Book excerpt: From the Prefatory Note: ...some 250 public service sector managers came together from April 23 to 23 1986, to reflect on the impact that contemporary changes in their environment were having on their work as managers. They were joined by a small number of academics, consultants and private sector managers. The conference consisted of plenary sessions on restraint, contracting out, information technology, public access to information, conflict of interest, risk taking, employment equity and political rights....The ninth and final plenary session was a panel discussion on the question of whether or not a new model was emerging for the public sector manager. What follows is a summary of the discussion at the conference and a collection of plenary and workshop papers around the nine themes.

Available in PDF, EPUB and Kindle. Book excerpt: This title was first published in 2000: The management of public services is becoming an increasingly difficult task. Demands are increasing while funds appear to be decreasing, but quality of service must remain high. New services are required, demands have to be faced, activities don't always go according to plan and problems emerge in unexpected places and at unusual times; and public managers are expected to deal with these deviations from their regular work patterns. While some activities are concrete in nature and can be seen, such as medical care and education, others are obscured from public view. With governments emphasizing areas that produce visible and quantifiable results, they often neglect the intangible services that must also be provided to the public. Poor performance in these areas can contribute to major crisi in public organizations. This volume examines four case studies in the context of the changing political and social environment of the new Hong Kong Special Administrative Region of the People's Republic of China. The use of these cases from the public sector in Hong Kong will hopefully help readers to understand the difficulties faced by modern governments in providing basic services to the public.

Available in PDF, EPUB and Kindle. Book excerpt: Canada's machinery of government is out of joint. In Breaking the Bargain, Donald J. Savoie reveals how the traditional deal struck between politicians and career officials that underpins the workings of our national political and administrative process is today being challenged. He argues that the role of bureaucracy within the Canadian political machine has never been properly defined, that the relationship between elected and permanent government officials is increasingly problematic, and that the public service cannot function if it is expected to be both independent of, and subordinate to, elected officials. While the public service attempts to define its own political sphere, the House of Commons is also in flux: the prime minister and his close advisors wield ever more power, and cabinet no longer occupies the policy ground to which it is entitled. Ministers, who have traditionally been able to develop their own roles, have increasingly lost their autonomy. Federal departmental structures are crumbling, giving way to a new model that eschews boundaries in favour of sharing policy and program space with outsiders. The implications of this functional shift are profound, having a deep impact on how public policies are struck, how government operates, and, ultimately, the capacity for accountability.

Computerized information systems can be destructive or constructive for organizations and staff. However, the impact of a system cannot be predicted from its logical design alone: one must analyze how well the design fits the needs, interests, and existing practices of those who are likely to use it.
