Book excerpt: The reauthorization of the federal government's terrorism risk insurance program in January 2015 helps ensure that private insurance for commercial property and casualty losses caused by terrorism remains widely available both before and after an attack. The Congressional Budget Office projects that the insurance program will increase federal spending by $3.1 billion and boost net revenues by about $3.5 billion over the next 10 years on an expected-value basis, but those average amounts incorporate a wide and unevenly distributed set of possibilities. Before the program's reauthorization in January 2015, CBO analyzed a variety of options for federal support of terrorism risk insurance. This book examines in more detail some options that might be considered in the future: shift more risk to insurers by raising their deductibles and copayments or by narrowing the scope of the program; strengthen policyholders' incentives to mitigate losses by charging risk-based prices for the government's support; and improve private insurers' ability to offer coverage by changing the tax treatment of catastrophic reserves.

Available in PDF, EPUB and Kindle. Book excerpt: The business of reinsurance developed at the fringe of financial services and, for most of its existence, went largely unnoticed outside the expert community. More recently, both public and professional sensitivity towards managing risks has increased and reinsurers have emerged as authorities on global threats such as climate change and natural catastrophes. This is the first book to provide a comprehensive historical description of this industry. It traces the global development of reinsurance from the early 19th century until today. As such it gives a detailed account of how the nature of risk itself changed over the last 200 years. It highlights all aspects relevant in shaping the industry from the development of risk, risk engineering and risk management, actuarial science, the financial and monetary environment, market conditions, impacts of politics, the effects of regulatory changes, to large risks and natural catastrophes. A comprehensive introduction by the editors highlights the different challenges and approaches to managing risk from a reinsurance perspective such as mathematical, financial, legal, and contractual developments, as well as the changing business models adopted. All of these are dealt with in further detail by ten contributing authors.

Available in PDF, EPUB and Kindle. Book excerpt: Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Book excerpt: The digital transformation of economic activities is creating significant opportunities for innovation, convenience and efficiency. However, recent major incidents have highlighted the digital security and privacy protection risks that come with an increased reliance on digital technologies. While not a substitute for investing in cyber security and risk management, insurance coverage for cyber risk can make a significant contribution to the management of cyber risk by promoting awareness about exposure to cyber losses, sharing expertise on risk management, encouraging investment in risk reduction and facilitating the response to cyber incidents. This report provides an overview of the financial impact of cyber incidents, the coverage of cyber risk available in the insurance market, the challenges to market development and initiatives to address those challenges. It includes a number of policy recommendations which support the development of the cyber insurance market and contribute to improving the management of cyber risk.

Book excerpt: Disasters damage and destroy infrastructure and disrupt economic activities and services, potentially delaying long-term development and hampering efforts to reduce poverty in the region. Countries require a strong enabling environment for disaster risk financing to ensure the timely availability of post-disaster funding. This report presents a comprehensive diagnostics tool kit that countries can apply to assess the financial management of disaster risk. The framework examines the state of the enabling environment and provides a basis to enhance financial resilience with insurance and other risk transfer instruments. It incorporates lessons from the country diagnostics assessments for Fiji, Nepal, Pakistan, and Sri Lanka that made use of the tool kit and methodology.

Without it, they cannot make a living, stay healthy, and maintain a good quality of life. Access to basic infrastructure is also a key driver of economic development. This report lays out a framework for understanding infrastructure resilience - the ability of infrastructure systems to function and meet users’ needs during and after a natural hazard. It focuses on four infrastructure systems that are essential to economic activity and people’s well-being: power systems, including the generation, transmission, and distribution of electricity; water and sanitation—especially water utilities; transport systems—multiple modes such as road, rail, waterway, and airports, and multiple scales, including urban transit and rural access; and telecommunications, including telephone and Internet connections.

There is a need for studying and documenting cultural heritage in Arctic landscapes, as these are the most affected by climate change. Remote sensing represents a powerful tool in the monitoring, management and safeguarding of cultural heritage. Sites included in the UNESCO World Heritage List should receive more attention from both geoscientists and social scientists. Urbanization has a short- and long-lasting effect on the conservation of cultural heritage.
