Book excerpt: This 2019 Article IV Consultation with Federated States of Micronesia (FSM) highlights that the economy has performed well in recent years, with relatively high growth and low inflation. Fiscal and current account balances have recorded large surpluses since 2017, owing to the authorities’ decision to save revenue windfalls. Nonetheless, the FSM faces significant medium-term uncertainty as various economic supports under the Compact Agreement with the United States are set to expire in 2023. Unless they are renewed, the FSM is expected to lose access to Compact grants, giving rise to a fiscal cliff in 2023; banking sector oversight by the Federal Deposit Insurance Corporation; and post-disaster rehabilitation assistance. The country is highly vulnerable to climate change, while private sector activity remains anaemic. It is recommended to improve resilience to climate change by strengthening capacity to implement adaptation projects. Over the medium term, disaster risks should be mitigated by using disaster insurance and disaster-contingent foreign financing.

These include the following: (i) Round-table discussions on aquaculture development, biosecurity legislation, aquatic animal health and aquaculture biosecurity (21–22 May 2019); (ii) Technical Seminar on Basic Aquatic Animal Health and Aquaculture Biosecurity (23 May 2019); (iii) National Consultation on Aquaculture Development, Biosecurity Legislation, Aquatic Animal Health (24 May 2019); and (iv) Introductory training course on risk analysis within the Progressive Management Pathway for Improving Aquaculture Biosecurity (PMP/AB) (27–28 May 2019). The various activities undertaken during the field mission provided the basis for drafting the National Strategy on Aquatic Animal Health (NSAAH) and the National Aquatic Pathogen List (NAPL) for FSM. There is a need to conduct another round of national consultations in order to generate feedback prior to finalizing the documents and approval. The next step will be to incorporate them into the government’s policy documents and work with partners for joint resource mobilization to support implementation. The report also contains a list of recommendations that the Government of FSM should consider to improve capacities in aquatic animal health and aquaculture biosecurity.

The phenomenon is not temporary but is expected to carry on during the 21st century and beyond. A distinctive feature of modern international law is the concept of maritime zones. Each maritime area is subject to an intricate scheme of States’ rights and obligations. Coastal geography is a fundamental component of a long-standing method, developed and agreed upon between States, to establish the outward limits of these areas. A feature of this method is the baseline. In international law it is the only reference line from where the outward limits of maritime zones are measured. There are clear rules on how this is established along a coast. There is a concern amongst a number of States that rising sea water levels as a result of climate change may compel them to shift their baselines inward thus affecting the outward limits of their maritime zones. It is clear that the stability of maritime boundaries is put into question and this may bring about serious political, legal and economic repercussions. This concern may also affect the outcome of dispute settlement procedures before a competent international court or tribunal the purpose of which is to resolve overlapping maritime claims. Key questions emerge. What is the role played by coastal geography in the legal regime determining the outward limits of maritime zones? What are the consequences of changes to coastal geography? To what extent are dispute settlement procedures before a Court or Tribunal immune from this concern? Is international law able to address this? If so, in what way and what are its limits? What can be done to resolve this?

Book excerpt: Illegal, unreported and unregulated (IUU) fishing is a recognised global problem that undermines the integrity of responsible fisheries management arrangements and results in lost value to coastal states. The first attempt at quantifying the value and volume of IUU fishing in tuna fisheries within the Pacific Islands region was undertaken in 2016 using data from 2010-2015 (MRAG Asia Pacific, 2016). That study estimated the total volume of product either harvested or transhipped involving IUU activity in Pacific tuna fisheries was 306,440t, with an ex-vessel value of $616.11m. Nevertheless, the authors noted that the data and information underlying many of the estimates were highly uncertain and that the outputs should be seen as a ‘first cut’. In order to assess changes in the nature and extent of IUU fishing since that time, this study was commissioned as part of the Global Environment Facility-funded Pacific Islands Oceanic Fisheries Management Project II (OFMP II) to undertake a ‘2020 update’ of the original estimates. Broadly, the aim was to undertake an ‘apples vs apples’ update of the original estimates, using a consistent methodology and taking into account the latest available information. The study period covered the years 2017-2019. Importantly, this preceded any COVID-19 related impacts on monitoring, control and surveillance (MCS) and IUU activity in the region. Broadly, we used a ‘bottom up’ approach to quantify IUU fishing activity across key IUU risks in four categories: (i) unlicensed/unauthorised fishing, (ii) misreporting, (iii) non-compliance with other license conditions (e.g. shark finning) and (iv) postharvest risks (e.g. illegal transhipping). ‘Best estimate’ and minimum/maximum range values were generated for each risk, taking into account the best available information. Monte Carlo simulation was then used to produce probabilistic estimates of IUU activity, taking into account probability distributions assigned within the minimum and maximum range values. Using this approach, estimates of IUU volume and value were developed for each of the three main fishing sectors – purse seine (PS), tropical longline (TLL) and southern longline (SLL) – and then aggregated to produce an overall estimate for Pacific Islands region tuna fisheries. The report sets out the outcomes from the analysis, as well as the main messages arising. The report also identifies priorities for future MCS development in the region across both purse seine and longline fisheries.

Steady consumption growth helped to partly offset the effects of weakening exports and investment on growth. The region’s growth prospects face intensified downside risks, including further escalation of trade disputes, a sharper-than-expected slowdown in China, the United States and the Euro Area, along with a disorderly Brexit, and an abrupt change in global financing conditions. In some countries, rising indebtedness and other vulnerabilities, such as the constrained capacity for foreign debt rollover, could amplify the negative effects of external shocks. The regional growth moderation underscores the need to address key vulnerabilities and preserve economic dynamism among developing East Asia and Pacific economies. In the short run, countries with sufficient policy space should use available policy tools to stimulate domestic activities. Better quality spending, together with prudent debt management, is needed to safeguard fiscal sustainability. Deepening regional integration would help offset the negative impact of global protectionism. In the medium to long term, pursuing structural reforms that raise competitiveness, support trade and investment, and encourage innovation is critical to boosting productivity and growth.

The decline has been broad-based reflecting the interconnectedness of the EAP economies and reverberations from the global economy as the virus turned into a pandemic. The Covid-19 outbreak followed an extended period of subdued growth in the region amid multiple external headwinds and heightened trade policy uncertainty. China and other regional economies have implemented monetary and fiscal policy measures to mitigate the negative impact of the outbreak. Growth in the East Asia and Pacific (EAP) region is projected to slow from 5.8 percent in 2019 to lower-than-expected [5.2 percent in 2020], reflecting the expected negative effects of the COVID-19. In this baseline scenario, which is subject to significant uncertainty, growth in the region is expected to recover to [5.6 percent in 2021], as the impact of Covid-19 gradually dissipates. In the medium-term regional growth is expected to continue its downward trend reflecting multiple structural headwinds. Policymakers should focus on designing economically efficient transmission control policies that consider both the marginal costs and the marginal benefits of preventive measures. Such policies would ideally be based on countries’ preparedness and exposure as well as economic circumstances. Targeted fiscal and monetary polices can help reduce the economic disruption caused by COVID-19 in the short term. In the medium-term, there is need to restore depleted buffers, address sources of financial instability, and invest in preventing and coping with infectious disease. Given the growing interdependence between EAP countries, coordinated policies and investments could increase resilience to shocks.

The TA mission took place in response to a request from the authorities, with the support of the IMF’s Asia & Pacific Department (APD). The mission was conducted remotely via video conferences due to the COVID-19 pandemic and travel restrictions. The mission worked with the staff of the FSMBB on the development of FSIs that are in line with the IMF’s 2019 FSI Guide.1 The main objectives of the mission were to: (i) review the source data, institutional coverage and accounting and regulatory frameworks supporting the compilation of FSIs; (ii) provide guidance for mapping source data for the banking sector to the FSI reporting templates FS2 and FSD as well as areas for improvement in the metadata; (iii) agree with the FSMBB the timeline to begin regular reporting of the FSIs for deposit-takers to STA, conditional on the availability and completeness of the source data; and (iv) agree on the timeliness of data reporting.
