Interviews were carried out with English Language Learner's who have been retained and promoted. Additional interviews were conducted with first and second grade teachers who have taught the students, as well as the parents of the English Language Learner's. I found parents who are more involved with their child's school work and read to them more often, have children who are less likely to be retained. I also found many classroom teachers do not modify their instruction or use levels of English Language Proficiency to determine whether or not to retain an English Language Learner.

Ten educators from a diverse urban elementary school setting were selected for this study. The educators are classroom teachers and members of the school intervention team. Interviews and observations of classroom teachers and intervention team members were conducted over two months. Questions were focused on each individual's experiences in the referral of ELLs for academic interventions, their rationale throughout the process, and their experiences in the implementation of academic interventions. Classroom observations provided contextual information about their classroom environments and the feasibility of implementing interventions. Results from the interviews and observations describe what criteria classroom teachers use to refer ELLs for interventions, what specific interventions are effective parts of the process, and how they implement these interventions.
