In the Canadian central Arctic, the Bathurst herd of barren-ground caribou (Rangifer tarandus groenlandicus) declined from 472,000 ± 72,900 (± 95% confidence interval) caribou in 1986 to 31,900 ± 10,900 caribou in 2009 ...A reduction in winter forage due to forest fires has been suggested as a factor contributing to the decline. I employed a multi-scale study design to identify the influence of vegetation, fire history, snow cover, and predation risk on the occupancy of winter habitats by Bathurst caribou. Between 2008 and 2009, I collected forest stand and understory data at habitats used by caribou, as well as paired control sites. At a larger spatial scale, I used animal location data recorded from 1996 - 2009 to characterize the spatial and temporal distribution of Bathurst caribou on the winter range. At the scale of the feeding patch, caribou foraged in habitats with a high-percentage ground cover, high biomass of lichen, and few or small trees. Similarly, the consensus among the models of habitat selection was that collared caribou avoided areas of the winter range with a high density of burns and favoured older patches of forest characterized by a high percentage of ground cover of lichen and herbaceous forage and a close proximity to lakes and rivers. However, there was considerable use of habitats adjacent to the burn boundary, and some caribou occupied early-seral habitats significantly more than expected. Although the abundance of fruticose (having branched, shrubby thalli) lichens was relatively high (2464 kg/ha) in areas burned within the last 43 - 264 years, my results suggest that an increased incidence and severity of forest fires due to climatic warming could cause a temporary decrease in the habitat available to the Bathurst caribou herd during winter. In the event that reduced lichen availability becomes a limiting or regulating factor for caribou, fire suppression may be necessary to mitigate.

Increased intensity of insect harassment due to climatic warming is hypothesized as a factor contributing to the decline. I monitored weather, trapped insects, and recorded caribou behavior during 2007-2009. Oestrid fly (Oestridae) presence, and mosquito (Culicidae) and black fly (Simuliidae) activity/abundance were best explained by temperature, wind speed, light intensity, barometric pressure, relative humidity, vegetation, topography, and location. Time of day and growing degree days also affected mosquito and black fly levels. Conditions favouring mosquito activity declined, while those favouring black and oestrid fly activity increased since the mid 1980s. Mosquitoes had relatively little effect on caribou behavior. Insect avoidance increased when oestrids were present or black flies were active at moderate-high levels. Understanding differential effects of macroparasites on Rangifer behavior is necessary to predict herd dynamics in the context of a changing climate across northern Canada. --P.ii.

Book excerpt: The area from Great Slave Lake to the Mackenzie delta and east to the Coronation Gulf area of Nunavut is the wintering range for several barren-ground caribou herds including the Cape Bathurst, Bluenose-West, Bluenose-East and Bathurst herds. Between February and April 2004 we surveyed this area in order to map the distribution of wintering caribou, as some communities had reported the absence of caribou from some of their typical wintering areas. We used fixed winged aircraft flown along predetermined transect lines to map the caribou distribution in survey areas. We found that caribou were widely distributed across the western NWT in late winter 2004 and that the highest concentration of caribou was found southwest of Great Bear Lake. Lower numbers of caribou were on the Arctic coast northeast of Tuktoyaktuk and a band of caribou was spotted extending southeast from Inuvik to northeast of Colville Lake. There were also caribou along the east side of Great Bear Lake to east of the Coppermine River. The Bluenose-West herd normally winters from the southern Tuktoyaktuk Peninsula and Husky Lakes area to Paulatuk and south to Great Bear Lake. However, in winter 2003-2004, most caribou appeared to winter in the area of Great Bear Lake, possibly in response to freezing rain along the coast and deeper snow than usual in the Inuvik Region. As expected, there was also some overlap found between the herds in the use of winter ranges.

Book excerpt: Unlike all other members of the deer family, subpopulations of barren-ground caribou (Rangifer tarandus groenlandicus) exhibit fluctuations in numbers that have been described as cyclic. We created a cyclic individual-based annual life table harvest model to examine the sustainability and user-benefits of regulating the harvest during the portion of the cycle characterized by low numbers, low unharvested population growth rates, or both for the Qamanirjuaq caribou subpopulation (Chapter 1). Cyclic population dynamics were modeled using density-driven dynamic responses of both per capita survival and calf production to a cyclic carrying capacity function. Model parameters were empirically identified to produce cycles that replicated observed Qamanirjuaq (Nunavut, Canada) subpopulation dynamics, including changes in population numbers, human harvest, calf production and calf survival rates. We modified the cyclic barren-ground caribou harvest model, developed for the Qamanirjuaq caribou subpopulation, to model the Bathurst and George River subpopulations. We were able to develop models that corresponded to time-series field estimates of population numbers, calf production rates, and calf survival rates of the Bathurst and George River subpopulations, suggesting that the structure of program CARIBOU 1.0 general and robust. We identified three harvest options for the Qamanirjuaq, Bathurst and George River subpopulations: 1) maximized the total number of removals per cycle, 2) minimized the number of years with imposed restrictions, and 3) minimized the degree and frequency of differences between strata harvests (maximized "evenness"). The range of sustainable harvest options was large for all three subpopulations, and thus offers a framework to exploring harvest strategy options in consultations and co-management planning. Deliberate reduction of harvest during the decline and early increase phases of the cycle significantly reduced the period when subpopulations were too small or increasing too slowly to sustain a harvest at basic needs levels.
