Book excerpt: Land provides the basis for food production and is an indispensable input for economic livelihoods in rural areas. Landownership is strongly associated with social and economic power, not only across communities and households, but also within households. The link between landownership and women’s empowerment has been relatively well documented in general, but not specifically in relation to agriculture. This paper aims to fill this gap by analyzing how ownership of land is associated with agency and achievements in agriculture among female and male farmers in northern Ghana, a region transitioning from customary land tenure without individual ownership rights towards a more individualized and market-based tenure system. We use a recursive bivariate probit model and focus on eight different indicators in four distinct domains: decisions on agricultural cultivation, decisions on farm income, agricultural association membership, and time allocation. Our empirical estimates indicate that landownership is positively correlated with men’s and women’s agency in agriculture, namely in decisions on agricultural cultivation and membership in agricultural association. Yet, we also find that the gender gaps in participation in cultivation decisions, the use of agricultural earnings, and in agricultural workload continue to persist among those who own land. While the results underscore the importance of land as a resource that can enhance women’s agency, they also point out that policies aiming to solely advance land rights may not be sufficient to eradicate or even reduce gender inequality in agriculture.

These activities will allow the hydrological characteristics of the river to be matched to crop-livestock systems of flood recession agriculture that are well suited to the study communities and their organizational and institutional frameworks in order to support sustainable growth of such systems. This detailed study will provide recommendations on the technical, economic, institutional and policy measures needed to achieve sustainable intensification of flood recession agriculture in northern Ghana, while complementing efforts undertaken to promote other types of water management systems. Options for out-scaling of flood recession agriculture beyond the study area to other suitable areas will also be explored. The expectation is that the proposed project will improve food security by enhancing knowledge on effective flood recession practices, enhance rural incomes through expanded dry-season farming with new opportunities for rural employment, and improve adaptation to climate change by building more resilient farming communities. To achieve these expected outcomes, proactive policies that clearly identify flood recession agriculture as an alternative farming practice and provide institutional mandates to irrigation support services to promote it through training, demonstration, and outreach programs will be equally valuable.

Africa RISING aims to create opportunities for smallholder farmers in Africa south of the Sahara (through action research and development partnerships) by sustainably intensifying their farming systems and improving food, nutrition, and income security. Initiated in 2012, the program is supported by the United States Agency for International Development (USAID) as part of the U.S. government’s Feed the Future (FTF) initiative. The International Institute of Tropical Agriculture (IITA) leads a sustainable intensification effort focusing on the cereal-based farming systems in the Guinea Savannah Zone of West Africa (Ghana and Mali) and East and Southern Africa (Malawi, Tanzania, and Zambia) while the International Livestock Research Institute (ILRI) leads the research activities focusing on the crop-livestock systems of the Ethiopian highlands. The International Food Policy Research Institute (IFPRI) has been tasked with M&E of the three projects. Ghana Africa RISING is being implemented in Northern, Upper East, and Upper West regions of Ghana, within the FTF Zones of Influence. The research activities are led by IITA and Wageningen University (WUR). GARBES collected detailed household- and plot-crop level data addressing various topics: employment (agricultural and non-agricultural); health; agricultural land; crop inputs, harvest, storage, and sale; livestock ownership, feed, and water; agriculture-related challenges and coping strategies; credit and off-farm income sources; housing condition and ownership of various durable assets; subjective welfare and food security; household-level food consumption; non-food expenditure; agricultural shocks; and child and women anthropometry. The community survey collected data on access to basic services; extension services; social organizations, mobility, and village-level shocks; access to natural resources; metric conversion units; and prices of crops and food items. GARBES covered 1,284 households and 50 communities drawn from the three project regions. Data were collected using structured questionnaires in multiple local languages through Computer Assisted Personal Interviewing (using SurveyCTO).

Book excerpt: This study examines the question of whether or not the technology of bullock traction has spread in northern Ghana between 1982/83 and 1993/94 and, furthermore, what factors determine changes in the pattern of the adoption of bullock traction in this area. The introduction to the problem and the objectives of the study in chapter one are followed by a theoretical section in chapter two that focuses on the question why one would have expected a further spread of bullock traction. This chapter explains the direct benefits of bullock traction and reviews the current state of knowledge of this issue. Factors that might have resulted in changes in these direct benefits of bullock traction between 1982/83 and 1993/94 such as population growth and the effects of structural adjustment programs are discussed. Additionally, the implications of the life-cycle of households and the tradition of the inheritance of cattle for changes related to bullock traction adoption over time are identified. Chapter three introduces the empirical data collection procedure and methods. The study is a follow up study to the study of Panin (1988) who conducted research on the same farm-households in 1982/83, in three villages of the Northern Region of Ghana. Chapter four presents the empirical findings about the changes in the socio-economic conditions that are relevant for bullock traction adoption in the study villages. These data extend the information in chapter two to the village level. The empirical findings about changes in the effects of bullock traction at the field level are presented in chapter five. The analysis includes the effects of bullock traction on land use, household labor utilization, performance of crop production, and aspects of bullock traction renting. The effects of bullock traction at the farm-household level were addressed in chapter six. It is necessary to separate the analysis at the field level from the farm-household level analysis because farmers combine different tillage technologies at the farm-household level. This chapter includes changes over time regarding household demographics, resource endowment, farm labor allocation, crop production performance, income statements, and the costs and benefits of an investment in bullock traction. Chapter seven of this study is concerned with the question of whether the changes in the bullock ownership pattern for the sampled households are in line with general trends at village level. For this purpose, the village census of 1994 was compared with 1982 and the result is that the ownership of bullocks and implements has declined which means that the results of the analysis at farm-household level is in line with general trends at village level. Although individual ownership of bullock traction declined, the area plowed by bullocks in the study area increased because renting of bullock traction services increased. Chapter eight of the study discusses important empirical results of chapters four to seven in light of the arguments made in the theoretical chapter two and draws attention to the conclusions of the empirical results. Important points discussed in chapter eight are: methodological issues, the labor-saving effect of bullock traction that is maintained over the years, the effect on crop yields that was found to exist in 1982 but not in 1994, the importance of the life-cycle of households to understand changes in bullock traction adoption at farm-household level, and the effects of structural adjustment programs on the adoption of bullock traction. Book excerpt: The adoption of machinery in agricultural production in Africa south of the Sahara has been far behind the level of mechanization found in Asia and Latin America. However, recent survey data have revealed high levels of machinery use in localized areas of cereal production in northern Ghana. A survey conducted by the International Food Policy Research Institute, in partnership with the Savannah Agriculture Research Institute, found that in some areas more than 80 percent of farmers were using machinery for at least one operation. This paper considers the theoretical drivers of agricultural intensification, as outlined by Boserup, Pingali, and Binswanger, and the extent to which they are able to explain the spatial variation in machinery use found in northern Ghana. Population pressure, market access, and agroecological conditions are considered key drivers that cause farmers to find ways to increase productivity and adopt new technologies. Combining survey data with geospatial datasets, the empirical analysis finds that population growth and travel time to the local urban center explain a significant and large proportion of the variation in machinery use by farmers.
