From the forests of coastal south Cameroon towards the dry savannas in southern Chad, the construction of the underground pipeline of the Chad Export Project enabled an international research team to investigate a transect of 1070 kilometers (!) length. The Kome-Kribi project demonstrates the exemplary application of rescue or preventive archaeology and of cultural heritage management with regard to a variety of involved political and commercial institutions. In areas previously almost unknown archaeologically an impressive number of 472 new sites from the Middle Stone Age to the Iron Age, many considered to be important, were located. Their description, including quantities of cultural materials, a chronological outline based on about sixty radiocarbon dates, and the integration of the new and known evidence in a synoptic consideration of the cultural development of Central Africa, provides a substantial base for further studies and, for those archaeologists less familiar with the region, also offers an introduction into the local prehistory. Finally, the authors have given us a vision on the abundance of information about Africa’s past that is still preserved in the ground and scarcely touched, so far.

Her book explores the complex way African economy and society are tied to issues of land and labor, offering a comparative study of agrarian change in four rural economies in sub-Saharan Africa, including two that experienced long periods of expanding peasant production for export (southern Ghana and southwestern Nigeria), a settler economy (central Kenya), and a rural labor reserve (northeastern Zambia). The resources available to African farmers have changed dramatically over the course of the twentieth century. Berry asserts that the ways resources are acquired and used are shaped not only by the incorporation of a rural area into colonial (later national) and global political economies, but also by conflicts over culture, power, and property within and beyond rural communities. By tracing the various debates over rights to resources and their effects on agricultural production and farmers’ uses of income, Berry presents agrarian change as a series of on-going processes rather than a set of discrete “successes” and “failures.” No Condition Is Permanent enriches the discussion of agrarian development by showing how multidisciplinary studies of local agrarian history can constructively contribute to development policy. This calls for decentralisation beyond the dominant concern by states and government with urban spaces. Rural areas, rural development and the future of rural settlements need to be understood and addressed in the context of the ongoing democratisation trends and the emergence and development of civil society. States have tended to tame rather than serve civil society in Africa. By establishing a single cultural reference and imposing a centralised state, African governments have exacerbated the fragmentation of civil society. However, political pluralism has slowly been gaining ground since the 1990s. This book explores the scope for implementing decentralisation programmes that focus on citizens in rural areas. For the purpose of decentralisation, civic participation in local politics and user participation in development programmes must be seen as two sides of the coin. The book focuses on spatial planning - a process concerned with spatial organisation in an integrative manner, and incorporates the design, establishment and implementation of a desired spatial structural organisation of land. This is especially relevant in a context where the formulation of guidelines for spatial development at the overall level of a state is inadequate.
