This report is a summary of the findings from a review of the literature and critical analysis thereof. The ‘private sector’ includes all farmers, farm households, and agriculture-based micro, small and medium enterprises (MSMEs). That is: all entities involved in crop, livestock and fish production and marketing, in post-harvest activities and food processing, and in supply chains for the goods, services and information used in the process. The study examines different types of agricultural water development and management. These include smallholder subsistence farming, cultivation of profit-oriented high-value crops, and peri-urban agriculture, as well as successful examples of private sector involvement in various functions or processes, including planning, design, construction, operations and maintenance. The spotlight on ‘water’ does not imply that other factors, such as off farm employment, market development and education, are unimportant.

Book excerpt: About 1.5 billion people, most of the world’s poor, live on small farms in developing countries. Improving livelihoods requires investing in their “agriculture human capital”: skills, abilities and knowledge, social and personal attributes and experience to enable them to farm productively and sustainably. These include technical agricultural skills in crops and livestock, business skills in marketing, records, as well as functional skills such as empowerment, leadership, and innovation. There is high demand for human capital development but public agencies often cannot provide it and smallholders cannot afford to pay for it. There is great need for it as agriculture becomes more commercial, information- and skill-intensive and climate change increases weather hazards. This brief aims to assess the private sector’s role in developing smallholder human capital, and the advantages, limitations and challenges of this involvement. It outlines how development agencies and governments can facilitate the private sector to increase investment. The brief concludes with recommendations on how development agencies and governments can support and facilitate private sector investment. The main providers of non-formal agricultural train ing are extension and advisory services (EAS), mainly government, private companies, NGOs and farmer organizations. Other providers include agricultural technical and vocational education and training centres, on-the-job training such as internships, and informal interaction between farmers.

In the former Soviet Union and Eastern Europe, the agribusiness complex was dominated by state-owned enter prises. Despite major technological advances, agriculture and agribusiness sectors in these economies remained inefficient. A large share of the population, particu larly in the rural areas, has not been able to improve household incomes and living standards. The final decade of the 20th century will certainly be recorded as one of the most dynamic in modem history. The restructuring of the former Soviet Union and Eastern Europe and market reforms in many of the developing countries are progressing at a rapid pace. Agribusiness is key to economic perfor mance in these areas in that agriculture is an important sector in many of these economies. Economic transition to a market economy is presenting many challenges and opportunities to accelerate the process of agribusiness development, which is so essential to alleviate rural poverty. An international symposium, organized by the International Fertilizer Development Center (IFDC), provided a unique opportunity to discuss needed policy reforms to promote efficient and competitive agribusiness develop ment, with a particular focus on privatization and deregulation.

These partnerships spur innovation for agricultural development and have various advantages over other institutional arrangements fostering R&D. This report summarizes the experiences of a research project that analyzed 125 public-private research partnerships (PPPs) in 12 Latin American countries. The analysis indicates that several types of partnerships have emerged in response to the various needs of the different partners. Nevertheless, public-private partnerships are not always the most appropriate mechanism by which to carry out R&D and foster innovation in agriculture. Sometimes, it is more efficient to organize research via participatory projects or through research contracts.

Book excerpt: Enduring low agricultural productivity is one of the major causes of rural poverty in South Asia. Based on a review of recent empirical studies, this paper focuses on three key questions: (1) why is agricultural productivity low in the region?; (2) what are the key constraints and opportunities for enhancing agricultural productivity; and (3) what are the effective mechanisms to improve access to key productivity enhancing technologies, factors and services. Two major points raised in the paper are: (a) improved management of land and water is important for increasing productivity, but equally important is farmer access to non land and water-related inputs and services, which through their complementary relationships with water, increase the productivity and value of water. Even if most of the constraints related to land and water are removed through improved management, the resulting gains in productivity may not be sufficient-in the presence of constraints related to other factors and services-to have any significant impacts on poverty. Therefore, in order to generate any major increases in productivity, improved access for farmers to non land and water-related factors and services is also important; (b) access to these factors and services can be improved by providing them in an integrated manner with public-private sector partnerships. Based on examples of various models, initiatives and practices from Pakistan, India, Sri Lanka, China, Sub-Saharan Africa and other countries, the study suggests a framework for integrated services provision in the agriculture sector, and raises key research issues and questions to be explored.

The U.S. food and agriculture sector is a thriving, complex industry that has benefited from a legacy of exceptionally strong partnership with the public sector. International markets have expanded dramatically over the past 30 years, in large part due to trade liberalization and increasing demand driven by a growing global population and rising incomes. As private companies learn how to operate in key emerging markets, they gain insights, credibility, and goodwill for future investments. Although companies have a number of opportunities to collaborate with U.S. government programs, matching up with FTF priorities and target countries can be a challenge, and it can be difficult to find the right connection between FTF and a company's specific skills and goals. Going forward, maintaining and supporting the focus of FTF priorities are important, but ways must also be found to encourage investment and work in countries that, while not FTF countries, could generate strong results from private investment in the agriculture sector.
