Book excerpt: Ramp metering is an effective, viable, and practical strategy used to manage freeway traffic. It is a proven freeway management technique as various forms of ramp control have been in place since the 1960s in the Chicago, Detroit, and Los Angeles areas. Due in part to the success of these early applications, ramp metering has received increased emphasis in recent years under the umbrella of advanced traffic management systems (ATMS), a component of intelligent transportation systems (ITS). ITS America reports that there are currently more than 40 ATMS deployed, under construction, or in the planning stage in the U.S. by state transportation agencies. The future of ramp metering is also in this ITS context. Integration and interface with local street system control and other advanced ITS traffic control systems such as advanced vehicle control systems, dynamic route guidance, and advanced traveler information systems are the latest in ramp metering applications. Ramp meters are in place and working effectively on segments of I-395 and I-66 in Northern Virginia. The Virginia Department of Transportation is very much interested in the feasibility of implementing ramp metering on other segments of freeways throughout the state. Accordingly, the purpose of this study was to review and synthesize the existing literature on ramp metering. Specific topics included in the review were: impacts of ramp metering, including its advantages/benefits and disadvantages/disbenefits, warrants, criteria, and guidelines for ramp metering, metering rates. Detailed information on these topics is included in the report as well as general conclusions regarding ramp metering.

Book excerpt: This edited book focuses on recent developments in Dynamic Network Modeling, including aspects of route guidance and traffic control as they relate to transportation systems and other complex infrastructure networks. Dynamic Network Modeling is generally understood to be the mathematical modeling of time-varying vehicular flows on networks in a fashion that is consistent with established traffic flow theory and travel demand theory. Dynamic Network Modeling as a field has grown over the last thirty years, with contributions from various scholars all over the field. The basic problem which many scholars in this area have focused on is related to the analysis and prediction of traffic flows satisfying notions of equilibrium when flows are changing over time. In addition, recent research has also focused on integrating dynamic equilibrium with traffic control and other mechanism designs such as congestion pricing and network design. Recently, advances in sensor deployment, availability of GPS-enabled vehicular data and social media data have rapidly contributed to better understanding and estimating the traffic network states and have contributed to new research problems which advance previous models in dynamic modeling. A recent National Science Foundation workshop on “Dynamic Route Guidance and Traffic Control” was organized in June 2010 at Rutgers University by Prof. Kaan Ozbay, Prof. Satish Ukkusuri , Prof. Hani Nassif, and Professor Pushkin Kachroo. This workshop brought together experts in this area from universities, industry and federal/state agencies to present recent findings in this area. Various topics were presented at the workshop including dynamic traffic assignment, traffic flow modeling, network control, complex systems, mobile sensor deployment, intelligent traffic systems and data collection issues. This book is motivated by the research presented at this workshop and the discussions that followed.

The end-result of these developments has been somewhat contradictory. Although automation in the transportation environment has become increasingly widespread, the level of involvement and active participation by people, in terms of co-creation and contribution of information, has also increased. As a result, the following two major trends have been observed: (1) increases in Machine-to- Machine (M2M) communications; and (2) increases in the variety and volume of User-Generated Content. In this transportation paradigm, the pervasive use of Information and Communication Technologies will serve as the foundation for mobility intelligence towards an “ubiquitous information-centered mobility environment”. However, many technical and operational questions, as well as social, management and legal challenges present themselves in the transformation to this vision. The book presents a non-technical review of research and initiatives and a discussion of such opportunities and challenges.
