The Japanese government legalized abortion in 1948 but did not approve the pill until 1999. In this carefully researched study, Tiana Norgren argues that these contradictory policies flowed from very different historical circumstances and interest group configurations. Doctors and family planners used a small window of opportunity during the Occupation to legalize abortion, and afterwards, doctors and women battled religious groups to uphold the law. The pill, on the other hand, first appeared at an inauspicious moment in history. Until circumstances began to change in the mid-1980s, the pharmaceutical industry was the pill's lone champion: doctors, midwives, family planners, and women all opposed the pill as a potential threat to their livelihoods, abortion rights, and women's health. Clearly written and interwoven with often surprising facts about Japanese history and politics, Norgren's book fills vital gaps in the cross-national literature on the politics of reproduction, a subject that has received more attention in the European and American contexts. As the birth control movement spread beyond national and racial borders, it shed its radical bearings and was pressed into the service of larger ideological debates around fertility rates and overpopulation, global competitiveness, and eugenics. By the time of the Cold War, a transnational coalition for women's sexual liberation had been handed over to imperial machinations, enabling state-sponsored population control projects that effectively disempowered women and deprived them of reproductive freedom. In this book, Aiko Takeuchi-Demirci follows the relationship between two iconic birth control activists, Margaret Sanger in the United States and Ishimoto Shizue in Japan, as well as other intellectuals and policymakers in both countries who supported their campaigns, to make sense of the complex transnational exchanges occurring around contraception. The birth control movement facilitated U.S. expansionism, exceptionalism, and anti-communist policy and was welcomed in Japan as a hallmark of modernity. By telling the story of reproductive politics in a transnational context, Takeuchi-Demirci draws connections between birth control activism and the history of eugenics, racism, and imperialism.

Book excerpt: Helen Hardacre provides new insights into the spiritual and cultural dimensions of abortion debates around the world in this careful examination of mizuko kuyo—a Japanese religious ritual for aborted fetuses. Popularized during the 1970s, when religious entrepreneurs published frightening accounts of fetal wrath and spirit attacks, mizuko kuyo offers ritual atonement for women who, sometimes decades previously, chose to have abortions. As she explores the complex issues that surround this practice, Hardacre takes into account the history of Japanese attitudes toward abortion, the development of abortion rituals, the marketing of religion, and the nature of power relations in intercourse, contraception, and abortion. Although abortion in Japan is accepted and legal and was commonly used as birth control in the early postwar period, entrepreneurs used images from fetal photography to mount a surprisingly successful tabloid campaign to promote mizuko kuyo. Enthusiastically adopted by some religionists as an economic strategy, it was soundly rejected by others on doctrinal, humanistic, and feminist grounds. In four field studies in different parts of the country, Helen Hardacre observed contemporary examples of mizuko kuyo as it is practiced in Buddhism, Shinto, and the new religions. She also analyzed historical texts and contemporary personal accounts of abortion by women and their male partners and conducted interviews with practitioners to explore how a commercialized ritual form like mizuko kuyo can be marketed through popular culture and manipulated by the same forces at work in the selling of any commodity. Her conclusions reflect upon the deep current of misogyny and sexism running through these rites and through feto-centric discourse in general.

Book excerpt: This book tells the story of a society reversing deeply held worldviews and revolutionizing its demography. In parts of eighteenth-century Japan, couples raised only two or three children. As villages shrank and domain headcounts dwindled, posters of child-murdering she-devils began to appear, and governments offered to pay their subjects to have more children. In these pages, the long conflict over the meaning of infanticide comes to life once again. Those who killed babies saw themselves as responsible parents to their chosen children. Those who opposed infanticide redrew the boundaries of humanity so as to encompass newborn infants and exclude those who would not raise them. In Eastern Japan, the focus of this book, population growth resumed in the nineteenth century. According to its village registers, more and more parents reared all their children. Others persisted in the old ways, leaving traces of hundreds of thousands of infanticides in the statistics of the modern Japanese state. Nonetheless, by 1925, total fertility rates approached six children per women in the very lands where raising four had once been considered profligate. This reverse fertility transition suggests that the demographic history of the world is more interesting than paradigms of unidirectional change would have us believe, and that the future of fertility and population growth may yet hold many surprises.
