Their pronatalism emerged from a modernist conviction that reproduction and population could be regulated. European countries sought to regulate or encourage reproduction through legislation; America, by contrast, fostered ideological and cultural ideas of pronatalism through what Laura Lovett calls "nostalgic modernism," which romanticized agrarianism and promoted scientific racism and eugenics. Lovett looks closely at the ideologies of five influential American figures: Mary Lease's maternalist agenda, Florence Sherbon's eugenic "fitter families" campaign, George Maxwell's "homecroft" movement of land reclamation and home building, Theodore Roosevelt's campaign for conservation and country life, and Edward Ross's sociological theory of race suicide and social control. Demonstrating the historical circumstances that linked agrarianism, racism, and pronatalism, Lovett shows how reproductive conformity was manufactured, how it was promoted, and why it was coercive. In addition to contributing to scholarship in American history, gender studies, rural studies, and environmental history, Lovett's study sheds light on the rhetoric of "family values" that has regained currency in recent years.

Why is this common human experience rendered exceptional? In All Our Families, disability studies scholar Jennifer Natalya Fink argues that this originates in our families. When we cut a disabled member out of the family story, disability remains a trauma as opposed to a shared and ordinary experience. This makes disability and its diagnosis traumatic and exceptional. Weaving together stories of members of her own family with sociohistorical research, Fink illustrates how the eradication of disabled people from family narratives is rooted in racist, misogynistic, and antisemitic sorting systems inherited from Nazis. By examining the rhetoric of genetic testing, she shows that a fear of disability begins before a child is even born and that a fear of disability is, fundamentally, a fear of care. Fink analyzes our racist and sexist care systems, exposing their inequities as a source of stigmatizing ableism. Inspired by queer and critical race theory, Fink calls for a lineage of disability: a reclamation of disability as a history, a culture, and an identity. Book excerpt: Why was the discourse of family values so pivotal to the conservative and free-market revolution of the 1980s and why has it continued to exert such a profound influence on American political life? Why have free-market neoliberals so often made common cause with social conservatives on the question of family, despite their differences on all other issues? In this book, Melinda Cooper challenges the idea that neoliberalism privileges atomized individualism over familial solidarities, and contractual freedom over inherited status. Delving into the history of the American poor laws, she shows how the liberal ethos of personal responsibility was always undergirded by a wider imperative of family responsibility and how this investment in kinship obligations recurrently facilitated the working relationship between free-market liberals and social conservatives. Neoliberalism, she argues, must be understood as an effort to revive and extend the poor law tradition in the contemporary idiom of household debt. As neoliberal policymakers imposed cuts to health, education, and welfare budgets, they simultaneously identified the family as a wholesale alternative to the twentieth-century welfare state. And as the responsibility for deficit spending shifted from the state to the household, the private debt obligations of family were defined as foundational to socio-economic order. Despite their differences, neoliberals and social conservatives were in agreement that the bonds of family needed to be encouraged — and at the limit enforced — as a necessary counterpart to market freedom. In a series of case studies ranging from Clinton’s welfare reform to the AIDS epidemic, and from same-sex marriage to the student loan crisis, Cooper explores the key policy contributions made by neoliberal economists and legal theorists. Only by restoring the question of family to its central place in the neoliberal project, she argues, can we make sense of the defining political alliance of our times, that between free-market economics and social conservatism.
