The GED is an achievement test used to grant the status of high school graduate to anyone who passes it. GED recipients currently account for 12 percent of all high school credentials issued each year in the United States. But do achievement tests predict success in life? The Myth of Achievement Tests shows that achievement tests like the GED fail to measure important life skills. James J. Heckman, John Eric Humphries, Tim Kautz, and a group of scholars offer an in-depth exploration of how the GED came to be used throughout the United States and why our reliance on it is dangerous. Drawing on decades of research, the authors show that, while GED recipients score as well on achievement tests as high school graduates who do not enroll in college, high school graduates vastly outperform GED recipients in terms of their earnings, employment opportunities, educational attainment, and health. The authors show that the differences in success between GED recipients and high school graduates are driven by character skills. Achievement tests like the GED do not adequately capture character skills like conscientiousness, perseverance, sociability, and curiosity. These skills are important in predicting a variety of life outcomes. They can be measured, and they can be taught. Using the GED as a case study, the authors explore what achievement tests miss and show the dangers of an educational system based on them. They call for a return to an emphasis on character in our schools, our systems of accountability, and our national dialogue. Nearly a quarter of high school freshmen do not graduate and, in many large cities, dropout rates in recent years have stood at around 50 percent. And while most high school dropouts eventually do continue their education -- usually through adult education or GED preparation programs -- too few of those who start GED programs ever pass the exam. Moreover, for those who do earn their GED, the certificate often marks the end of their education, in part because few GED programs (even those that operate on community college campuses) are well linked to college or training programs. Students with only a high school diploma already face long odds of success in a labor market that increasingly prizes specialized training and college education; for GED holders, the chances are even worse. Given this context, the need to develop stronger pathways to college for those without high school credentials is clear. And this need is only magnified by new rules eliminating federal financial aid for aspiring college students without a high school diploma or a GED, and by the planned 2014 implementation of a new GED exam that emphasizes college readiness. To better understand how adult education programs might strengthen pathways to college and careers, MDRC, with financial support from the Robin Hood Foundation and MetLife Foundation, partnered with LaGuardia Community College of the City University of New York (CUNY) to launch a small but rigorous study of the GED Bridge to Health and Business program. The GED Bridge program represents a promising new approach to GED instruction, as it aims to better prepare students not only to pass the GED exam, but also to continue on to college and training programs. MDRC has conducted several evaluations of programs that include GED preparation as one among many program components, but this evaluation is one of only a few to focus specifically on GED curriculum, program design, and efforts to forge a stronger link to college and career training. The results are highly encouraging: One year after enrolling in the program, Bridge students were far more likely to have completed the course, passed the GED exam, and enrolled in college than students in a more traditional GED preparation course. This brief details some of the key findings from this study as well as their implications for future research and for the development of stronger GED and adult education programming.

Book excerpt: In January of 2014, GED Testing Services launched the GED 21st Century Initiative, which was comprised of 2 achievement levels: a high school equivalency standard and a college and career readiness standard. One of the most important goals of this initiative and the redesign of the 2014 GED test was to demonstrate that GED test takers are college and career ready. Using a qualitative case study cross analysis research approach focused on two Adult Basic Education (ABE) GED test preparation sites, this study focused on developing a holistic view of the GED 21st Century Initiative by addressing 5 research questions. Emphasis for the 5 research questions focused on the implementation and the impact of the GED 21st Century Initiative, preparation of the students for college and career readiness, technology integration for ABE/GED programs, and professional development for the staff of the ABE/GED programs. professional development for the staff of the ABE/GED programs. Study findings suggested a great need for ABE/GED programs to be restructured to include curriculum development that incorporates Common Core State Standards, Career and College Readiness Standards, computer literacy, and pathways for preparing students to enter into college or into the workforce. Providing pathways that are comprised of a comprehensive approach which includes incorporating several strategies for ABE/GED programs have proved to be a more successful approach to helping students transition to the next level. Another important finding of this study was that the Test of Adult Basic Education (TABE) assessment provided inaccurate scores of the students’ higher order thinking skills when compared to the 2014 GED test, which caused students to be misplaced in their GED classrooms. One other important finding this study indicated was a continuous need for professional development. Overall, participants thought that the redesign of the 2014 GED test was necessary and they remain hopeful about the benefits of the new test and the possibilities that lie ahead for their ABE/GED programs.

Using descriptive comparisons, bivariate tests, and propensity-score matched regression models to analyze data from rounds 1-15 of the National Longitudinal Survey of Youth, 1997, analyses aim to examine: (1) differential adolescent experiences and contexts between GED recipients and high school graduates; (2) whether differences in adult outcomes between GED recipients and high school graduates can be minimized by accounting for these adolescent contexts and experiences; and (3) adolescent predictors of positive adult outcomes for GED recipients. Additional analyses examine differences in adolescence between GED recipients who went on to obtain a postsecondary credential and those who did not and identify predictors of postsecondary attainment within the GED recipient group. Findings revealed that GED recipients’ contexts and experiences in adolescence were characterized by greater risk exposure (e.g., gang involvement, teen parenthood) in comparison to high school graduates. Collectively, these differences revealed that more risk factors were present in GED recipients’ lives long before they dropped out of high school. Even after accounting for a range of factors from multiple ecological domains in adolescence, GED recipients still had significantly lower household income-to-poverty ratios and lower rates of postsecondary educational attainment than their high school graduate counterparts. However, their general and behavioral health (e.g., alcohol misuse, exercise behaviors) outcomes were either equivalent or better than high school graduates’ outcomes. Looking within the GED recipient group, recipients who eventually completed a postsecondary credential differed in adolescence from those who did not on a number of factors, such as engagement in risky behavior and parental education. Overall, findings suggest that differences between GED recipients and high school graduates existed in a range of ecological domains in adolescence and accounting for these differences attenuated differences in these two groups’ outcomes in adulthood in some cases but not in others. Findings also suggest that GED recipients with a postsecondary credential had different adolescent experiences than recipients without a postsecondary credential. These results signal points for prevention, early intervention, and support for recipients post-GED receipt.

Book excerpt: The purpose of this research was to assess the use of the General Educational Development Tests (GED) as an alternative high school credential in Oregon. A study was conducted of 469 Oregon GED recipients' and 646 private sector employers' perceptions of the GED. Both quantitative and qualitative measurements were used to assess the GED as a credential for education and training, for entering and being successful in the workforce, and as a measure of personal satisfaction. All measures of satisfaction with the GED Tests indicated that Oregon GED recipients perceived no difference between the GED and a high school diploma for further education, training, or employment. Half of the GED recipients responded that they took the Tests for personal reasons. Over 70%, considered the GED equal to a high school diploma for their needs. Over 80% responded that the Tests were worthwhile for employment purposes. Almost two-thirds of the respondents used the GED for further educational activities. Over 94% indicated they would take the Tests again if they had it to do over. Most of the GED recipients surveyed, 85%, indicated the GED was a positive endeavor. Oregon private sector employers perceived differences between GED recipients and high school graduates. Yet, 88%, accepted the GED as an alternative to a high school diploma. However, only 60% of employers felt a GED was equal to a diploma for preparing people to enter the workforce. Three-fourths of the employers felt high school graduates made better employees than non-high school graduates. Less than one-third of employers felt high school graduates made better employees than GED recipients. However, 59%, of employers felt high school graduates did not have the basic skills to enter the workforce. A great majority, 94% of employers, felt both high school and GED programs should include basic instruction for entering the workforce. Although GED and high school diplomas were accepted as credentials for entering the workforce it was evident that employers would like an alternative educational curriculum to aid in the transition from school to work.

This study is in support of GED 20/20, a new comprehensive initiative to transition adults without a high school diploma to the GED credential and career and college readiness via accelerated learning. A first step of the study involved piloting the work with a random sample of 1,000 U.S. GED candidates in September 2008. The pilot reports the latest data available from a 2003 cohort of GED candidates who tested shortly after the introduction of the new rigorous 2002 test series. Major findings of interest in this pilot study reflect a positive relationship between the GED credential and entering postsecondary education. GED credential recipients enrolled in postsecondary education at a significantly higher rate than did non-passers. Women with a GED credential enrolled at a higher rate than male GED credential recipients. Approximately half of GED credential recipients who indicated Enter Two-Year College and Enter Four-Year College as reasons for testing enrolled in postsecondary education after testing. These comparisons suggest that GED credential recipients with the intention to enroll in a two-year or four-year college when testing are more likely to actually do so, compared with GED credential recipients who do not state these goals.
