Book excerpt: In recent years state and local governments, universities, and private sector groups have become increasingly active in promoting technological innovation and technology-based business development in their local economies. These efforts have resulted in productive new forms of partnership and cooperation at all levels. While federal programs have sometimes supported these efforts, and while recent changes in federal policy have improved the climate for high technology development initiatives, in most cases both the initiative and the ongoing leadership have come from imaginative state and local leaders. This five-chapter report provides: (1) an overview of high-technology development (HTD); (2) a definition and analysis of high-technology industries; (3) a discussion of entrepreneurship and venture capital in HTD; (4) a discussion of state and local government, university, and private sector initiatives for HTD; and (5) an examination of the federal role in regional HTD. Three reports are appended: they concern (1) the theoretical base for high-technology location and regional development, (2) a regional assessment of the formation and growth in high-technology firms, and (3) a preliminary investigation of recent evidence on high-technology industries' spatial tendencies. How can a city determine whether is should pursue tech-based economic development, if at all, before investing critical resources. The goal of this study is to help cities assess their potential for attracting hightech industries. A city needs to compare its attributes with specific requirements of High-Tech industry to find its strengths and weaknesses, most of which depend on the geographical location of any city. For this evaluation, knowledge of all the factors which contribute to attract high-tech industry is necessary. Such knowledge would then help a city to prioritize the future development goals and objectives. This study involves collection of factors which attract high-tech industry based on prior research and literature review. The collected factors are then ranked based on expert opinions. In addition, a set of hypotheses are formulated for these factors stating their contribution in attracting high-tech industry. A correlation analysis is conducted to determine the strength of relationship with high-tech status of cities. The results are used to summarize characteristics of high-tech cities. Additionally, the results are tested against the set of hypotheses to determine if the literature findings are supported by statistical tests or not. These findings are used to evaluate the significance of various factors for attracting high-tech industry and the extent to which they influence high-tech industry locations.

Most literature on strategic cooperation focuses mainly on issues related to cooperation formation and the reasons why firms form these cooperative partnerships. However, a successfully formed cooperation is not always managed well enough to achieve a satisfactory performance. The knowledge of cooperative formation is necessary, but insufficient to achieve a satisfactory performance. The literature suggests that scholars know little about the underlying factors affecting cooperative performance. A comprehensive literature review was conducted to establish the possible effects of key factors on the performance of international technological cooperation, and the possible relations between key factors. A qualitative pilot study was implemented to verify the practical relevance of those 12 key factors, of which 6 factors have a relatively more significant effect on performance than the other 6 factors. By applying theoretical modeling techniques, the research framework was then constructed according to the postulated relations between 7 key factors (6 relatively more significant factors and the focal concept, performance). Strictly based on the definition of key factors, measurement items of each key factor were carefully reviewed and selected. Following the process of structural equation modeling, the structural equation model in this research was constructed. Unlike most previous cooperation studies, a structural equation model allows researchers to examine simultaneously all the relations amongst key factors. The data were collected from mangers who had experience in managing a technological cooperative project with foreign partners, and were then analyzed by LISREL, a longstanding and widely distributed structural equation modeling computer program. The result suggests that symmetric opinions, commitment, dependence, relationships, partner analyses, and rewards have effects on the performance of international technological cooperation, which confirms the results of the thorough and comprehensive literature review and of the qualitative pilot study. In addition, in the structural equation model of this research, relationships and rewards have effects on commitment, and partner analyses and rewards have effects on dependence, which are also consistent with the literature review. The findings have contributed to theory advancement in cooperation studies, and to the knowledge of international business. Managerial implications from the findings also provide advices, which managers can proactively take, to avoid the odds of success.
