Book excerpt: While decommissioning certain facilities at Canada's Distant Early Warning Line sites, the Dept. of National Defence discovered high levels of polychlorinated biphenyls (PCB) in paint on construction materials that were initially intended for landfilling. This report summarizes proceedings of a workshop held to examine the technical feasibility of landfilling those materials. It outlines consensus reached on the landfilling proposal, criteria for landfill design, gaps in knowledge and information, issues to be addressed before landfilling is implemented, and future actions to be taken. Appendices include biographies of speakers and abstracts of their presentations; a discussion paper on such topics as the use of PCB in paint, the rate of physical degradation of paint in the Arctic, the rate of release of PCB from painted materials, environmental transport, and landfill design in Arctic environments; and an outline of points discussed in the workshop.
