This book contains the text of the law as enacted, a FITARA Roadmap Milestone View, the November 2017 Biannual FITARA Scorecard, a June 2015 Memo from the White House that provides implementation guidance, and a GAO statement titled "Further Implementation of FITARA Related Recommendations Is Needed to Better Manage Acquisitions and Operations." Congress established the Chief Information Officers (CIO) position to serve as an agency focal point for IT to address these challenges. Recognizing the importance of the CIO position to successful IT management a government-wide review of CIO responsibilities was conducted. The objective of chapter 1 is to determine the extent to which agencies have addressed the role of the CIO in accordance with federal laws and guidance, and major factors that have enabled and challenged agency CIOs in fulfilling their responsibilities to carry out federal laws and guidance. The Federal Information Technology Acquisition Reform Act (FITARA) provided an opportunity to strengthen the authority of CIOs to provide needed direction and oversight of agencies' IT budgets. Chapter 2 addresses the extent to which selected federal agencies established policies and procedures that address IT budgeting requirements, could demonstrate that they had developed fiscal year 2017 IT budgets for sampled investments consistent with FITARA and OMB guidance, and implemented processes to ensure that annual IT budgets are informed by reliable cost information.

Recognizing the severity of issues related to government-wide IT management, Congress enacted federal IT acquisition reform legislation in December 2014. Among other things, the law states that OMB require in its annual IT capital planning guidance that CIOs certify that IT investments are adequately implementing incremental development. GAO was asked to review agencies' use of incremental development. This report addresses the number of investments certified by agency CIOs as implementing adequate incremental development and any reported challenges, and whether agencies' CIO certification policies and processes were in accordance with FITARA. GAO is making 19 recommendations to 17 agencies, including 3 to improve reporting accuracy and 16 to update or establish certification policies.

In December 2014, provisions commonly referred to as the Federal Information Technology Acquisition Reform Act (FITARA) were enacted. Among other things, FITARA states that OMB shall make available to the public a list of each major IT investment including data on cost, schedule, and performance. OMB does so via the Federal IT Dashboard-its public website that reports on major IT investments, including ratings from CIOs which should reflect the level of risk facing an investment. GAO's objectives were to (1) describe agencies' processes for determining CIO risk ratings for major federal IT investments primarily in development and (2) assess the risk of federal IT investments and analyze any differences with the investments' CIO risk ratings. To do so, GAO selected major IT investments with at least 80 percent of their fiscal year 2015 budget allocated to development (resulting in 95 investments across 15 agencies) and compared CIO rating processes to OMB guidance. GAO also analyzed data on those investments to create its own risk assessments.
