Book excerpt: This thesis develops a conceptual framework of the drivers and barriers to e-commerce adoption in developing countries such as Libya. One of the main drivers of economic development is technology. Technology adoption usually results in rapid economic growth, and rapid economic growth is usually accompanied by rapid structural change. It is now widely accepted by policy makers that e-commerce is at the centre of an economic and social transformation that is affecting all countries. E-commerce creates new economic and social landscapes. E-commerce enables producers in developing-country to overcome traditional business limitations. The research process involves a mixed research approach. Firstly, 15 semi-structured interviews were conducted involving decision makers, government officials, managers and general employees regarding e-commerce and economic development in Libya. Secondly, a questionnaire was distributed across a population of 150 Libyan Internet users on a face-to-face basis. There are many drivers and barriers to the adoption of e-commerce. Most issues (competition, cost, employment, economic development, government, infrastructure, legislation and regulation, payment system) could be drivers or barriers. These issues created the theoretical framework. All issues were examined in Libya, the research findings confirmed the effects of these issues on e-commerce adoption. Moreover, the research findings resulted in an amended theoretical framework by introducing two new issues (knowledge and security). Additionally, the literature on e-commerce drivers and barriers issues has been expanded. The thesis concludes with a plan of action to assist Libya's government on e-commerce adoption. The plan of action is driven by four main actors (Government, technologically advanced countries, companies and e-commerce users). These four actors and the plan of action comprise the three-quarter moon model that encourages the fourth actor (e-commerce users) to complete the circle of adoption. The thesis concludes that the three-quarter moon model can be generalized to other developing countries and proposes a classification model for e-commerce adoption along with a formula of Internet involvement. The classification model classifies countries according to their technological advancement. The new classification groups countries into non-technologically advanced, less-technologically advanced and technologically advanced.

Book excerpt: The growing influence of technologies on all aspects of life, including the education sector, requires developing countries to follow the example of the developed countries and adopt technology in their education systems. Libya has been able to boost its economic and educational position over the years, and this brings it to the concern of applying modern methods of learning into its Higher Education (HE) system. E-Learning has been advocated by several university professors and researchers as one of pertinent method in the education system in the current society context of busy schedules and dual responsibilities of adult learners. However, due to many cultural, governmental and technological reasons, the state of e-Learning in Libya's HE has not been to an adequate level. This paper aims to shows the outcomes of several studies, which discover the effect of national and international ethos and methods to education on the usefulness of manipulating, applying and utilizing e-Learning schemes and machinery in Libya's Higher Education institutions. The writers have advanced an inquiry form, which was finished by ripe Libyan students registered for PhD educations in the United Kingdom, who are also permanent professors at the Universities of Tripoli, Garyounis, El-Zawia and Aljabal-Algharbi. The measurable and qualitative inquiry of the replies show numerous complications connected to the utilization of e-Learning and, Information and Communication Technology (ICT) in Libyan universities. Book excerpt: During the last decades, a considerable amount of research has been directed towards explaining the concept of Digital Human Resource Management (DHRM). Yet, a holistic assessment of DHRM antecedents and consequences with respect to possible contextual contingencies is still missing. To this end, this thesis introduces a research framework illuminating the multifaceted phenomenon of DHRM from various perspectives. An exploratory four-step meta-analytic structural equation modelling (E-MASEM) approach tailored to address the domain-specific challenges of DHRM is introduced and applied. Results identify 32 constructs associated with the DHRM usage phenomenon which are categorized into DHRM antecedents and DHRM consequences. Findings reveal that user perceptions, expectations, attitudes, and intentions are essential in predicting DHRM usage while HRM service quality and user satisfaction are found crucial in explaining other DHRM consequences. Further, practitioners are informed about the relative importance of factors for both facilitating DHRM adoption and measuring DHRM success. Lastly, this thesis also contributes to the MASEM methodology by outlining a new approach to summarize statistical inferences from multiple moderator tests.
