Book excerpt: Many countries have large stocks of government-built housing which, for various reasons, are in poor physical conditions and/or do not conform to the expectations of occupants. The occupants of such housing frequently make unauthorised but quite considerable changes and extensions (transformations) to their dwellings. This book examines user-initiated transformations to government-built housing in Bangladesh, Egypt, Ghana and Zimbabwe, surveyed in a research programme sponsored by the UK Department for International Development. The 1600 dwellings surveyed show how relatively low-income households are capable of supplying new rooms and services both to improve their own housing conditions and to supply rental rooms or accommodation for family members living rent-free. The new construction is often of at least as good quality as the original structures and sometime envelopes the original in a new skin. It is clear that transformation adds accommodation and services to existing housing, upgrades the housing stock, and creates variety out of uniformity. The study leads to policy suggestions to encourage transformations for the renewal of government housing. These include the provision of loan finance; the encouragement of co-operation between neighbours, especially in multi-storey housing; and the planned colonisation of open space next to the dwellings where plots are not provided. For new housing, it is clear that designs for new areas are only the beginning of an on-going development process rather than a blueprint for once-for-all development.

Book excerpt: A comprehensive framework for both reduction of nonresponse andpostsurvey adjustment for nonresponse This book provides guidance and support for survey statisticianswho need to develop models for postsurvey adjustment fornonresponse, and for survey designers and practitioners attemptingto reduce unit nonresponse in household interview surveys. Itpresents the results of an eight-year research program that hasassembled an unprecedented data set on respondents andnonrespondents from several major household surveys in the UnitedStates. Within a comprehensive conceptual framework of influences onnonresponse, the authors investigate every aspect of surveycooperation, from the influences of household characteristics andsocial and environmental factors to the interaction betweeninterviewers and householders and the design of the surveyitself. Nonresponse in Household Interview Surveys: * Provides a theoretical framework for understanding and studyinghousehold survey nonresponse * Empirically explores the individual and combined influences ofseveral factors on nonresponse * Presents chapter introductions, summaries, and discussions onpractical implications to clarify concepts and theories * Supplies extensive references for further study and inquiry Nonresponse in Household Interview Surveys is an important resourcefor professionals and students in survey methodology/researchmethods as well as those who use survey methods or data inbusiness, government, and academia. It addresses issues critical todealing with nonresponse in surveys, reducing nonresponse duringsurvey data collection, and constructing statistical compensationsfor the effects of nonresponse on key survey estimates.

Book excerpt: The single theme that underlies this report on the performance of the Department for Communities and Local Government (DCLG) is: delivery. The DCLG faces unusual challenges as a result of how it is structured and its reliance on the performance of other departments, agencies, local authorities for the achievement of its goals set by the Government. Most of the money for which DCLG is responsible is spent for it by someone else - by over 450 local authorities, 47 local fire brigades, by large government agencies such as the soon-to-exist Homes and Communities Agency with a £2.2 billion budget. The challenge of delivery is examined under several headings: the capability review carried out by the Prime Minister's Delivery Unit; the ten public service agreements (focussing particularly on decent homes, fire and rescue services, race equality and community cohesion and gender equality); home information packs; FireLink and FiReControl, two major technology projects currently under way and both overdue and exceeding planned costs. On the Departmental report, the Committee welcomes the higher standard of the report, and the improvement in provision of full and clear information to Parliament and the public. A concern remains about the number of staff reporting feeling bullied, harassed or discriminated against.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the economic reasons why people choose to live where they live and develops, through analysis of the bid rent function, a unified theory of urban land use and city size. The first part of the book explicates the basic theory of urban land use and optimal city size. Residential location behavior of households is examined in a microeconomic framework and equilibrium and optimal patterns of residential land use are discussed. The corresponding equilibrium and optimal city sizes are studied in a variety of contexts. Part Two extends the classical theories of von Thunen and Alonso with the addition of externality factors such as local public goods, crowding and congestion, and racial prejudice. The rigorous mathematical approach and theoretical treatment of the material make Urban Economic Theory of interest to researchers in urban economics, location theory, urban geography, and urban planning.

Book excerpt: How our thirst for more and larger houses is undermining society and what we can do about it. Have we built our way to ruin? Is your desire for that beach house or cabin in the woods part of the environmental crisis? Do you really need a bigger home? Why don’t multiple generations still live under one roof? In The Housing Bomb, leading environmental researchers M. Nils Peterson, Tarla Rai Peterson, and Jianguo Liu sound the alarm, explaining how and why our growing addiction to houses has taken the humble American dream and twisted it into an environmental and societal nightmare. Without realizing how much a contemporary home already contributes to environmental destruction, most of us want bigger and bigger houses and dream of the day when we own not just one dwelling but at least the two our neighbor does. We push our children to "get out on their own" long before they need to, creating a second household where previously one existed. We pave and build, demolishing habitat needed by threatened and endangered species, adding to the mounting burden of global climate change, and sucking away resources much better applied to pressing societal needs. “Reduce, reuse, recycle” is seldom evoked in the housing world, where economists predict financial disasters when "new housing starts" decline and the idea of renovating inner city residences is regarded as merely a good cause. Presenting irrefutable evidence, this book cries out for America and the world to intervene by making simple changes in our household energy and water usage and by supporting municipal, state, national, and international policies to counter this devastation and overuse of resources. It offers a way out of the mess we are creating and envisions a future where we all live comfortable, nondestructive lives. The “housing bomb” is ticking, and our choice is clear—change our approach or feel the blast.

Available in PDF, EPUB and Kindle. Book excerpt: Never were energy use and security of energy supply as high on the international political agendas as they are now. There seems to be a consensus that energy savings and sustainable energy production must have a high priority. Because the energy use in the residential and non-residential sectors account for a large part of the total energy use, new programs are being developed in order to limit the consumption of energy in these sectors and a lot of attention is put into increasing the energy efficiency of the existing building stock. Towards a Sustainable Northern European Housing Stock is based on a search and inventory of data on the existing Northern-European building stock and related policy developments. In this book, the authors try to give a realistic image of what is really known about the current quality of the building stock, the type of renovation activities that are undertaken and the policies being currently implemented. Recommendations are also made on how to improve the present situation.
