Book excerpt: Decades of research have demonstrated that the parent-child dyad and the environment of the familyâ€"which includes all primary caregiversâ€"are at the foundation of children's well- being and healthy development. From birth, children are learning and rely on parents and the other caregivers in their lives to protect and care for them. The impact of parents may never be greater than during the earliest years of life, when a child's brain is rapidly developing and when nearly all of her or his experiences are created and shaped by parents and the family environment. Parents help children build and refine their knowledge and skills, charting a trajectory for their health and well-being during childhood and beyond. The experience of parenting also impacts parents themselves. For instance, parenting can enrich and give focus to parents' lives; generate stress or calm; and create any number of emotions, including feelings of happiness, sadness, fulfillment, and anger. Parenting of young children today takes place in the context of significant ongoing developments. These include: a rapidly growing body of science on early childhood, increases in funding for programs and services for families, changing demographics of the U.S. population, and greater diversity of family structure. Additionally, parenting is increasingly being shaped by technology and increased access to information about parenting. Parenting Matters identifies parenting knowledge, attitudes, and practices associated with positive developmental outcomes in children ages 0-8; universal/preventive and targeted strategies used in a variety of settings that have been effective with parents of young children and that support the identified knowledge, attitudes, and practices; and barriers to and facilitators for parents' use of practices that lead to healthy child outcomes as well as their participation in effective programs and services. This report makes recommendations directed at an array of stakeholders, for promoting the wide-scale adoption of effective programs and services for parents and on areas that warrant further research to inform policy and practice. It is meant to serve as a roadmap for the future of parenting policy, research, and practice in the United States.

Book excerpt: The primary objective of the current study was to investigate parental trauma knowledge, empathic response style, and emotional intelligence as correlates of placement stability in foster homes. The study was a retrospective survey study. Foster parents completed a series of surveys, including demographic questions, self-report of understanding of emotions/emotional intelligence, empathic response patterns, and trauma knowledge. Foster parents also reported on child demographics, length of stay for each child placed in their care, and children's externalizing behaviors. Higher levels of foster parent emotional intelligence (EI) trended toward a significant relationship to higher rates of child placement stability. In the subset of parents who had ever requested any removals, foster parental empathic perspective taking correlated with higher rates of child placement stability as did parental trauma knowledge. Foster parent EI significantly moderated the relationship between child externalizing behavior and placement stability that placement stability was highest when parental EI was high and child externalizing behavior was low, while all other combinations of parent EI and child externalizing behavior levels showed higher rates of child removal requests. Results contribute to knowledge of parent/family characteristics that may be important correlates of placement stability in foster care and suggest that parental empathic perspective taking, emotional intelligence/understanding of emotions and trauma knowledge may be important protective factors for the placement stability of children in foster care. While parental strengths like emotional intelligence may be protective against placement disruption when children have relatively low levels of externalizing behavior, future studies should attempt to identify parental resources and contextual factors that may be protective when children have higher levels of externalizing behavior, a common risk factor for placement disruption.

Results revealed a positive correlation between marital quality and perceived spousal support and a negative correlation between either marital quality or perceived spousal support and emotional stress associated with disciplining the foster child. Analyses also showed that emotional stress associated with being a foster parent positively correlated with emotional stress associated with both the child's past and the possibility of the child being moved. These results underscore the importance of spousal communication, marital quality, and perceived spousal support as a stress reducer for foster parents.

Foster children are arranged to live and to be cared for emotionally, physically, mentally, and socially by foster parents who are certified by their respective state. Research investigated foster parents' abilities to access the necessary resources and supports that can enhance their knowledge, parenting skills, and retention rates for being a guardian to a foster child. Foster parents who receive specialized trainings and/or have access to an abundance of resources are better equipped to manage, respond, and support the foster child in their care. Adequate trainings and resources also led to results of foster children having an increase of placement stability. Research presented results that when foster parents don't receive specialized trainings or resources this affects both the foster parent and foster child. Foster parents will experience an increase of stress, feeling burnt out, and use ineffective parenting styles which correlates with an increase of placement disruptions. When foster children experience placement instabilities this increases externalizing behaviors and decrease their sense of security and attachment to trusted adults. Multidimensional Treatment Foster Care (MTFC) and Keeping Kin and Foster Parents Supported and Trained (KEEP) are two models supported in the literature that are heavily utilized to train foster parents in. Both MTFC and KEEP supported to reduce placement instabilities and empowered foster parents to effectively parent foster children that require a high attention of care. Further research is required to identify other effective resources and trainings for foster parents.
