Available in PDF, EPUB and Kindle. Book excerpt: Launched in 1939, the Civilian Pilot Training Program (CPTP) was one of the largest government-sponsored vocational education programs of its time. In To Fill the Skies with Pilots, Dominick A. Pisano explores the successes and failures of the program, from its conception as a hybrid civilian-military mandate in peacetime, through the war years, and into the immediate postwar period. As originally conceived, the CPTP would serve both war-preparedness goals and New Deal economic ends. Using the facilities of colleges, universities, and commercial flying schools, the CPTP was designed to provide a pool of civilian pilots for military service in the event of war. The program also sought to give an economic boost to the light-plane industry and the network of small airports and support services associated with civilian aviation. As Pisano demonstrates, the CPTP's multiple objectives ultimately contributed to its demise. Although the program did train tens of thousands of pilots who later flew during the war (mostly in noncombat missions), military leaders faulted the project for not being more in line with specific recruitment and training needs. After attempting to adjust to these needs, the CPTP then faced a difficult and ultimately unsuccessful transition back to civilian purposes in the postwar era. By charting the history of the CPTP, Pisano sheds new light on the politics of aviation during these pivotal years as well as on civil-military relations and New Deal policy making.

Available in PDF, EPUB and Kindle. Book excerpt: The Routledge Handbook of Public Aviation Law is the first book to incorporate a comprehensive analysis of Public Aviation Law – principally international, but also domestic law in a comparative context – in a single volume. International Law is pervasive in Aviation Law, and is incorporated into a number of major multilateral treaties (e.g., the Chicago Convention of 1944, for Public International Air Law). This is supplemented by various Annexes (promulgated by the International Civil Aviation Organization) and Conventions and Protocols (promulgated by States in diplomatic conferences). States then implement these international obligations in domestic laws that create aviation regulatory administrations that, in turn, promulgate regulations. Bringing together leading scholars in the field, this prestigious reference work provides a comprehensive and comparative overview of Public Aviation Law. It surveys the state of the discipline including contemporary and emerging areas of law, regulation, and public policy in air transportation. Each chapter begins with an overview of the international law applicable to the subject matter, followed, where appropriate, by a comparative examination of domestic statutes, regulations, and jurisprudence. The objective of the book is to identify and summarize existing areas within the context of international research, and to identify and highlight emerging areas. Both practical and theoretical in scope, the Routledge Handbook of Public Aviation Law will be of great relevance to scholars, researchers, lawyers, and policy makers with an interest in aviation law.

Book excerpt: An unflinching look at the unique challenges posed by complex technologies we cannot afford to let fail—and why the remarkable achievements of civil aviation can help us understand those challenges. Nuclear reactors, deep-sea drilling platforms, deterrence infrastructures—these are all complex and formidable technologies with the potential to fail catastrophically. In Rational Accidents, John Downer outlines a new perspective on technological failure, arguing that undetectable errors can lurk in even the most rigorous and “rational” assessments of these systems due to the inherent limits of engineering tests and models. Downer finds that it should be impossible, from an epistemological viewpoint, to achieve the near-perfect reliability that we require of our most safety-critical technologies. There is, however, one such technology that demonstrably appears to achieve these “impossible” reliabilities: jetliners. Downer looks closely at civil aviation and how it has reckoned with the problem of failure. He finds that the way we conceive of jetliner reliability hides the real practices by which it is achieved. And he shows us why those practices are much less transferrable across technological domains than we are led to believe. Fully understanding why jetliners don't crash, he concludes, should lead us to doubt the safety of other “ultra-reliable” technologies. A unique and sobering exploration of technological reliability from an STS perspective, Rational Accidents is essential reading for understanding why our most safety-critical technologies are even more dangerous than we believe.
