Book excerpt: Forest carbon sequestration and storage is increasingly being considered as an attractive climate change mitigation strategy across the Northeast, the United States and the world. Recent research indicates that a significant percentage of U.S. reductions in carbon emissions could be achieved through improved forest management at costs competitive to other mitigation strategies and technologies. Given that the majority of forestland throughout the country is owned by many diverse private forest landowners, the success or failure of forest carbon management programs may depend on the willingness of these landowners to participate in voluntary carbon offset programs. The goal of this thesis is to provide a better understanding of future landowner participation in forest management programs specifically targeting carbon benefits. Using a mail survey of 1,200 landowners in the Catskills region of New York State, a landowner's willingness to accept incentive payments in return for improved forest management is determined using a contingent valuation approach. The landowner's utility-maximizing participation decision is estimated using a logit econometric model. Results of this study indicate that there is a strong interest among a broad spectrum of landowners for forest management, especially among those concerned with climate change issues. Participation rates ranged from 30 percent at relatively low incentive payment offers to 85 percent at high incentive payment offers. The median incentive payment necessary to induce participation is between $14 and $19 per acre, per year. The participation decision is influenced by the amount of incentive payment offered, property size, different ownership objectives, attitudes towards climate change issues and political orientation. These results indicate that forest management could be an efficient and effective climate change mitigation policy in the Catskills region of New York State, and possibly beyond.

Improved Forest Management projects allow for the production of forest products while also providing landowners with an alternative revenue stream. Therefore, the inclusion of these projects may have important implications for landowner livelihoods and the health of their forests. Landowners have a variety of motivations for participating within this type of program. However, nonindustrial private forest (NIPF) owner behavior is particularly complex and motivated by multiple objectives, including economic incentives. This research aimed to identify motivations and barriers to NIPF participation within this carbon offset program. Although studies have provided information on landowner behavior within hypothetical markets, this research focused specifically on NIPF participation within California’s newly implemented forest carbon offset program. A mail questionnaire was used to assess NIPF perceptions of forest project requirements. Most respondents were interested in participating in this program in order to receive additional revenue and to improve forest health, regardless of forest ownership objectives. However, participants also identified possible constraints in joining the market, such as the lengthy time commitment, high costs, and protocol complexity. The results of this study contribute to the growing body of knowledge regarding NIPF behavior within incentive-based management programs.

This study intended to develop a typology of NIPF landowners based on their reasons of owning forestland, assess their attitude toward climate change and carbon sequestration, and evaluate their participation behavior toward forest carbon sequestration in the southern US. A mail survey of NIPF landowners in the southern US was used to collect the data necessary for this study. Study results indicated that landowners in the southern US could be segmented into multi-objective, timber and amenity oriented landowners; and landowner groups differed in terms of their ownership characteristics, management behavior, and interest toward forest carbon sequestration. Additionally, the southern landowner attitudes toward climate change and carbon sequestration could be grouped into positive, negative, and undecided types; with the undecided group composing the largest proportion of landowners. However, few landowners indicated having a good understanding of forest carbon sequestration, indicating the need for more education and outreach activities in this region. In addition, landowner willingness to participate in carbon sequestration practices was different when such practices were more profitable, revenue neutral or less profitable than timber management only. Although many landowners would require a significant profit to participate in carbon sequestration programs, others would participate with little or no incentives. Those having recreational goals for their property were the most likely landowners to participate in carbon sequestration. Similarly, positive attitudes toward climate change (i.e., with a belief that climate change is scientifically proven) and a good understanding of forest carbon sequestration positively affected landowner participation in forest carbon sequestration. Economic implementation of climate change policy could be achieved by designing education, incentives, or assistance programs to connect with recreational goal landowners in the southern US.

Book excerpt: In United States, voluntary and mandatory state-level carbon trading programs are multiplying that allow forest landowners to be compensated for carbon sequestered by their forests. Forests are a potential carbon sink, and certain forest management activities can effectively result in increased carbon sequestration. This study tries to answer two questions: 1) Can owners of oak forest stands in Pennsylvania benefit by participating in carbon markets and are the benefits sufficient to induce participation? And 2) If so, to what extent and how would participation in carbon markets change the management behavior of Pennsylvania oak forest owners? In order to answer these questions, two objectives are addressed: First, apply the CAR Forest Project Protocol to a variety of Pennsylvania oak forest management scenarios on a sample of oak forest stands that vary in terms of age, site quality and stocking. Second, Evaluate how participation in CAR would affect the profitability of each management scenario and, if so, how participation would likely change the preferred management practice for each stand. Thirty-six oak plots in Pennsylvania were selected from the Forest Inventory and Analysis (FIA) database, with two from each of 18 groups based on Stand Age, Basal Area, and Site Condition. Seven management alternatives (two even-aged alternatives, four uneven-aged alternatives, and a No Management alternative) were simulated for each of the sampled plots using the Forest Vegetation Simulator (FVS). Carbon credits, or Climate Reserve Tonnes (CRTs), were calculated for each plot and management scenario using the Forest Project Protocol from CAR. The Shelterwood 80 (SW 80) management alternative was designated as the baseline scenario. The present value of the CRTs were calculated based on two carbon prices ($10 tCO2e and $30 tCO2e) and discounted rates (4% and 6%). In addition, the present value of timber harvests was also calculated for each plot and management scenario. Negative quantified removals were addressed by assuming that each plot/stand was part of a larger ownership and that negative removals are offset by positive removals on the rest of the property in any given year. Thus, no negative removals were carried over and no buffer pool was needed to account for reversals. This approach is referred to as the "enterprise-wide perspective." Confidence deductions were also set at 10%. Total quantified removals are generally larger for the no management scenario and the SW120 scenario but are lower and often negative for the other treatments. When carbon price is at $10/ tCO2e and the discount rate is 4%, the present values of the projected carbon credits shows that No Mgt or U 30W management is probably the better choice for landowners interested in maximizing CRTs. However, uneven-aged management treatments tended to produce the greatest present values of timber revenues. At a carbon price of $10/tCO2e, timber values tend to be much larger than carbon values. However, at a carbon price of $30/ tCO2e, the No Mgt option produces nearly as much value from carbon alone as the timber values from other options. This finding suggests that raising carbon price could make the No Mgt become the best scenario even though it produces no timber revenue. The higher discount of 6% disproportionately negatively affects the management scenarios that favor waiting longer before harvesting and reduces the ability of carbon credits to shift the optimal management regime to longer rotations and waiting longer before harvesting. Some limitations of the analysis presented here include the lack of cost data and possible inaccuracies in the way FVS projects stand development under the uneven-aged management scenarios.

This is followed by a comparison of these two methods of choice elicitation, and a description of the implications to the field of limited dependent variables. Results indicated that forest landowners could benefit from participation in CCX carbon offset programs without implementing substantial changes in timber management regimes. The largest net revenue (6,032/ha dollars) from managing loblolly pine stands jointly for timber and carbon sequestration was obtained by enrolling in two CCX contracts. However, enrollment in three subsequent contracts accrued the largest joint revenue ($1,128/ha) in case of cherrybark oak. Managing stands only for increased CO2 sequestration (50 years for loblolly pine and 80 years for cherrybark oak) decreased revenues from timber by up to 31% for cherrybark oak and 12% for loblolly pine stand. Results showed a potential to increase carbon accumulated in wood products by 16 t/ha to 67 t/ha for rotation increases in loblolly pine stands from five to 65 years, respectively. However, carbon prices of $50/t CO2e and $110/t CO2e would be needed to provide sufficient incentives to forest landowners to extend rotation by five and 10 years, respectively. Finally, results indicated that implementation of carbon policies and programs can increase carbon accumulation in Mississippi by up to 264.24 Teragram (Tg) by 2051, depending on future harvest levels. In general, carbon policy scenarios representing a decreased harvest in short-run and increased-harvest in long-run, accumulated more carbon in forests but less carbon in wood products than a baseline scenario representing constant harvest at the 2006 level and increased harvest scenario representing future microeconomic conditions in the U.S. The results of this study can be helpful to forest landowners considering enrollment in carbon offset programs and policy makers interested in management of forest resources for mitigating CO2 emissions.
