according to the needs of health policy-makers. This work shows that the output from the EUROHIS project provides common instruments for the measurement of eight health indicators. The development of these instruments has required careful consideration of relevant common concepts and how these should be defined and operationalized. The instruments are freely available for use by all countries, with the aim of enhancing national health information systems and facilitating cross-national comparisons of health data.

Book excerpt: European trade defence law has expanded sufficiently in the last few years to require a new edition of this definitive work, last revised in 2004. As trade law practitioners and scholars have come to expect from the Brussels law firm Van Bael & Bellis, the fifth edition provides comprehensive, up-to-date analysis and critical commentary on EU trade defence instruments dealing with anti-dumping measures, countervailing measures, and safeguard measures, as well as measures under the Trade Barriers Regulation. It gives detailed attention to all EU cases and other developments at WTO level that have occurred up to December 2010. The emphasis throughout is on practical application of the rules. The authors cover every issue likely to arise in any trade defence matter, including all of the following and more: determining the dumping and injury margins; determining the subsidy margin; determining the causal link between dumping or subsidy and injury; determining if 'Union interest’ calls for intervention; differences between anti-dumping and anti-subsidy legislation; procedural rules applicable to complaints, initiation of proceedings, investigations, protective measures, reviews, and refunds; conditions for accepting an undertaking; measures that may be taken to prevent ‘circumvention’ of anti-dumping measures; rules for the determination of permissible adjustments; rules governing the standing of various interested parties before the European Courts; rules and procedure applicable to non-market economy countries; special rules on products originating in a developing country; allocation and administration of quantitative quotas; surveillance measures; and whether and to what extent safeguard measures are subject to judicial review. For each of the four major categories of trade defence instruments, chapters deal with the substantive rules of the trade defence instruments concerned, the relief that may be ordered under these instruments, and the procedural provisions. The important changes in the EU decision-making process for trade defence cases to be introduced in March 2011 are taken fully into account. An extensive battery of tables and annexes leads the practitioner to all the essential primary source material in the field. As a detailed and practical commentary on the international trade legislation of the Union as actually applied by the Union Institutions, this is the preeminent work in the field. Lawyers and academics involved with trade contracts or disputes need have no doubt that it is still without peer as a guide to EU trade defence instruments.

Book excerpt: A Working Group of 23 independent experts from 15 countries, convened by the International Agency for Research on Cancer (IARC) in November 2017, reviewed the scientific evidence and assessed the cancer-preventive and adverse effects of various methods of screening for colorectal cancer. Colorectal cancer is the third most common cancer in men and the second most common in women worldwide, and represents more than 10% of the global cancer burden. This publication provides evidence-based evaluations of the effectiveness of colorectal cancer screening in reducing colorectal cancer incidence and mortality. The Working Group also reviewed the body of evidence on the comparison of endoscopic and stool-based techniques, on the determinants of participation in screening programs, and on the most mature emerging techniques that may be alternatives to current practices for colorectal cancer screening, as well as presenting the different categories of high-risk populations and the surveillance strategies for such individuals.

Book excerpt: This salient volume surveys the state of access to primary care and preventive health services by migrants, refugees, and asylum seekers across Europe. Experts in public health and allied fields identify obstacles to healthcare interventions for migrants, including costs, legal status, health-related behaviors and beliefs, and cultural and language barriers. The book includes the latest data concerning access to specific preventive services (e.g., vaccinations, colorectal screenings), specific issues of women and sexual minorities, and the potential for health promotion in prevention. Best practices for improving access are outlined as a basis for public health and policy directives toward reducing health disparities between migrant and native populations. Among the topics covered: Access to medical examination for prevention among migrants Access and barriers to infant vaccinations, female cancer screening and colorectal screening among migrant populations Provision and policy gap between the primary and preventive care required by and the care provided to LGBTQ+ migrants, refugees, and asylum seekers. Health related lifestyles and intermediate health conditions of migrants. Quality of primary healthcare and preventive health services provided to migrants Adaptations of primary health care for migrants Access to primary health care and policies on migration and health at a time of economic crisis Dedicated to bridging research and policy gaps in this vital area, Primary Care Access and Preventive Health Services of Migrants is intended for an international audience of academics, researchers, policymakers, and practitioners in public health and related disciplines.
