Book excerpt: For the time being African philosophy is treated regularly in research and in teaching at two European scientific institutions: at the University of Vienna and at Erasmus University Rotterdam. In October 1993 there have been held two conferences of Western and African philosophers at both universities. Eleven African and nine Western scholars participated as speakers in these conferences. Four African speakers gave lectures at the Vienna and at the Rotterdam conference. The Vienna conference dealt with general questions of postcolonial philosophy in Africa. The conference at Rotterdam focused on the processes of democratization in African countries since 1989. This volume contains the papers of both conferences. En ce moment la philosophie Africaine est traité regulièrement dans les recherches et dans l'enseignement à deux instituts scientifiques Européens: à l'Université de Vienne et à l'Université Erasme de Rotterdam. Three major empirical questions structure the book: What affects women's presence in parliaments?, Does the number of women in parliament have an effect? And are women in parliament representing women Empirical evidences show that institutional reforms need a 'minimal environment' in terms of socio-economic development so as to prove effective. As opposed to the critical mass theory, claiming that a few representatives cannot have an impact on the political outcomes, here the empirical evidences suggest that smaller groups can also influence the different components of the legislative process. The last part turns to the fundamental question of whether a parliament that is descriptively representative, i.e. in which the parliamentarians share certain characteristics with the voters, also is a substantively descriptive parliament, i.e. in which the parliamentarians mirror the voters' opinions. Evidence suggests that the electoral system's level of proportionality influences the extent to which assemblies socially and ideologically mirror their population. The book ends by advancing new hypotheses and setting up guidelines for future research.

Book excerpt: Daughters of 1968 is the story of French feminism between 1944 and 1981, when feminism played a central political role in the history of France. The key women during this epoch were often leftists committed to a materialist critique of society and were part of a postwar tradition that produced widespread social change, revamping the workplace and laws governing everything from abortion to marriage. The May 1968 events—with their embrace of radical individualism and antiauthoritarianism—triggered a break from the past, and the women’s movement split into two strands. One became universalist and intensely activist, the other particularist and less activist, distancing itself from contemporary feminism. This theoretical debate manifested itself in battles between women and organizations on the streets and in the courts. The history of French feminism is the history of women’s claims to individualism and citizenship that had been granted their male counterparts, at least in principle, in 1789. Yet French women have more often donned the mantle of particularism, advancing their contributions as mothers to prove their worth as citizens, than they have thrown it off, claiming absolute equality. The few exceptions, such as Simone de Beauvoir or the 1970s activists, illustrate the diversity and tensions within French feminism, as France moved from a corporatist and tradition-minded country to one marked by individualism and modernity.

Book excerpt: Although there is an established historiography on women’s roles during the Spanish Civil War (1936-9), little has been written on Nationalist women in the Republican-held zones. Women were the anti-Republican resisters of the first hour in the capital but they have been largely overlooked in the historical record. During the bitter civil conflict a sector of dissident women helped to create a subversive and clandestine national Catholic space in the heart of Republican Madrid. By examining the vital and invisible role played by women within Madrid’s ‘fifth column’ this monograph offers a new contribution to the gender historiography of the Spanish Civil War and re-evaluates the significance of women in the Nationalist war effort. It explores how and why a sector of Falangist and Catholic women decided to mobilise against the legally constituted Popular Front government in support of an undemocratic military coup. While women’s subversive activities often involved the transgression of traditional gender norms, their social and political agency arose within the conditions and precepts of Catholicism and was conceptualised and imagined within new national-Catholic discourses of ‘holy Crusade.’

In some cases, Muslim women have fought for and won new rights to political participation, reproductive health, and education. In others, their agendas have been stymied. Yet missing from this discussion, until now, has been a systematic examination of how civil society groups mobilize to promote women’s rights and how multiple components of the state negotiate such legislation. In Bargaining for Women’s Rights, Alice J. Kang argues that reform is more likely to happen when the struggle arises from within. Focusing on how a law on gender quotas and a United Nations treaty on ending discrimination against women passed in Niger while family law reform and an African Union protocol on women’s rights did not, Kang shows how local women’s associations are uniquely positioned to translate global concepts of democracy and human rights into concrete policy proposals. And yet, drawing on numerous interviews with women’s rights activists as well as Islamists and politicians, she reveals that the former are not the only ones who care about the regulation of gender relations. Providing a solid analytic framework for understanding conflict over women’s rights policies without stereotyping Muslims, Bargaining for Women’s Rights demonstrates that, contrary to conventional wisdom, Islam does not have a uniformly negative effect on the prospects of such legislation.
